Cyclists are set to present a petition to Tauranga City Council this week seeking access to the Pilot Bay boardwalk in Mount Maunganui.
Resident Jo Wills has obtained 221 signatures seeking access to the boardwalk for cyclists, and will pass it on to the authorities on Thursday.
Mount Maunganui's Pilot Bay boardwalk is currently a 'no-cycling' zone. Photo: Andrew Campbell.
Jo describes herself as an avid runner, walker and cyclist who spends a lot of time on and around Mauao.
'A few weeks back I was running at Pilot Bay and saw the 'no cycling' sign at either end of the boardwalk,” she says in her covering note to council.
'My immediate reaction was anger, but it quickly turned to disappointment, so I spoke to a few people in the community and many shared my response.
'This gave me the confidence to start the petition calling for mixed use shared community spaces allowing for and considering the benefits that cycling and cyclists bring to a city.”
The petitioners want council to make the boardwalk a shared community space allowing boardwalk use by walkers, runners and cyclists along with people using wheelchairs, pushing prams, little kids on trikes and scooters, the elderly and those requiring mobility aids.
Jo says Pilot Bay was always a shared community space, made even more accessible with the introduction of the board walk to allow greater use and enjoyment by those with mobility needs.
The restriction on cyclists seems counterproductive to the outcome intended, and is alienating a different group of people, she says.
'It has always been a shared space that cyclists could access and enjoy alongside other members of the community.”
Pilot Bay is one of the most popular spaces in Mount Maunganui, while The Mall is a busy road with parallel parking on each side of the road and no cycle lane.
The speed limit along The Mall is now 30km, but Jo says speed is not the issue for cyclists.
'It's the fact that there is nowhere for cyclists to ride safely,” she says.
'The parked cars are a constant source of concern due to people often forgetting to check the road behind them before opening their car door.
'Any cyclist on the receiving end of a car door is not likely to escape without injury. The alternative is to stick right in the middle of the lane, which then causes frustration to all other traffic. Neither choice for a cyclist is appealing.”
The grassed area, now dominated by the boardwalk, was the only safe alternative for cyclists and this option has been removed and made a fineable offence.
'The Mall is not a safe road for the type of cyclist who would be accessing that area for recreational purposes,” says Jo.
'It's very rare and unusual for the area in question to attract sports or commuter cyclists as the terrain just doesn't suit their bikes, and they are unable to get the speed.”
Tauranga City Council transportation staff say the ‘no cycling' signs were installed when the boardwalk was completed. It was considered necessary due to safety concerns associated with the high level of expected use of the facility.
Legally, the boardwalk is constructed within the road reserve, and it is classified as a ‘footpath'.
The law states that 'it is illegal to ride on footpaths, unless delivering mail or when cycling a wheeled recreational device that has a wheel diameter less than 355 millimetres - a tricycle or small child's bicycle”.
Road Controlling Authorities can re-write bylaws creating shared paths that both cyclists and pedestrians can use.
'In this particular case, it is possible to create a shared facility,” says transportation manager Martin Parkes, 'but staff recommend against this due to the very high level of competing demands from different user groups, particularly over busy holiday periods.”
The 920m long boardwalk opened in 2013.

Board Walk

Ah I just wonder why Jo wants access to something called a Boardwalk to Cycle on That is what roads and cycle lanes are for. Go away and leave the walk part of boardwalk as it was intended for.
Well...

...I cycle and am happy to not use the boardwalk. As much as it might be philosophically ok to expect all users to respect the space, in practice it does not work.
Bells on bikes

If Jo and her fellow cyclists want to use the Pilot Bay boardwalk then it should be mandatory they fit a bell (or other warning device) to their bike. Cycling the boardwalk will be the quickest mode of transit and will scare other users unless some alerting device (bell) to warn other users is fitted. Are Jo and her compatriots prepared to fit a bell before using the boardwalk? They don't say so in their submission to Council. Max Lewis, Mt Maunganui
Here we go again

WE had all this crap a few months ago can,t this person get it into their head that the boardwalk is for pedestrians. The road is even restricted in a 30KPH speed limit. Give it a rest and stop wasting council,s time on your petty petition you didn,t win last time and you won,t again.I want to be able to enjoy strolling along the boardwalk at an easy pace and not have to keep looking out for some lycra clinging cyclist charging along because that is what would happen. It would only take one to cause a serious accident.
It is a Walk

Boardwalk means walk get over it.A cycleway is for cycles and the government has spent millions on them.

There always has to be one. Can you imagine on a hot summers day, cruise ship in, kids, the elderly and people enjoying walking the board walk and then suddenly Jo comes along and is ringing her bell frantically trying to get though the crowd of people. This is called a board WALK for a reason.
Stop this B/S dead in its tracks.

Some people have nothing better to do than infringe on other peoples peaceful territory and Ms. Wills should go take a running jump. This boardwalk is a walkway not a new cycle track for arrogant whinging bikers. The curving nature of the path does not lend itself to walkers and cyclists at the same time.Frankly you wouldn't want to be a biker that got on the wrong side of a walker on this pathway.Council please put an end to this madness the figures are 221 cyclomanic whingers(.17%) Vs. the rest of the Tauranga /Mount population (99.83%).That's it in a nutshell.
Did I miss something !!!

This is an area of walkers, picnickers and people enjoying the sea and beach of pilot bay. To add bicycles to the mix is just plain silly. Why not dogs, skateboards???. Lets try to please everyone and in the process satisfy no one. Leave it alone.
What about walkers

What scenic paths are safe and exclusive to walkers only in this city ? Come on !!!! Why do cyclists have all the control in this city ?

Just selfish, and greedy, it has become noticeable over the last few years that some cyclists are both. Not only do they expect cycle paths on every road...now they want to ride on the footpaths . Many of those cycle lanes are formed at the expense of narrowing vehicle lanes , which have been paid for from road taxes which cyclists do not pay. And when the cycle lane tapers to nothing those same cyclists who now days do not have a mirror or a bell , ride right out in front of cars without signaling or even looking. Council needs to grow some gonads and overide the staff campaign to hand over all the roads to cyclists...or make them register their bicycles and pay road tax and acc, after all Acc increased the tax on motorcyclists because they are dangerous, from Jo Wills description cycles are just as bad.

Is and always should be NO DOGS, NO BIKES full stop
Not suitable
Posted on 21-10-2015 01:50 | By Ellajj
The board walk is not suitable for cyclists. It is not wide enough for walkers and riders so the cyclists will ride across the grass and then we'll be back to having dust paths which is why the board walk was laid in the first place.
Well...

I am a cyclist and do not feel the need to impinge on walkers. Its a wonderful thing for the elderly and cruise ship promenaders.Jo your insistence is having a negative feedback on cyclists.

Can you just imagine the noise if you have 221 cyclists charging down the boardwalk all ringing their bells or shouting to get people to make way for them
Peaceful coexistence

Sensible walkers and sensible cyclists should be able to get along together. PAMAXX suggestion that cyclists have bells fitted seems fair but there are plenty of unpredictable pedestrians too (many consumed by their cellphones) and they too could do with bells. Perhaps those pedestrians should have bells dangling from their waists, that jangle and clangle as they walk.

At least the pedestrians are not walking at speeds in excess of 30kph like most cyclists
NO! Keep Boardwalks SAFE for People
Posted on 21-10-2015 11:56 | By Bill Gibson-Patmore
Would you please add your name to a new petition... It'll take about 30 seconds to help get this petition off the ground. Here's the link: Bit.ly/Bill_12 We are hoping to keep the Boardwalks, Footpaths and Esplanade areas "down The Mount" free from Cyclists, so maintaining a safe place for 'Folk on Foot" - being people young, elder, and infirm or groups of people having picnics and family gatherings! We are petitioning Tauranga City Council to take notice of the need for personal public safety on Boardwalks, Footpaths and Esplanade areas of Pilot Bay, and Oceanfront Main Beach, at Mount Maunganui. Please stop the idiocy of this dumb selfish campaign! Bill Gibson-Patmore
big picture
Posted on 21-10-2015 12:46 | By Captain Sensible
A lot of hate towards cyclists here. How about putting your hate towards a government that gives the middle finger salute to democracy. That's the big picture in NZ, this cycle thing is just a convenient smokescreen while the government gets on with reversing democracy and limiting freedom even more.

Please do not tar all cyclist with the same brush. Most are law abiding people myself included and also own cars but to save money in fuel, parking as well to sat fit choose to ride a bike. Get out give it a go you might like it. Just not on the pilot bay board walk... :)

Bells on bikes ? I am pretty deaf and do not hear them, and can't see them when coming from behind, then get abused for not shifting, as has been done by people on these electric four wheel machines. Pedestrian traffic only is the only answer
WALKWAYS.

I suggest you dismount and push your cycle until it's safe to ride again. It's not too difficult to do.

... is a small fraction of those who use and enjoy Pilot Bay. The "first reaction was anger"... Why? I don't get angry because millions have been spent on cycleways which I am unlikely ever to use. We live in a community; there SHOULD be spaces for walking and spaces for cycling, and they don't need to always be the same space. As for "the benefits that cycling and cyclists bring to a city" I thought about this and couldn't find any benefit that couldn't be obtained WITHOUT cyclists. (Less pollution? so, walk...) Nevertheless, I don't want to see cycles banned; they are part of the diversity that enriches our city and a useful part of maintaining health in our society. (Even though the same health benefits can be obtained by other means.) Sorry, Jo, I respect your right to ride in designated areas, streets, and cycleways; NOT boardWALKs.
