Questions raised over village debt

A Tauranga resident believes the Historic Village's recently revealed million dollar debt is a ruse to justify the city council charging the TECT $1 million for the village green.

Citizens have been led to believe the village was paying its own way for years, now suddenly there is a million dollar debt, says Hylton Rhodes.

'Up until a couple of years ago, we were all told the village was self-sustaining. Then suddenly, bingo! There's a cost of $1 million. It just came out of the blue.”

The debt was revealed last month by financial controller Kathryn Sharplin.

In reply to councillors' questions, chief financial officer Paul Davidson says the $1 million has accumulated over five years because the village doesn't earn enough for the council to cover depreciation costs.

Because of the Historic Village debt, council staff want councillors to consider amending the revenue and financing policy in the Annual Plan to allow the village to be bailed out by rates.

'You can't have depreciation on those buildings because they don't depreciate. It's just a cock and bull story,” says Hylton.

'The council is going to sell the land to TECT for a million dollars and this is going to pay off the Tauranga village debt. Not only that, the village has been so badly run that several of the tenants have left owing thousands of dollars' worth of bills. If it was run decently there would be no debt anyhow.

'All of a sudden this million dollar debt appeared out of nowhere at the same convenient time TECT said, we will give you a million for the land - provided you get the land ready for us. And how much is that going to cost?”

At the November 2015 council meeting, the fact that the village green is a swamp was openly discussed.

'I didn't realise it's a damn swamp,” says TECT chairman Bill Holland at that meeting. 'There's a spring there. I didn't realise that. I often wondered why it wasn't used more often and the answer is it is wet, too wet to sit on.”

TECT obtained an engineering report that says building the proposed two storey building on site will cost, but it can be done.

'We have said at the outset, we will pay what it is worth, less what it costs to make it worth what it is,” says Bill.

'If the council want to do the whole thing itself, it can. That will be great if you can get the land to the state where it can actually be built on, then we will buy it.”

The Tauranga Energy Consumer's Trust wants to build a two storey, $10 million community services hub on about 4,790m2 of land currently occupied by the Envirohub building, which TECT will relocate once final approval is obtained.

'It was always self-sustaining, no problems and all of a sudden there's this monster debt,” says Hylton.

'People have wanted to re-open the café a couple of times and they have not been allowed to. It's been deliberately run down, deliberately, for this wonderful project to go ahead.

'People don't want it there taking up the village green. (Councillor) Catherine Stewart was very naughty saying it (The TECT Community hub) was going to enhance the village green. There's going to be no village green.

"It's a big building, height-wise, and also area-wise and there's a carpark as well. The village green has gone, and she asked this dumb question whether it would enhance the village green.”

There is a video of how the village use to look before Tauranga City Council took over, here.

The TECT proposal, not that it will probably go ahead now, would have enhanced the Village. As for the green, it's green because it certainly is damp and that went through our blanket. But my advice to TECT would be to walk away as you will never please the negative whiners here. Correct me if I'm wrong but depreciation collected is used to pay for maintenance. The Village certainly needs lots spent on maintenance. Even the million$ won't go very far.

Why doesn,t Paul Adams and his mates in the CAG front up with the dollars and all their know how and sort this mess out instead of trying to give TCC some flash new office facility together with all the other nice to have ideas.

Who do you believe?

History has taught me never trust anything coming out of Council.

Lucky Rhodes is not a Councillor anymore

To think that this man was once in charge of city finances as an elected member . It is little wonder that his Council left the City in huge debt given he does not even understand what depreciation is! Itr appears he has trouble understanding the picture as well. There will be an enhanced village green with a road that currently goes through the green space removed. The new building will have a staging area where performers can be above the crowd and also have access to power without dangerous cables everywhere. The reason the village struggles is because naysayers like Rhodes are always negative and kill all the positive solutions for the site.

A bygone era

It's fine to reminisce about the good old days and the ways things supposedly were. My memories are a bit different in that I think the Village used to get about $400,000 a year in rates subsidies? But never mind. The fact is times have changed and people stopped going to the Village, then various bits and pieces seemed to be farmed out. But it was people who stopped going. Less people equals less atmosphere and so things descend. Even MOTAT in Auckland is not what it used to be. So if we want to return to the so-called glory days we'd better be prepared to spend plenty of money fixing up the place and bringing back old machinery. Personally I don't believe the crowds will return. Times and interests have changed.

WHINGERS MOANERS

It never ceases to amaze me that if someone stands up for something and totally believes that it an asset to the city and can be restored, not just chucked away, that we are classed as whingers and moaners.... Would like to ask the ones criticising US, what they do to stand up for ANYTHING, except follow the CROWD, who dictate, and have the money to do so....pffft

I should take offence at Ron Scott's unprofessional personal attack and endless totally rubbishy arguments as to why TECT should spend $10 million on a community hub,but Ron's ramblings are so off-beat I just feel sorry for him. Hopefully the project is now off as TCC councillors have cancelled the decision obviously until after the next local body elections. How much money does Ron get paid p.a. for being a TECT trustee ? He has been there since 2006.Why does he still insist on trying to spend 10 million dollars of our money on this crazy white elephant. Moreover the project would also drag in a bottomless pit of rate-payer TCC money
