Council staff are recommending the appointment of a ‘review and observer team' to monitor interactions and performance of the council.
If this is adopted the CEO would report back with a ‘terms of reference', a budget and other details.
In my opinion this option is equal to ‘putting the fox into the hen house', the results of which will be further turmoil.
