Rotorua MP Todd McClay has passed the torch for his Prohibition of Gang Insignia Bill to Rodney MP Mark Mitchell.
MP Todd McClay can no longer sponsor the bill, as he is now a Minister.
Since Todd, who is part of the National Party, is now a Minister – he is no longer able to sponsor the bill.
Mark is a former police officer, who used to be stationed in Murupara and Kawerau in the Eastern Bay of Plenty.
Meanwhile Todd, who is the MP for Kawerau and Murupara, says many communities - including Murupara and Kawerau - have submitted on the bill, outlining how gangs have impacted on their communities – and proving there is a problem.
Todd is certain the bill will soon become law, having already passed its first and second readings in parliament.
Gangs covered in the bill include the Hells Angels, Black Power, Mongrel Mob and Killerbeez among others.
Gangs that emerge, with 'a common name or common identifying symbol” and that 'collectively promote, encourage or engage in criminal activity”, could be added to the bill.
People who breach the ban will face a summary conviction and a fine of up to $2000.
Todd says gangs cause harm and misery – and people feel intimidated by their presence.
'People feel intimidated by what they stand for – and they feel intimidated every time they see them in their WINZ office, in council offices and in schools and hospitals around this country,” says Todd.

Yes gang patches are intimidating - they are meant to be. But personally the only people who have really done me over big time were not wearing gang patches but designer suits. Should we also prohibit this type of "power dressing", which is also designed to intimidate.
