Ten dollar Tauranga is enshrined by the council decision this week to bypass paying staff and contractors a living wage.
Tauranga City Council this week voted to not adopt a living wage, joining Auckland Council, Hamilton City Council and Wellington City Council have all considered the issue, but have not implemented it.
The new $10 notes put out by the Reserve Bank last year.
Paying a living wage of $19.25 an hour would cost millions and upset the staff pecking order which is founded on pay rates, the staff report to the council states.
Paying all staff more than the minimum wage will cost the city council an additional $54,000 per annum based on current total remuneration costs to bring all employees paid below the living wage up to the $19.25 an hour.
The costs for maintaining internal pay equity and fairness between employees, its CCO's and its contractors is estimated to cost at least $3.23 million – and this doesn't include the cost of applying a living wage to TCC contractors.
The living wage will add $541,000 to the CCO Bay Venues Ltd to bring employees up to the living wage of $19.25 an hour.
Maintaining 'pay equity and fairness” that is ratcheting up other salaries to preserve existing margins, will cost BVL another $2.02 million, states the staff report, and that doesn‘t include paying BVL contractors a living wage.
At the art gallery paying a living wage will add $2660 to the annual wage bill, based on current salary costs only. This also excludes costs for maintaining internal pecking orders. All art gallery contractors are paid above the living wage.
Tourism BOP will have to pay an additional $45,000 per annum to bring all employees paid below the living wage up to the living wage. This also excludes the cost of maintaining internal pay equity and fairness between employees and its Contractors.
There are only 44 accredited Living Wage Employers in New Zealand. None of them are large private or public sector organisations. There are no councils in New Zealand that are accredited Living Wage Employers.
The Living Wage Movement (Aotearoa New Zealand) states that the Living Wage is the hourly wage a worker needs to pay for the necessities of life and participate as an active citizen in the community.
It reflects the basic expenses of workers and their families such as food, transportation, housing and childcare, and is calculated independently each year by the New Zealand Family Centre Social Policy Unit.
The Living wage rate is voluntary and was calculated to be $19.25 per hour in 2015.

They have spent a million dollars of taxpayers money to get the report they wanted 3rd time lucky.A retrial reversed the decision to no guilty. So when is not guilty required to show innocence beyond reasonable doubt? This has taken 6 years of legal wrangles. The government is an ass.

The living wage is a crock promoted by an Anglican cleric with no understanding of either economics or statistics. The assumption for the living wage is that a couple has two children and there is one income earner. This has not been an assumption for paying wages since the 1950s. In fact only 6% of households on the minimum wage meet the definition. Why? because most people start to earn more as they become more experienced and/or more skilled. Young single people earn less. This communist idea that all should be paid the same even if unskilled and inexperienced is a disaster. The "Living wage" also includes an allowance for Sky TV and overseas holidays. Well done Council for kicking it into touch. For more analysis refer to:http://www.nzcpr.com/controversy-surrounds-the-living-wage-in-new-zealand/
Fairness and equity

Is it fair that the Council pays people so poorly (minimum wage) that people with families rely on tax credits to try to make ends meet. That is our taxes are subsidising the councils policy of not paying people enough to live on. In the name of fairness our Council knowingly hold people in poverty. I wonder who this is fair to? Those paid the most?

And this is why New Zealand continues to slide down in international living standards, just take 1% from the top ten, problem solved !
Voluntary rates

Those wanting Council to pay a living wage could pay extra rates and these could be divided up between those on the minimum pay. But my observations are that council staff are paid very very well anyway.
Hmmmm
Posted on 19-02-2016 18:06 | By How about this view!
GIVE IT SOME THOUGHT PEOPLE! This report is NOT just about directly employed council seat-warmers wages, it includes contractors wages as well. We currently have council putting out services for tender (Water, sewage, Parks maintenance, rubbish collection, Bus services etc. etc.) and these are not being tendered on a level playing field. As a general rule.... Lowest wages wins the contract! So you choose; Good will towards low paid service providers or greatly increased rates?

Sorry you dont have a clue, so you think its ok for say contractors to pay their staff $15-$17/hr treat them like slaves while the admin earn $20-$26 and $32/hr etc, shave off the top and give it to the bottom
Voted in to keep costs down

Although I agree totally that paying the living wage I do understand that this council was campaigning to keep costs down and by raising the living wage it would only create a backlash. You cannot give away a cake and eat it too. Giving employees an inflation adjusted increase every year without a fight should be what every employer should do. Lets see that
Unfair

So what about the councillors salaries who are having an increase every year and are far above living wages
