City partners... again

From background enquiries made, it appears a select group of businesses, both large and small, pay money to TCC to be called Tauranga City Partners/Project Partners. Most of those businesses have direct dealings with TCC. Total amount of Partners initial subscriptions is reasonably substantial but it is not readily apparent what is done with the moneys received from Partners subscriptions.
Questions that need answers are: - Is this scheme interfering with open and fair competition in the tendering system for Council projects and has this scheme the potential to cost TCC ratepayers rather than benefitting them?
The bottom line is that there are no free lunches! Council paid out contract moneys of $120.8 million to City/Project Partners in the three years up to June 2009 and the Recipients paid about $5 million into the Scheme but $3.5 million of this came from charities and only $1.5 million from actual business. (Source TCC Report, March 2010).
Consideration needs to be given to;
Terminating the scheme at the first opportunity.
Ensure only proper and transparent tendering processes for the benefit of ratepayers, resulting in lower project costs.
Require full disclosure on all significant projects.
Stop confidentiality and commercial sensitivity claims about providing information.

That there can be "no free lunches", any business owner will add up all the costs and make sure that there is a profit in anything they do. The answers about this scheme are obvious and there is nothing in it that is good for ratepayers.

that thise that are put in the place to make the best decision for the TURKEY's of Tauranga are in fact condoning this little gem of a scheme by fact that little will be revealed as to what is really going on, the more secret meetings there are and the less informaiton that is out there the worse it looks.

The figures just don't stack up.The whole thing has the look of being incestuous and reeking of cronyism.Only those that are part of the scheme think this little doozie has any merit and financially why wouldn't they while the rest of us view it with the utmost concern and suspicion.It is costing Tauranga dearly and half the businesses involved would find it difficult to survive without the cashflow trough.

City partners put in "cash or kind" so they say, last look in the secret file in the secret meeting in the secret halls ... reveal that for example a local "other" newspaper puts in "kind" of $60,000pa but that is hard to find anywhere in that RAG to justify that. This means that the $1.5m noted above is likely overstated in the usual TCC fashion (as confirmed by Bill) to the order of 3-5x what it should be. The real number is likely around $400,000 before all the costs.

The concept of the "hand n hand" indulgence in projects as seems to be postulated here is an absolute sitter for the extraction of windfalls and benefits and so on that would not be considered possible by a naive official that resides in a glass box in the CBD. The reality is that the ONLY reason that these businesses have "indulged" the fantasies of the officials here is that the rear end of the BEAST has been ripped open and a verifiable TSUNAMI of cash floods all the bathers soaking up the sun out the back end of this colossal beast.
