$25K for freedom camping patrol

Vigilantes warning freedom campers away from Anzac Bay will be replaced with a council patrol next summer.

Local residents began informing freedom campers about Anzac Bay's no overnighting rule after the previous freedom camping/parking/dogs monitoring contract expired on January 24.

Council is keeping overnighters out of Anzac Bay.

The Western Bay of Plenty District Council Policy Committee has allocated an unbudgeted $25,000 to extend the service in the 2016/17 summer.

A contractor will monitor freedom camping, dogs on the beach and monitor parking from December 22 to February 7.

The 2015/16 contract was worth $8252, but the former contractor doesn't want to do it anymore.

The council's hand has been forced because of growing community discontent, and the health and safety risk of fights arising between community vigilantes and freedom campers.

Weekend coverage began at Easter 2016 – at a higher rate than that offered to the original contractor.

Compliance monitoring for Waihi Beach was not included in the 2015/16 budget, nor the 2016/17 budget.

Staff offered councilors two options – extended monitoring costing $40,000 and peak season monitoring costing $25,000.

The committee's recommendation to the full council is to take the cheaper option which offers a weekend and public holiday monitoring through to February 7.

The more expensive option included weekend coverage through to the end of daylight saving.

Staff advised councilors that some of the monitoring costs may be offset by income from fines, but advised there will be: 'high community resistance and a corresponding negative perception of Council, particularly with visitors to the region, if the current compliance approach was changed from education and warnings to a more aggressive cost recovery approach through infringements”.

Council compliance and monitoring manager Alison Curtis says the amount allows Anzac Bay and Waihi Beach to be patrolled full-time during the key period between 22 December and 7 February, when dog restrictions, and freedom camping restrictions are most important.

'We also plan to have a patrol over the key holiday weekends surrounding those dates, though this will depend on the contract.”

I am getting sick and tired with hearing about the residents being against freedom campers and would really like to know who the residents are as there are no houses in the close vicinity of Anzac Bay. The closest people to it is the camping ground and it is some distance away. I am sure the majority of freedom campers are tidy folks and most camper vans have toilets and showers in them these days and I am also sure that noise wouldn't be a problem. Come on folks let people enjoy their holidays at a lovely part of New Zealand.

Anzac cove is not for freedom campers

Many years ago there was a number of baches in this beautiful cove with a lot of hard work by the then Domain Board these were removed. Why because the upper Harbour has very limited space for safe swimming and picnicking for families all day. The council are to be congratulated on their decision unfortunately it should be all year round. There are many places for these wealthy retirees with their dogs etc. to champer

Missed opportunity

Council had a third option that would help pay for patrols and grounds rubbish management etc. They could set it up as a part pay camp...ie campers displaying self containment cert could pay $5 a night to stay up to two nights with a max of around 6 vehicles allowed. Therefore would help pay for itself and keep area clean by putting that money into that purpose.

WBOPDC held Community Meetings in 2015 about Freedom Camping, 100+ people from Waihi Beach & Bowentown attended. It is not about whether the camper vans have toilets/showers, but whether they use them. Documentary evidence shows FC-ers public urinating on the grassy areas outside their vans. When they leave, this is the same area other campers park in, or if empty day-trippers/school groups use for rugby & ball games. This is less than 100 metres from toilets provided & serviced by WBOPDC. The FC-ers can stay overnight in the parking bays along Seaforth Rd. Do they use those? No. Do they leave rubbish? Yes. Do they clean up after their dogs? Some do. Are they rude to locals? Absolutely. They act entitled & are rude. Like everyone else, they can enjoy Anzac Bay during the day, but they shouldn't make it difficult for everyone else to use it.

Agree

As a freedom camper I agree that it is not necessary to park there overnight. There is one or two other areas along the beach that have been allocated to freedom campers. Use that.

questionable

sounds like the original contractor said 8k wasn't enough. So without going to tender the "contract" has been awarded and all STAFF want council to do is ratify the contract and decide on which option the staff is giving them!! Who is the new contractor, perhaps someone from the motor camp nearby?

staff oblivious

Oblivious to the facts? From the councils own website: Freedom Camping is prohibited from the begining of the third weekend of December up to and including 10th February in each year. So the weekends and public holidays patrol, outside December to February, is purely for dogs and other parking? Sounds like that was added in to sugar coat the new "Contract" .

Stick to facts.

I hear the same old propaganda time and time again and there is little truth in much of it. It gets a bit boring. Documented evidence against self contained campers - yeah right, where? Lots of documented hearsay though, almost all against non-self contained campers. WBOPDC won't be sucked in by that. I agree that asking campers to pay a small donation is a great idea.

Room for everyone?

Being a freedom camper myself, I have stayed at Anzac Bay several times. The signs are quite clear as to where and when you are allowed to stay. People breaking these rules should be fined and moved on as there is no excuse for ignorance. Last time we were there it was jam packed and so we just went elsewhere, there are plenty of other beautiful sites close by. I would be more than happy to pay a small fee to contribute to the upkeep of the area. As for people not using their toilets as someone else commented, campers are not the only ones as I have seen day trippers who are too lazy to take the walk to the loo. This is a lovely space surely it can be available for everyone to enjoy.

Not Ratepayers Problem

Posted on 09-06-2016 18:42 | By sobeit

This is not a ratepayer cost.$25000 is about 7 lots of rates for yet another charge for houseowners that has no bearing on their homes.WBOPDC has a very cavalier attitude to rates money. The wastage equals Tauranga City but with little media attention they fly under the radar.Maybe the election will produce a revolution ?
