SmartGrowth review slammed

Tauranga developer and former MP Bob Clarkson is calling the SmartGrowth strategy review pre-determined, but this has been rejected by SmartGrowth and Tauranga Mayor Stuart Crosby as sour grapes because he wants his land development approved now.

His accusation comes after receiving a letter he says shows the strategic planning agency has made up its mind on his plans for a mixed residential development including affordable housing in Tauriko.

The letter from SmartGrowth programme manager Justine Brennan states residential development for his land is 'highly unlikely” to be approved for at least 10 years. The letter comes after Bob has been encouraged to apply for approval after the reviewed strategy is finalised next year.

Bob says the letter states the decision has already been made and that he should go away.

The letter states Bob's residential development plans are unlikely as they are not in the settlement plan and there is ample residential-zoned land for at least 10 years.

Justine told SunLive Bob's claim is misleading and is motivated by his wish to have the land rezoned immediately and incorporated in the residential settlement pattern despite a series of challenges.

'There are a number of issues with this which make this aspiration problematic, particularly around transport implications on State Highway 29 and undermining the development certainty promoted by an agreed settlement pattern.

'Mr Clarkson is seeking a guarantee, prior to SmartGrowth completing this analysis, that his land will be included as a growth area in the short term. That type of commitment cannot be given as there are a myriad of other factors that will all need to be considered together through the SmartGrowth update.”

Justine says Bob's land is being assessed through the SmartGrowth update along with other possible areas for future growth once the current residential-zoned land within the established settlement pattern has been used up.

She says once this is completed (early-2013), the information will go to the SmartGrowth committee to decide on indicative future urban growth areas.

Stuart rejects his criticism that the review was a sham, saying the review – which is only mid-way thought - 'is a timely review in light of the new economic environment that we now operate under”.

'Mr Clarkson is criticising SmartGrowth because he is not getting his own way. Nobody encouraged Mr Clarkson to buy all his rural land or machinery, he did it himself with no engagement and needs to take responsibility for his own decisions and stop blaming others for the predicament he now finds himself in.”

Stuart says the land is unlikely to be rezoned for residential in the short term but will be assessed for future needs.

'It is simply a timing issue.”

SmartGrowth is a strategy for managing future growth in the Western Bay of Plenty, which all three local authorities - Tauranga City Council, Western Bay of Plenty District Council and the Bay of Plenty Regional Council - have signed up to. The plan aims to ensure orderly residential development is coordinated with infrastructure and transport needs, while preserving fertile agricultural land.

Western Bay Council customer services group manager Steve Hill says because all issues relating to future growth were being considered in the review, including the settlement area, it would be advisable for him to apply for approval or a private plan change after the review was finalised rather than before.

But Bob says he is getting old and running out of time, so does not want to 'waste” another year with an unsuccessful application.

Instead Bob is promising to be a 'pain in the backside” to the councils if the review does not go his way, saying he plans to appeal 'until they wake their mind up”.

The SmartGrowth review is looking at the strategy's success to date, research on new and emerging issues and feedback from community consultation.

Submissions close at the end of October.

Justine says affordable housing is one of the 'key issues” for the update and is included in the research programme.

While I dislike this council for their silly smart growth dreams I don't think there is a need for Bobs development. The council has successfully worked at turning Tauranga from one of the fastest growth areas into one of the lower growth areas. Because of the councils ineptitude we now have an abundance of housing stock as regularly commented on by local real estate agents and the local housing market has failed to recover in line with other main centers.

Smartgrowth nonsense - who decides on the policy "The plan aims to ensure orderly residential development is coordinated with infrastructure and transport needs, while preserving fertile agricultural land. Since when is it up to any of the councils to "preserve fertile agricultural land". The category of "smart" seems to be sadly lacking in a lot of TCC policies. Stand for Mayor Bob and sort this out.

Smarth Growth is just another arm of Agenda 21. A massive momentum is being built up and you likely will not be aware of it. The groundwork is being laid for globalism and governmental control on a global level and it has been hidden in plain sight. It is referred to as "Sustainable Development (SD)". Sounds good, doesn't it? Who wouldn't want development, especially if it's of the sustainable kind? You might change your mind about that when you look at what they mean by SD. The United Nations' Earth Summit "Agenda 21" 300 page report defines "SD" as "a comprehensive plan of action to be taken globally, nationally and LOCALLY by organisations of the United Nations system, governments and mayor groups in every area in which humans impact the environment". Yes, it concerns YOUR life. And, yes, even Bob's land use. It has been adopted by more than 170 governments (without any democratic process), starting at the Rio Summit 1992. It contains detailed plans about the environment, redistribution of wealth (that of the middle class), land use control, to change the population, guaranteed state housing, education control, forced control of human settlement and of course TAXATION. SD means centralized control over all of human life on planet earth. This is a massive movement, implemented by YOUR council, and its real intentions are being masked with environmental issues. This Agenda was set up years ago by those who want to establish a global government system. You don't have any idea how far we are already controlled. Inform yourself about "Agenda 21".

Timing issue my backside - Anyone who has taken the time to look into what 'Smart growth' ideology is all about would I am sure be horrified - I may be called a 'conspiracy' theorist but if you take the time to look into it you will find that we have joined a world wide club run by the UN to constrict any residential development to the bare minimum - where you think there is a blank space within the present developed areas, then in fill - in fill until you cannot fit anymore in then - at the slowest pace possible allow more land to be used for 'human beings' - this ideology has permeated all our councils via left wing greenies who think more about native snails than human beings - shame on you Bob Clarkson - how dare you suggest we allow houses way out there when we still have plenty of 'highly priced' sections already=y available - we need to keep the demand always ahead of the supply otherwise we would get urban sprawl and we definitely don't want that do we - don't believe me then ask the UN - it's their 'cast in stone' directive to the Western world.

If he builds and pays for: roading, all services, drainage, everything then why ot let him do it, as long as no costs at all EVER come back to TCC ratepayers then I reckon he should go for it. At least the "cheap" housing will be out of site of any decent respectable type citizen who would not even consider buying in that location.

I can not see that it is a sham, in the world of an official the decisions made will seem like they are teh best, but sadly the decisions all seem a bit silly to everyone else. Mr Clarkson of course has a vested interest in the change 'he' wants so is not exactly objective about it. Sometime in these situations a developer will get off his bulldozer but still try and get on bulldozing!

That is all this attack is on Smartgrowth, they are unable to defend themselves so a little unfair to attack them like this. Perhaps Bob could donate a paddock or two for them to be turned out maybe, that maybe a bit more palletable solution for all.
