When ownership of Mauao (Mount Maunganui) was returned to local Maori it was because local Maori never willingly gave ownership up.
However Maureen Anderson and others of the Coastal Coalition who want 'One rule for all” seem to not want 'One rule for all” to apply to foreshore originally owned by Maori. If land was wrongly taken from Maori and that is established in the courts as in the case of Mauao then that land should be returned. That would be 'One rule for all”.
If Maori are prevented from claiming title to foreshore they originally owned this is not 'One rule for all” this is Pakeha majority rule.
Pakeha majority rule describes the situation where the Government does not apply justice but applies what the Pakeha majority of voters will vote for.
To its credit the current National Government is doing its best to apply justice in the Marine and Coastal Area Bill.
Finally, to wrongly use the word apartheid (white minority rule against the wishes of a black majority) in New Zealand now, with Pakeha majority rule, is an appeal to emotion that is both ignorant and misleading.
