Ministry of Health data shows just 141 people were in managed quarantine yesterday morning - fewer than half of the country's cases of Covid-19.
The number of community cases is 277, and at the border, 37 returnees have the virus.
The figures show 46 people with Covid-19 are self-isolating, 13 are in hospital, and 114 are in a category called 'other' - which RNZ is seeking clarification of.
The ministry has not said whether there is a hold-up getting people into quarantine once they test positive, saying only that it often gets evening referrals so it can't transfer them the same day.
