Retain ownership

The oil and gas inside New Zealand's boundaries, and undisturbed, belongs to all New Zealanders through the NZ Government. So far, in most cases, the right to extract the oil and gas has been sold to private enterprises for a few pieces each year. Very little of that oil remains in NZ, if any.

Norway kept ownership of their oil and gas. The means of extraction, transport, storage, refining and sales of the products through whole or majority share state owned enterprises.

In the process it provided benefits to all Norwegians and possibly proved more efficient than private companies.

The NZ path has probably had negative return to society and the environment.
