Tauranga City Council has approved a new Founders' Agreement between Bay Venues Limited, a council-controlled organisation, and the University of Waikato as the second stage in the establishment of the Adams' Centre for High Performance at Blake Park.
The establishment of the University of Waikato Adams Centre for High Performance required BVL to enter a Strategic Partnership Agreement with the University of Waikato, which was approved by Council in March 2016.
The SPA anticipated a two-staged partnership approach, with provision for the Centre to become a stand-alone CCO, controlled equally by BVL and the University.
However, further investigation has highlighted the requirements of setting up and operating a new CCO outweighs the advantages and it has agreed to investigate an alternative model.
The new agreement, which replaces the SPA and will run for 30 years from commencement, leaves the ownership and management of the Centre with BVL, whilst recognising and acknowledging the University of Waikato's significant investment in the Centre.
The Advisory Board, which was set up as part of the first stage and included new CEO of Whakatane District Council, Stephanie O'Sullivan, as Chair, will be disestablished.
'The independent review last December highlighted the opening of the University of Waikato Adams Centre for High Performance as a key achievement for BVL,” says Chair of the CCO working group, Councillor Max Mason.
'However, it also noted the importance of ensuring that BVL and Council are best positioned to make the most of future challenges and opportunities, as presented by a partnership of this importance.”
