Ongoing parking issues in Mount Maunganui – including being completely full at peak times – had led Tauranga City Council to try to find out-of-the-box solutions.
The Bay of Plenty community is a national and international seaside resort for everyone from surfers to cruise ship visitors.
Even on an overcast winter’s morning The Mount was humming, cars circling to get a park as close to the beach, cafes, and mountain as possible.
This might be part of the parking problem, said Tauranga City Council Deputy Mayor and local ward councillor Jen Scoular.
“If you go to seaside resorts – which The Mount certainly is at quite a lot of the year – would you ever, outside New Zealand, expect to get a park right outside a cafe? No.”
Scoular arrived at The Mount on her bike to talk to RNZ, and says a willingness to walk for a few minutes is needed, as much as new parking solutions.

Tauranga City Council parking strategy manager Reece Wilkinson said while parking at The Mount had been discussed before, it was time to start fresh.
“We want to know what’s working well, what’s not, and what ideas you’ve got to make it work better. Whether it’s tried and tested solutions or out-of-the-box ideas, nothing is off limits.
“We’re open to suggestions, from time limits to yellow line markings in tight streets, and anything else that springs to mind, as long as it’s realistic,” he said.
There was one suggestion locals RNZ spoke to clearly did not want though, and that was paid parking.
Scoular said she was not personally a fan of that either.
“When we say ‘paid parking’, are we actually making money out of it, because that means we have to employ more people to manage paid parking, and to me that doesn’t make sense.”
She said the council did not want parking to turn people off visiting – either because they could not find a park, or because they had to pay.
She also said there probably was not going to be any solution that would solve the problem from December 20 to January 20 when visitors were at their peak.
“If we can fix 11 months, let’s not make that very, very prime time influence the rest of the time, because that might lead to things that stop people coming.”
Along the beachfront walkway, people gave RNZ several solutions, including building a parking building, time-limited parking, local ferries, and even pulling out grass and parks to turn them into parking spaces.
A block over from the beach on the main shopping street, the Mount Business Association business improvement manager, Harris Williams, said any solution needed to be specific to The Mount.
“If you said, ‘well the CBD has paid parking so therefore by extension The Mount should be’, I think that’s probably not a wise approach. The Mount has unique challenges and benefits and is a completely different place.”

But he saw it as a great step that the council was talking to the community first, noting the businesses would have a range of opinions depending on their clientele and industry.
Mike Clark, the owner of dessert bar Polar, was another voice against paid parking.
“I think the issue is the turnover, I don’t think the solution is paid parking, but we need more [parking].”
He had some ideas on how to get more parking on the main street.
“I think there are some small wins that they can do off the bat, and immediately it’s turning all of the parallel parking into angled parking, you could easily get another 50 to 70 parks on the main street,” he said.
Robertson’s Menswear is the oldest store on the main street, having been there for 47 years.
Owner Jamie Robertson also had some ideas for the council.
“Put a road through the back of Coronation Park to open it up and put carparking through the back of there because it’s just a big open area, and you could put the buses and everything through the back there for the cruise ships.”
The council said it wanted to make sure everyone who wants to “chill at the beach or make the most of the Mount vibes” could do so year-round, and a parking management plan would help achieve that goal.
Feedback on parking in Mount Maunganui was welcome until July 25.

Of course Council will listen to the locals and do the right thing. Look how well the CBD has gone. People patronise the malls more nowadays and I don’t know why? Free and more parking. The suggestion of angled parking spins is an economic parking solution. Creating more parking behind Coronation Park is another practical idea. I’m sure TCC planners have already thought of these and installation of meters on all these additional parks will be right up TCCs alley!

Mt has always been a park problem. Separate out areas. Cafes and Business. You just have to put up with problem. The other problem is people who come to beach bring baggage, kids, prams, Kayaks etc. This is the area needing work. Families cannot cart all the gear for kilometers .Eg One way traffic on Pilot Bay will allow angled parking. Each existing 5 parks if angled will produce another 8 parks(. Forget cycle ways traffic is slow enough for bikes safety. .)So 40 parks gained. Get tourist business (kayaks ) to remove all private cars before 10 am. Some tourists bus are using 6 parks. Above comment re wide backroad of shops can be used. Be creative. .

So much wasted space at the mount, RIPE to be converted into parking. No one likes sand, so let's get it all paved over, and then we'd be able to get everyone in Tauranga parked, with a lovely sea view to boot! The mount itself is another area that can provide parking, get it hollowed out and turned into a multi-story! Tourists will come from all the world and think YES! Look at all this glorious world-class parking space!!

Parking has been a long term issue.
TCC "planning" for many years has all been about eliminating carparks in the CBD and the Mount retailing areas. The end-game here is zero vehicles in these areas...
The next aim is to expand those areas ASAP.

Well, obviously it was a stupid idea to remove the Phoenix car park and replace it with a lot of concrete that doesn't get used much now, wasn't it? Make it a carpark again - a no brainer I would have thought as the shops will thrive again.

Consistency and Fairness - if good enough for CBD retailers to have to endure paid parking, then the same argument/justification should be for Mount as well.

Wreck something, (ie take away the Phoenix car park, and you got told at the time, this will cause problems, but as usual, no-ones listening), then say I can fix it by charging everybody to park, wasn't broken before and now it is... just leave it alone, you've done enough damage! Are you not happy!

Allot of the roads around the Mount like for instance Pilot Bay should have angled parking on the beach side which would create allot more parking spaces. Reconverting what used to be the old Phoenix car park back into parking would be a great idea as it's wasted space at the moment. I also like the idea of using Coronation Park for parking as well or using the old Regional Council building & old Police Station which could be demolished for paid car parking as well.

People talking about wanting to convert Coronation Park into parking makes me feel sick. You're not supposed to pave paradise to put up a damn parking lot! Your car isn't the most important thing in the world, that you get to claim EVERY BIT OF SPACE in their world to accommodate it - I don't go to the mount to look at the parking spaces! Not being able to park isn't the end of the world - keep your damn hands off our green spaces!! Maybe if you weren't so hostile towards public transport, people would use it more and leave you all the parking space you want...

In Europe where parking becomes an issue for small towns they install park and ride facilIties. You park in a big carpark a few kilometers away, then hop on a bus that drops you off in the middle of town. This can be paid with a small fee or free. You don’t have to worry about parking or getting stuck in traffic jams. Also include an overnight motorhome park with services for a small fee. Keeps them secure and not clogging the Mount streets.
