Quad bikes beach access challenge

An allegation of complaints about quad bike riders' behaviour in Papamoa east being covered up have been levelled at Tauranga City councillors this week.

Acting on behalf of Karewa Parade residents, lawyer Vanessa Hamm says her clients have seen the complaints log but their complaints about the quad bikes have not appeared.

'Including a neighbour's complaints about their two year old grandson who was knocked down,” says Vanessa.

Speaking in the public forum at Monday's Strategy and Policy Committee meeting, Vanessa says complaints about the quad bike riders lodged at council's front desk were also missing from the log.

She explains in 2011 there were 110 registered quad bike users able to use the beach access at Karewa Parade - there are now 280.

The bollards at the top of the access have also been removed, allowing a greater range of vehicles to access the beach as well as allowing quad bikes to access it in tandem, she says.

'I understand further works are planned for later this year, further works to upgrade that access and I question that in light of the pending review, whether that happens in 2016 or 2017,” says Vanessa.

Resident's concerns include up to 40 bikes using the access in an evening to go fishing along the beach. The Karewa Parade access is the closest beach access to the western side of Ford's Cut on the Kaituna.

The riders are intimidating residents, lose control on the steep access and exhaust fumes are polluting the local air, she says.

The residents are looking forward to the looming Beaches Bylaw review where the Karewa Parade residents want the quad bikes either banned completely, or banished to the Taylors Reserve at the western end of Karewa Parade.

The review was original set for 2017.

'Certainly if council were to accept the recommendation to bring the review forward that would go a long way to allaying my clients concerns that nothing is being done in the meantime.”

Dogs are also a concern, defecating on the dunes and the beach before being taken for a ride on the quad bike.

'Just on that too my clients agree with the recommendation before you to also bring forward the dog control bylaw and review that with the beaches bylaw, given that many of the issues go hand in hand.”

The committee voted unanimously to bring the reviews forward to 2016.

pack of locals who buy in now want control, council for one again useless no consent limits eg limited to 100 80 local 5km area and 20 open, Council need to get this policed, and adding to that a toilet is needed here

Up to 40 bikes a day?

I live at a beach that is constantly scarred by wheel tracks made by 4WD 'tanks' and bikes being driven all over the dry sand and also recovering dune face plantings despite them being banned from doing it. Most of the tracks are made by random people "out for a drive" and I observe that very few fishermen drive above that 'legal' wet-beach line.

quad solution

Posted on 17-03-2016 11:52 | By ratepayer

to all the people who have a problem with quad bikes the solution is simple . all quads have to be registered with a council sticker displayed ring the council with the number of the sticker .if no sticker this is a unauthorised quad

Move then.

Ive lived in Karewa for the last 6yrs and have had quads throughout my time here. Who are these clients? probably all x jaffas come here and think they own the place. I think what we really need is a rubbish bin at the next alley way for all these clowns who leave there bottles/cans and dog mess along the way.

go back to where you came from

This is nothing but total exaggeration on behalf of the complaintants. We once were allowed to ride our quads from down by the surf club. We have been moved down the beach to the kawera entrance now with Taylors access open to us if kawera is out of action as was the case for most of the winter until I organised a meeting with the Mayor to get this dispensation as WE ARE THE ONLY PEOPLE WHO HAVE TO PAY TO USE THE BEACH.Alot ot the time it is us fishermen that are REGISTERED to go on the beach that look after the ramp that everyone enjoys the use of.This used to be a easy going life style place to live, if you do not like it and I assume you came and checked it out before moving here THEN PACK UP AND LEAVE its that simple.

agree

totally agree with Mike Harman, with the influx of cashed up buyers comes the whingeing and moaning, I have used this access for 10yrs and the fisher folk I know always clean up their own mess, aswell as cleaning other beach goers crap,

Responsibility

Posted on 17-03-2016 19:07 | By Bernie Mac

I have fished here from my quad bike for 2 years and have yet to see the normally responsible fishermen committing any of the acts mentioned in the report above. A 2 yr old child run over by a quad bike should have been the responsibility of the carers, who would have been looking after the child if it had run into the water and drowned? I have found those quad bike owners who are Council Registered and Road Licensed are 99.9% responsible people and generally over the age of 65. This group have met with Council in the past regarding the ramp and beach access and have often maintained the ramp themselves to make it safe for all beach users. The comment that bikes can use this ramp in tandem is ludicrous. If Karewa residents want the beach to themselves then let them pay an annual fee.

Legal

Posted on 17-03-2016 20:05 | By Bernie Mac

The beach is classed as a legal road and as such has a posted speed limit of 20kph. If anyone is seen driving in an erratic manner the police should be notified, not the council as the council has no power to enforce the road rules

access challenge

Posted on 19-03-2016 12:06 | By marlin.m

the comments by Vanesa Hamm are full of discrepancy,s and half truths. i have fished this beach for the last 7yrs and have never seen more than 10 quad bikes the beach at the same time.if these complainents knew anything about kontiki fishing they would realise it is not practical to fish 40 bikes at the same time. also the comments regards intimidating residents, losing control on the ramp & exhaust fumes are all fabricated to suit their case. as registered fisherman, we respect the rights of residents and beach users how about some reciprocal respect

here we go again
