A witness at the nearby Four14 Espresso cafe told NZME he saw the car coming down Pyes Pa Rd with flat tyres as it was pursued by police.
He said the driver had the “cops on him”.
The witness, who spoke on the condition he was not named, said a blue ute pulled in front of the car, bringing it to a stop.
He said the driver got out of the car and lay down on the road before being taken into custody by police.
Police have been approached for comment.
