Camping crisis denied by council

District council staff are denying there's an issue at the TECT All Terrain Park with freedom campers.

Since park ranger Jarron McInnes was fired after being attacked by freedom campers Sunlive has received photos of untidy camp sites and rubbish said to be left at the park by freedom campers.

Jarron was attacked by three freedom campers on the night of January 12 after asking them to stop drinking alcohol and being disorderly.

Freedom camping is permitted at the TECT All Terrain Park under the Western Bay of Plenty District Council Freedom Camping Bylaw in 2012.

Under the bylaw freedom camping is allowed on all council land unless restricted by the bylaw. If no bylaw was in place, freedom camping could legally occur anywhere in the Park.

The decision to include TECT Park in the bylaw was made during a public bylaw process and included consultation with the Park's user group, says council group manager infrastructure services, Gary Allis.

The ability for people to stay overnight at the Park was addressed from an early stage of the Park's development and is acknowledged in the TECT All Terrain Park Management Plan and Operational Guidelines.

The plan was originally adopted following consultation with the user groups and was endorsed by the TECT All Terrain Park sub-Committee which includes both city and district councillors as well as local iwi.

While the issue was raised at the recent user groups forum, all revisions of the freedom camping bylaw until now have been reviewed by the park user groups forum and elected members.

No issues have been raised by user groups about freedom camping at the park, says Gary. Overnight stays are allowed within some of the user group lease areas.

The Freedom Camping Bylaw is due for review again in 2017 and the public can share their views on how freedom camping is managed in the Western Bay then.

There were no submissions on freedom camping at TECT All Terrain Park when the bylaw was reviewed in late 2015.

The TECT park is featured on the app CamperMate, which accesses Council's website and links freedom campers to detailed information about the Park, all of which is publicly available.

The link is thought to have been in place for about 18 months – but the council reply to Sunlive's written questions doesn't make it clear if this was before or after the bylaw review.

The CamperMate app is being provided by vehicle rental companies so their clients can access permitted freedom camping sites.

Council has no mandate to request its removal from CamperMate, says Gary. There are several other publications that provide this information, such as the MZMCA members' book.

'We cannot stop people posting inaccurate comments on Facebook.”

There are three designated freedom camping sites at the Park – two for self-contained vehicles only, and one for non-self-contained vehicles and tents. This area is clearly signposted and shown on CamperMate.

'A lot of the freedom campers are park users; they walk the trails, visit Adrenalin Forest and do usual things other day visitors do in the Park,” says Gary.

'As for the people freedom camping at the Park, we are seeing young, middle-class Europeans and Scandinavians who stay one or two nights on their way around New Zealand.

'By and large they are very respectful of the site and very pleasant to deal with. We also see many middle-aged Kiwis travelling in various types of campervans, including many members of NZMCA.”

Park's rangers carry out daily maintenance on the three toilets, and a comprehensive clean is carried out once a week by a contractor. There are an additional four public toilets in the Park at Adrenalin forest, the Mountain bike hub, motorbike hub and equestrian area which serve users of those facilities.

Water use can be a concern and is metered. A night's worth of freedom campers typically uses about one per cent of the stored water, while a bus full of tourists using the arrival centre uses about three per cent. Both groups are using the facilities at no charge.

Park users are responsible for their own security and user groups can choose to add security features into the design of their facilities.

User groups under their leases are specifically required to be responsible for the security of their exclusive lease areas and assets. Public facilities are the responsibility of the park managers.

Overit

We have stayed there twice as we use the Mountain bike Track. Both times there were a handful of Campers, quiet and no trouble. Its a beautiful spot and I hope a few don't spoil it for all.

Clarity.

TECT All Terrain Park Sub-Committee members, to the best of my knowledge, were NEVER led to believe approval was being given for staff to encourage the parks use by 'freedom campers', 30 - 80 per night with absolutely free access to facilities with no registration required. Hopefully User Groups will put aside fears of retaliation and intimidation, and speak out. the photos don't lie Mr Allis, and certainly confirm 'more than a handful'. Why was the much appreciated ranger sacked? Good question as the responses to date don't stack up BUT one which I doubt will ever be admitted to by WBOPDC. Mr Allis told me, in person, that he was terminated in part for investigating an alcohol influenced disturbance at the arrival centre (70 meters from the rangers house) during the hours of darkness. When defending himself he injured a camp visitor.

Yes, why was Jarron fired

You may well ask why Jarron was fired, given the sack.....The rubbish here in this picture is all nicely packed up, and the photos I have are of bottles and can EVERYWHERE and private cars...no NZMCA members I bet. Please go here and sign the petition for Jarron...Story is in the link. http://www.petitions24.com/reinstatement_of_jarron_mcinnes_as_tect_park_ranger1

Good question tonyb1965

Why was he fired ? All will become clear in the court case. Meanwhile the extra cost and Rangers time used up by the freedom campers is coming out of the budget for other Park uses. Time that the campers were charged a modest fee rather than it being free freedom camping.

Murray and freedom camping

Posted on 18-03-2016 10:14 | By Councillorwatch

Doing a search on Sunlive over the past few years will find plenty of Murray Guys opinions on freedom camping. He seems to be for it. Unfortunately the problems now being experience with freedom campers citywide were predictable. I suggest getting those mouthing off about the benefits of freedom camping to now sort the whole mess out. Come on Murray.

Camping consistency

TECT park campers should be regulated in the same was as McLaren Falls Park campers are.

Councillorwatch telling half truths (at best) again

I have no problem with certified self contained motorhomes choosing our region to visit and stay over and we do NOT have issues 'city wide'. There are NO approved sites within Tauranga City for the 'juicy van' type freedom camper. I do have an issue with the FACT that Western Bay of Plenty District Council staff are promoting the use of TECT All-Terrain Park by the Juicy van, sleep in your car type campers BEFORE ensuring appropriate support infrastructure is put in place, such as adequate toilets, lighting, provision for rubbish disposal and monitoring.

Here's the rest of the half, Murray

Whether self contained or not is splitting hairs. To use Murray Guys logic (?) that if you can park somewhere during the day you could stay over night too, on that basis if you can use a council toilet during the day you can use it at night too. Self-contained rules just allows those with the big fat wallets and campervans to free camp, and penalises poorer people with less means. The real problem is that allowing freeload camping has meant that some filthy people can defecate and litter in public areas and cause aggro. I'm against so-called freedom camping and the problems caused were predictable.

Freedom camping

Mr Guy you should check the car parks around the Daisy Hardwick track each morning. Always people sleeping in cars and vans and often seen urinating on the grass or in the water. Despite signage it happens every night and not regulated. It is in the city boundary isn't it? Not to mention the Maori squatter camp???

Defacating Rubbish

Posted on 19-03-2016 10:25 | By Towball

The attachment of personal waste in our public areas which are serviced by all walks of life is nothing short of insanitary. Every camper same as majority of boaties and every other responsible person have a sanitary waste system. These are very affordable compact functional reliable and plenty of provisions to accomodate the waste tastefully. How you feel feel eating your fresh fish ,pig ,goat ,deer knowing it had just eaten your last meal. Wake up there needs to be a basic set of minimal requirements set out for all so all are benefactors everywhere. So many mobile commodes already with a hole or two in the seat rest my case. Sit in it n sh*t. Fines for public exposure and defacation of which you do both. Shame them and their country equally. This my COUNTRY TOO!.

Target homeless

Posted on 19-03-2016 10:36 | By Towball

So why not put them in a car also then they to could be freedom campers and that is ok. No rates no power no Rubbish no fees all sponsored by us rate payers. Does this validate our increases Murray or justify closing camp grounds with the excuse of affordable housing. The only affordable housing is freedom camping of which there must be a percentage of people who are being portrayed as freedom campers who are in fact living out of a car in a transient situation. Anybody thought of this of even considered this in your reports ?. Unlikely.

yes

Why was the ranger fired? He was obviously doing his job in protecting the site? seems rather odd to me or there more to the story?

agree with Murray Guy

Freedom

I am for Freedom camping, but believe there should be a nightly fee at Tect park of around $5 per night, collected by the ranger while he gives out a rubbish bag in exchange. Use the rest of the income to hire a night security person to call in police as required AND make all parks and reserves alcohol free and enforce it= problem solved.

Why

Posted on 21-03-2016 13:20 | By lpm67

Another thing, why dont we adopt the American way of managing these sorts of sites....it would keep the park clean and mostly trouble free. If someone from the council wants more info please do not hesitate to contact [email protected]

?? deny there's an issue with freedom campers ??

Actually the issue is with the rubbish not the campers, as usual some Council official is wobbling on about the usual stuff not relevant.
