Time to change tack

Slower speed limits, and speed cameras are not working. It's not the awnser. This road has reduced speed limits, and 2 fixed speed cameras, yet accidents continue to happen. What causes a head on collision? In simple terms, one car crosses the centre line? Why? I would say they are distracted. Maybe on the phone, texting? Highly likely, because the fines are no pathetic. Do fines work? No, pay the bill and get on with life. What about a compulsory 8 hour defensive driving course instead. Wouldn't it hurt more if you had to take a day off work, and attend some driver education? Use up a day of annual leave. Some re-education on how to indicate, or keep to the left lane, the consequences of phone use, or drink driving. Makes perfect sense to me, and I'm sure it will have results.
