My proven leadership and collaborative approach with other decision makers has led to significant progress in our roading network, flood protection and other basic council services and facilities. My ongoing commitment to you is to continue to build on a clear and progressive direction for the growth and development of our city. Bill FAULKNER As your Mayor I would offer a firm no nonsense leadership style. As the city struggles with its growth, infrastructure and financial situation this is a time for some hard decisions which I have the experience to lead. There is a fine balance between the community's needs, wants and the ability to fund all this. I believe for the next three years Tauranga needs to concentrate on bringing its core services like stormwater/flood protection, wastewater, roads and water supply up to date and ongoing maintenance programmes. My track record demonstrates that I have consistently represented majority community views and as the city's leader you can expect that will continue together with sound commercial decisions and getting things done. Hori LEAMING Tauranga; we proudly claim to be the fifth largest city in New Zealand however we are the only city that Not can't host a world cup game. Whereas Whangarei and Supplied Invercargill can. Baypark is woeful as a rugby venue. We must begin now to establish a purpose built stadium for rugby and soccer. I propose a private council partnership similar to the museum advisory group to address this problem. If we can spend $8.3million to buy and then demolish a perfectly good cosmopolitan club only to rebuild 100 metres down the road, we can certianly begin consultation for a stadium and even do long overdue and essential work on Fraser street and other much needed roading projects around the city. I prefer the Tauranga domain or Blake park. Is there a rugby Bob Clarkson out there to help Tauranga in its hour of need? Long live the Steamers!
John ROBSON The City Council has been unable to demonstrate, as required by section 101 of the Act, that it is managing its revenues, expenses, assets, liabilities, investments and general financial dealings prudently and in a manner that promotes the current and future interests of the community - Audit NZ on the Tauranga City Council (TCC) draft 2009 LTCCP. TCC is a complex enterprise: $2+ billion of assets, 28 different activity areas, $140+ million turnover, 100,000+ customers. And it is failing. I made a very good living (I retired at the age of 43) solving the problems of complex enterprises operating globally, and I can solve the problems of TCC. Joye ADAMS I was first voted onto Tauranga District Council in 1992 and was re-elected twice more. I stood down in 2001 as I had other things I wanted and needed to do. Since then I have chaired the Community Consultation for the designation of the new Harbour Bridge and was contracted to use my knowledge of Council facilities as a bus tour guide for three years which was a dream job for an ex-politician. Imagine - a captive audience and a microphone. Since then I've had a few part-time jobs but nothing that interfered with the main one of semi-retirement. I have been forced to re-evaluate my life and I decided to stop messing around and get on with what I loved the most which meant helping the community. I have lived here for 36 years and belong to the Mount RSA and enjoy piano, folk art and patchwork.
Allan Nevill ANDREWS Born and raised on the East Coast and after some years living in Wellington, Auckland and Gisborne my wife for 42 years and I moved to Tauranga 8 years ago to discover the better city with the best climate and friendliest people. Two of our four children live here and two of our six granddaughters are here. After varied vocations as truck driving, managing a large supermarket and now operating a downtown Tauranga motel I believe enables me to have a broad view on helping find solutions to help our city become an even better place to live and work. For any organisation to function effectively should have a mixture of talent and experience to help provide solutions to challenging goals. I believe I can add to that mixture.
Tony CHRISTIANSEN I was born in Tauranga and I have lived there all my life. The Tauranga District has been very good to me and the time is right for me to give back. I believe the best way to do this is to be in Council. Many Council decisions are made by faceless people who were not voted into their positions. The consequences of these decisions affect us immensely and we as ratepayers need to take back control of our city. We need a can-do attitude that prioritises people's needs and Council promises to be implemented and better executed. I believe in transparency and accountability for decisions made and I do not see any value in the confrontational culture that we have at the moment. It's time for a change and given the opportunity and support, I will drive that change on behalf of the residents of Tauranga.
Rick CURACH A Prudent Approach I've unfinished business. After forcing savings of $2.1m per annum via organisational cost cutting, I asked that the CEO find a further $2.5m to cut from budgets, which was opposed by majority. We need prudent councillors who'll support further bids for budget cuts. Affordability is being overlooked. Help achieve my goals by voting carefully. Elect a council that knows the value of a dollar. My other achievements focused on accountability and transparency. I successfully introduced a Register of Financial Interests, a Declaration of Expense Claims (I haven't claimed since 2005) and the recording of Council meetings. All this information is publically available via council's website. We must progress the city, but like households, council must also live within its means. I'll heed strong public submissions against additional user-fees and still believe rates capping is necessary to provide certainty and affordability. I'm 52, lived here since 1976, married with 2 teenagers.
Jean DAVIS Make a stand, the newspaper article said. So I am making a stand. A stand to have more women contributing to decisions made by the Council on matters concerning all residents. Women represent approximately 50% of those eligible to vote but are vastly under represented on this council by occupying only ONE of the ten seats available. In 2001 three women were elected, two in 2004 and only one in 2007. I consider a more balanced mix offers a wider range of ideas and opinions. That is why I am making a stand. Life experiences include many years of teaching and managing small businesses with my husband. I am a life member of the Whangarei and Tauranga Repertory Societies, actor, director, past president of U3A Tauranga and a guide at the historic Elms Mission House. I have been married for 54 years and have two children and two grandchildren.
Bill FAULKNER I seek re-election to Council to continue supporting priority for core services like stormwater/flood control, wastewater processing and disposal, roads and water supply. The fine balance between the cost of these essential works and least possible rates needs careful management. Some of past Council's decisions to put priorities elsewhere, unprecedented growth and unforeseen circumstances like the 2005 floods means that for the next three years Council should just hold the line. No new ratepayer funded expenditure other than that planned plus emergencies. The current plans for the future generally outlines the way forward that will see Tauranga's infrastructure brought up to date - a huge catch up task. Balancing rates and the real costs of running the city are of major concern. My weekly column Faulkner's Corner will continue, upon my re- election. Anne PANKHURST Actions Not Words Living in Tauranga we embrace the dream. I will work tirelessly to see our vibrant city grow into a strong economic powerhouse where everywhere shares the benefits. As a Councillor my focus will be on helping to create job security, a strong tertiary sector, and an environment where businesses flourishes and attracts and retains skilled people and businesses so we keep on growing. John ROBSON Tauranga City Council is failing. A mis-managed growth strategy has damaged the viability of the city centre, created roading chaos, wreaked environmental havoc, overwhelmed infrastructure provision, and created a civil defence nightmare. Meanwhile, debt spirals and rates rise faster than any comparable city in New Zealand. But this is not surprising. TCC is not your average small business. It is a complex enterprise - operating in a rapidly changing political, economic and social environment. Terry WYNYARD Terry has a proven track record in: listening, understanding, negotiating and finding solutions. He is a businessman and a community man, who wants Tauranga to be an even better place to live, work and play now and in the future. Since 1987 Terry has worked in local government - notably managing the city-wide Recovery Project following the devastating 2005 floods and slips in Tauranga. Terry is a mediator and problem solver who heads a company called Wynyard Dispute Resolution www.disputeresolution.co.nz. He is an accredited Resource Management Act Commissioner. Terry grew up here and is a Mount College old boy. He's 58 and married to Maggie and between them they have five children. Terry is an avid sportsman and a summertime surfer. Terry's key strengths for election are his local knowledge, integrity, belief in a better Tauranga, his ability to get things done, and ability to make good decisions.
Tony YOUNG I was born, educated and work in this great city, I've been actively involved in many voluntary organisations (youth development, policing, Rotary and a Justice of the Peace), contributing to the greater community and heart of our city. While working with these organisations and as part of a local family business, I've seen Tauranga grow and transform to become one of the best cities to live, work and play. I have become increasingly concerned at the policies and direction our city is being taken. I firmly believe, Do it once Do it right, spent ratepayers funding wisely. Since Council's annual income is $135m and has assets of $2.85 billion it is essential the elected Tauranga Councillors have the proven commercial background for their role. My career has taken me to the top of the Royal Air Force and international business, and since arriving here, I've contributed willingly to the City, primarily via my role as Chairman at Classic Flyers, as Principal Organiser of the recent airshow and through Rotary. Jonnie MEAD Change Brings Fresh New Change I have lived in Mount Maunganui for over 30 years and consider myself fortunate to live in the lifestyle capital of New Zealand. My passion for this fantastic city and enthusiasm for increasing capacity and opportunity have led me to stand at these elections. I believe it's time to start investing in sustainable ventures that will enhance our natural assets, boost tourism and encourage economic development. Tony VERDONK I'm a 56-year-old average kiwi bloke, Taihape born, honest and reliable, with two girls aged 16 and 18. Worked predominantly in the building industry. Moved back to Tauranga in 2009 for a new life. I've put my name forward as a candidate wanting to make a difference. My objectives are to find solutions to the issues we have with our infrastructure and the impact new developments have on our traffic flows; more accountable spending by council and its contracting arms; I will listen to you and try to address the issues you have; encourage tourism; safer and improved cycle routes for roadies and leisure cyclists; bus stops and routes that better serve the users. I'm sick of the destruction to public properties, graffiti and litter. I want to make a positive contribution to the future direction of our city now and long term. Do you share my vision too?
Brendan HORAN I love living in the Tauranga region. The lifestyle here is second to none! I am a ratepayer, businessman, father of a young family, sports coach, keen fisherman and surfer. My involvement with community and charity groups became more comprehensive when I was the TVNZ weatherman. This gave me a greater understanding of the needs of citizens in our region. Tauranga is the fastest growing city in NZ (outside of Auckland) and still the most beautiful place to retire, but we are not $10 Tauranga anymore and our council needs to be able to relate to the needs of small business' and families, whilst still protecting and providing for our older community. I want to make sure that our hard earned cash is being spent responsibly. I want to keep Tauranga's assets in our hands. Let's make our city a place we can be proud to pass onto future generations.
Jim WALKER Tauranga has been my home for more than thirty five years. I live in the inner city and a have a strong interest in its future development. I will need no introduction to many voters as I owned and operated successfully Jim's Music Room, a music retail shop in the heart of the city for more than thirty years. My background is in Building / Heavy Construction, Industrial Relations and Retail. I currently operate an on-line music shop and a building maintenance and painting and decorating business. Over the last decade I have become particularly concerned at the direction the city's parking has taken, and the damage it has done to the retail sector. I believe considerable change to city parking policy must be introduced immediately. I am not a single issues campaigner. I am strongly opposed to rate increases that are greater than the current rate of national inflation.
Bonnie LEONARD Born in Dunedin, educated at St.Hilda's Collegiate and Otago University College of Education, I have raised my family, taught and been involved with many sporting and cultural groups in Tauranga area. Now at retirement age, I currently work in Real Estate, am actively involved with Village Radio as a Board member and volunteer, and on the Friends of Baycourt committee. Apart from teaching at Secondary Schools and Polytechnic, I have past experience as Coordinator for KiwiHost, managing a TAB, owning and operating several successful businesses and one unsuccessfully, which taught me the most! From washing dishes and nurse aiding as a student, to editing magazines, direct marketing , selling, retailing and organising events such as NZ Women's Golf Championships, Gown of the Year, Miss Tauranga Pageants, Tauranga Citrus Festival, refereeing and coaching Basketball and Athletics ,and enjoying the growth of my seven grandchildren to keep things in perspective.
Richard MOORE Independent I am a journalist and shop owner who would normally shun politics, but Tauranga is at a crucial crossroads and I have the energy, vision and sense to help this city progress. As an independent candidate I will work with all councillors who want to move Tauranga forward sensibly. I'm a father and businessman and have had to rein in spending in these tough times. Council must do the same. It cannot keep spending excessively by taking more from people struggling to pay bills. Council must reduce debt, otherwise we are pawning our children's futures. Bob HARNOR I and my wife Cynthia, a local school teacher, have resided in Mount Maunganui for 33 years. We raised four children while I served in the NZ Police during that time, then as a Mount Ward Councillor for 6 years. I am currently employed by the Port of Tauranga. In my involvement with community service organisations, I found the Mount College and Intermediate School Boards and being President of the NZ Battle of Crete Veterans Association particularly rewarding. Founding the Bayfair Triathlon enabled significant financial contributions to local causes. As a Councillor I instigated changes including the Mauao Ranger appointment, boardwalk development and installation of Crime Prevention cameras. Yes to the planned walkway, Bayfair to Papamoa, using developers' fees. No to library fee increases. Yes to maintaining the existing Hotpools. Why spend $7 million changing this Mount icon. Rate requirement increase of 60%+ over the last 6 years is unacceptable.
Steve MORRIS Our City Needs Change I grew up in Papamoa and am now raising my own family here, working and holding a variety of leadership positions in our community including serving as a Trustee of the $130m Bay Trust. I'm focused on a number of issues including working with police against violence and anti-social behaviour, effective and sensible decision making, as well as managing rates and debt smarter. Our city is growing fast. Continuing to provide the level of service that ratepayers demand and managing debt is going to cost. However, balanced with improvements to tender processes, clear identification of priority spends and strong financial discipline we can eliminate waste and curb unnecessary financial burden on current ratepayers and future generations. Last year Audit NZ described council's ten year plan as unsustainable. The council must live within its means, focusing on affordable, quality services. Wayne D MOULTRIE Barrister. Mount Maunganui ratepayer since 1973. In 1980 as a first time candidate topped the poll for the Mount Maunganui Borough Council. In 1983 elected Mayor of Mount Maunganui unopposed and again in 1986. Led a Council that reduced residential rates. Between 1992 and 2004 he was a prosecutor with the Justice Department in Hong Kong. Together with his wife Joy they have been living in Mount Maunganui since 2004. Elected to the Tauranga City Council in 2007. He opposed the decision of the Tauranga City Council to abolish the Mount Maunganui-Papamoa Ward. That opposition resulted in the Local Government Commission not only reinstating the Ward but also giving you the right to elect two local people to represent you. Richard KLUIT I put myself forward for the Otumoetai- Pyes Pa Ward with the belief I have the skills, experience and attitude to make a positive contribution to the running of this unique city. For 37 years I have been active in the community through Surf Lifesaving (22 yrs) Football (20 yrs) and Matua Residents Assn (10 yrs) predominantly as Treasurer, Secretary or Chairman at local or regional level. My career spans 22 years with Westpac and 15 years with Tozer Real Estate, both giving exposure to all levels of finance, business and public interaction. My interest in local through to international economics provides an understanding of the influences that mould the financial direction of our city. As a people person I have strong public speaking and listening skills, respect others opinions yet have a conviction to make a strong judgement on matters that the city faces.
Jane LYNDON Independent Long time resident, I enjoy living in this superb city of which I am passionate about. Previously worked in Shipping Company (Australia), Trade Commission and Bank (Europe). Self-employed dairy farmer and cattle broker. Had experience in local government and real estate. Chairperson and now committee member Matua Residents' Association, volunteer Budget Advisor. Served on Board, Chamber of Commerce. Former Chairwoman, Business Women's Network. Served on Otumoetai College P.T.A., Matua School Council, managed and coached school hockey teams. Currently member Consumer Representative Network, Committee Member NZ Shareholders (BOP) Branch. I stand for prudent fiscal management, accommodating growth, review Development/Building Impact Fees, tackling Youth Binge Drinking. Mike MILLS I love living in Tauranga. It is a beautiful city being transformed by its increasing population, and challenged by the associated cost of infrastructure. My vision is for sustainable economic growth that benefits everyone; ensuring we feel safe in our homes and communities; and safeguarding our unique coastal and cultural identity. I am currently the head of Tauranga Safe City, the organisation responsible for managing crime prevention, injury prevention and community safety. I have more than twenty years experience in community development and social work, and a recent Masters in Planning Practice (2002). I will use my experience and the tools and resources available to Council to promote economic development and build a healthy, safe and vibrant city. I will actively seek public opinion on issues and solutions; exercise sound judgement; and maintain transparency and accountability in my performance as your elected representative.
Graham SKELLERN Better Council, Better City There's work to be done and I will promote safer living, a sparkling waterfront development, downtown university campus, freeing up CBD parking, Otumoetai aquatics centre, reviewing Southern Pipeline costs, increasing visitor (tourism) numbers, and attracting bigger businesses here. I'm the thinker, I understand the issues and can quickly cut to the chase. I have a wide network of contacts, I will listen to all views, and make clear decisions for the benefit of the community. I want to get the best value out of the ratepayer dollar, including reducing costs and seeking alternative funding sources. Having written professionally about the dynamics of city and its businesses, I want to become more involved in helping to make Tauranga the best in the country. I'm not into personality politics, I'm into teamwork and getting things done. I'm a Bureta ratepayer, and a vote for me is an investment for the future.
Catherine STEWART Common Sense Approach TCC is trying to deliver too many projects at a time when we should be prioritising. Like the community, we must cut our cloth accordingly. I have not supported some capital expenditure projects during the last three years because I don't believe it is financially prudent to do so many projects at once. Priority must be given to looking after what we have and catching up with essential infrastructure such as stormwater. There are opportunities to get better value through improved procurement and projects that meet the needs of our community without being gold-plated and overpriced. I have spoken out and supported the aims and objectives that I said I would at the last election. I will continue to promote an independent internal review to seek better efficiencies. I value the opportunity to speak up on your behalf and take a common sense approach to issues facing our unique city.
Nigel STICHBURY Independent It's time for a change. As ratepayers we are compulsory investors in our City's future wellbeing. We need people with expertise and integrity when making decisions for the efficient allocation of our rates investment. We need our City to be managed professionally and vote for competent people with community values, not political agendas. I am an experienced business professional, my career involving senior management roles in Business, Finance, and Project Management. I am standing for Council as an independent with no personal political agenda, nor loose promises. What I can promise is that I will make informed decisions based on educated analysis of all options with the needs of our City and the community a priority. Larry BALDOCK More Democracy Less Bureaucracy I grew up in Tauranga, have been married to Barbara for 33 years with 3 children and 5 grandchildren. I previously served on our City Council here in 2001 and Parliament 2002-05. I believe passionately in the importance of families, local community and democracy and am committed to represent your voice. That's why I organised the nationwide petition for the anti-smacking referendum. I want to see more democracy and less bureaucracy in a Council that understands that the welfare of its citizens comes before senseless rules, ever increasing fees and compliance costs. I strongly believe you should be able to participate more directly in some of the major decisions you are expected to pay for. Colin John BEERE I, Colin John Beere, am married to Glenda, a drama teacher at Bethlehem College. We have 4 children and 4 grandchildren. My interests are family, people, music and theatre, travel, fishing and rugby. I presently work with the special needs people at Avalon Incorporated. I am currently Chairperson of Village Radio down at the Historical Village, also an active member of Sunrise Rotary, and still play the drums in various bands. I genuinely continue to assist in the well-being and benefits that could affect the family unit, cultures and communities in the longer term. I am familiar with all facets of operating within Community committees, having been Chairperson on a number of occasions, bringing to this position 30 plus years of experience. Andrew CASS Independent I have been actively involved in our community as Chairman of Mainstreet, Vice President of the National Jazz Festival and others. I love Tauranga and am working hard to make it ever better. I care about the heart and soul of Tauranga and will show it by improving our events, cultural and historical heart, the atmosphere of our downtown as a shopping hub and night venue and our environment, to live, work and play in Otumoetai, Pyes Pa and suburbs. Bill GRAINGER I'm 56, married to Judith with two great children Jamie and Frankie. Being Ward Councillor for Welcome Bay/Te Papa for the last three years has been a learning curve. Bill HUMPHREY The Ratepayers Watchdog I am not called the Ratepayers Watchdog without good reason. Over the years, my letters to the editor, active monitoring, participation in council issues and going into bat on your behalf bear testimony as to how dedicated and serious I am. Given the opportunity, my aim on Council would be to listen, respect, value and understand the needs of the Community. Of deep concern is Council's excessive rate increases & excessive debt levels. When considering projects, I would take into account the Ratepayers ability to pay. Council must learn to live within it's means by careful budgeting, spending wisely and getting value for money. Too much money is being squandered at present. I believe in transparency, openness, a high degree of integrity and Community involvement in major decision making. I do not want to see Ratepayers and their families committed to a lifetime of debt because of luxuries.
Terry MOLLOY Tauranga has an exciting future with some big challenges - and I would like to continue to be part of it. My experience as Chairman of the Greerton Village Redevelopment Committee and past City Councilor demonstrate my commitment to, and involvement in our community. I learned a lot from these roles. My background is farming, horticulture, company management and property development. I have been president of Tauranga Fruit Growers, and am a member of Greerton Lions Club with a long involvement in Tauranga sport. My wife Robyn and I have two children and three grandchildren. I am a third generation Tauranga man and have lived here most of my life. I am conservative with a strong sense of social responsibility and I am determined to work with the business community to keep our city moving forward. Tauranga is - and can continue to be - a great city.
Michael Charles MORRIS Integrity, Intelligence, Information I aim to ensure a voice for conservationist interests on the council. Our harbour, beaches, dunelands and our iconic Maunga are worth far more in their splendid natural state than choked with sea lettuce, ringed with concrete or pockmarked with high rises. I will also rein in grandiose big spending projects in favour of small scale basic infrastructure that will protect our environment. My other platforms are more open government and promoting sustainable local industries that can give jobs to local people. Tauranga and its beautiful environment should be handed back to its people, not greedy developers. I teach Marine and Environmental Management at the Bay of Plenty Polytechnic. When I am not teaching or campaigning, I enjoy tramping, singing, acting and SCUBA diving.
Matua PARKINSON Matua Parkinson, aged 35, has balanced professional rugby with business interests, education and family. His playing career includes selection for New Zealand Maori, World Champion New Zealand Sevens team captain, playing for Auckland Blues, North Harbour, Sanix in Japan, and the Steamers. He also played in the NRL for Canterbury Bulldogs. Matua has lived in Tauranga for 17 years, is married to Cheri and has three sons. He's fully involved with their sporting and educational interests. He coaches rugby and surfing, belongs to Rangataua rugby club and coaches the women's rugby team. Matua is a keen outdoorsman; hunting, fishing and diving locally. For five years he has co-presented the award-winning television sports show 'CODE' alongside Tawera Nikau, Ruben Wiki and cousin Glen Osborne. We must begin now to establish a purpose built
stadium for rugby and soccer. I propose a private
council partnership similar to the museum advisory
group to address this problem. If we can spend $8.3million to buy and
then demolish a perfectly good cosmopolitan club only to rebuild 100
metres down the road, we can certianly begin consultation for a stadium
and even do long overdue and essential work on Fraser street and other
much needed roading projects around the city. I prefer the Tauranga
domain or Blake park. Is there a rugby Bob Clarkson out there to help
Tauranga in its hour of need? Long live the Steamers!

The City Council has been unable to demonstrate, as
required by section 101 of the Act, that it is managing
its revenues, expenses, assets, liabilities, investments
and general financial dealings prudently and in a
manner that promotes the current and future
interests of the community - Audit NZ on the
Tauranga City Council (TCC) draft 2009 LTCCP.
TCC is a complex enterprise: $2+ billion of assets, 28 different activity
areas, $140+ million turnover, 100,000+ customers.
And it is failing.
I made a very good living (I retired at the age of 43) solving the problems
of complex enterprises operating globally, and I can solve the problems
of TCC.
But things have to change; and for that change to be effective, it must
start at the top.

Joye ADAMS
I was first voted onto Tauranga District Council in
1992 and was re-elected twice more. I stood down in
2001 as I had other things I wanted and needed to do.
Since then I have chaired the Community Consultation
for the designation of the new Harbour Bridge and
was contracted to use my knowledge of Council
facilities as a bus tour guide for three years which was
a dream job for an ex-politician. Imagine - a captive audience and a
microphone. Since then I've had a few part-time jobs but nothing that
interfered with the main one of semi-retirement.
I have been forced to re-evaluate my life and I decided to stop messing
around and get on with what I loved the most which meant helping the
community.
I have lived here for 36 years and belong to the Mount RSA and enjoy
piano, folk art and patchwork.
Allan Nevill ANDREWS
Born and raised on the East Coast and after some
years living in Wellington, Auckland and Gisborne my
wife for 42 years and I moved to Tauranga 8 years ago
to discover the better city with the best climate and
friendliest people.
Two of our four children live here and two of our six
granddaughters are here. After varied vocations as
truck driving, managing a large supermarket and now operating a
downtown Tauranga motel I believe enables me to have a broad view on
helping find solutions to help our city become an even better place to
live and work. For any organisation to function effectively should have a
mixture of talent and experience to help provide solutions to challenging
goals. I believe I can add to that mixture.
Tony CHRISTIANSEN
I was born in Tauranga and I have lived there all my
life. The Tauranga District has been very good to me
and the time is right for me to give back. I believe the
best way to do this is to be in Council.
Many Council decisions are made by faceless people
who were not voted into their positions. The
consequences of these decisions affect us immensely
and we as ratepayers need to take back control of our city.
We need a can-do attitude that prioritises people's needs and Council
promises to be implemented and better executed. I believe in
transparency and accountability for decisions made and I do not see any
value in the confrontational culture that we have at the moment.
It's time for a change and given the opportunity and support, I will drive
that change on behalf of the residents of Tauranga.

A Prudent Approach
I've unfinished business. After forcing savings of
$2.1m per annum via organisational cost cutting, I
asked that the CEO find a further $2.5m to cut from
budgets, which was opposed by majority.
We need prudent councillors who'll support further
bids for budget cuts. Affordability is being
overlooked.
Help achieve my goals by voting carefully. Elect a council that knows the
value of a dollar.
My other achievements focused on accountability and transparency. I
successfully introduced a Register of Financial Interests, a Declaration of
Expense Claims (I haven't claimed since 2005) and the recording of
Council meetings. All this information is publically available via council's
website.
We must progress the city, but like households, council must also live
within its means.
I'll heed strong public submissions against additional user-fees and still
believe rates capping is necessary to provide certainty and affordability.
I'm 52, lived here since 1976, married with 2 teenagers.
Jean DAVIS
Make a stand, the newspaper article said.
So I am making a stand. A stand to have more women
contributing to decisions made by the Council on
matters concerning all residents.
Women represent approximately 50% of those
eligible to vote but are vastly under represented on
this council by occupying only ONE of the ten seats available. In 2001
three women were elected, two in 2004 and only one in 2007.
I consider a more balanced mix offers a wider range of ideas and
opinions. That is why I am making a stand.
Life experiences include many years of teaching and managing small
businesses with my husband.
I am a life member of the Whangarei and Tauranga Repertory Societies,
actor, director, past president of U3A Tauranga and a guide at the
historic Elms Mission House.
I have been married for 54 years and have two children and two
grandchildren.
Bill FAULKNER
I seek re-election to Council to continue supporting
priority for core services like stormwater/flood control,
wastewater processing and disposal, roads and water
supply. The fine balance between the cost of these
essential works and least possible rates needs careful
management. Some of past Council's decisions to put
priorities elsewhere, unprecedented growth and
unforeseen circumstances like the 2005 floods means that for the next
three years Council should just hold the line. No new ratepayer funded
expenditure other than that planned plus emergencies. The current plans
for the future generally outlines the way forward that will see
Tauranga's infrastructure brought up to date - a huge catch up task.
Balancing rates and the real costs of running the city are of major
concern. My weekly column Faulkner's Corner will continue, upon my re-
election. I offer ratepayers consistent common sense, independent
representation of majority ratepayer view.

Actions Not Words
Living in Tauranga we embrace the dream. I will work
tirelessly to see our vibrant city grow into a strong
economic powerhouse where everywhere shares the

Tauranga City Council is failing. A mis-managed
growth strategy has damaged the viability of the city
centre, created roading chaos, wreaked
environmental havoc, overwhelmed infrastructure
provision, and created a civil defence nightmare.
Meanwhile, debt spirals and rates rise faster than any
comparable city in New Zealand. But this is not
surprising.
TCC is not your average small business. It is a complex enterprise -
operating in a rapidly changing political, economic and social
environment.
To succeed, it needs Councillors with more than just good intentions -

Terry WYNYARD
Terry has a proven track record in: listening,
understanding, negotiating and finding solutions. He
is a businessman and a community man, who wants
Tauranga to be an even better place to live, work and
play now and in the future.
Since 1987 Terry has worked in local government -
notably managing the city-wide Recovery Project following the
devastating 2005 floods and slips in Tauranga. Terry is a mediator and
problem solver who heads a company called Wynyard Dispute Resolution
www.disputeresolution.co.nz. He is an accredited Resource Management
Act Commissioner.
Terry grew up here and is a Mount College old boy. He's 58 and married
to Maggie and between them they have five children. Terry is an avid
sportsman and a summertime surfer.

Tauranga is the fastest growing city in NZ (outside of Auckland) and still
the most beautiful place to retire, but we are not $10 Tauranga anymore
and our council needs to be able to relate to the needs of small business'
and families, whilst still protecting and providing for our older

years.
I live in the inner city and a have a strong interest in
its future development.
I will need no introduction to many voters as I owned
and operated successfully Jim's Music Room, a music
retail shop in the heart of the city for more than thirty
years.
My background is in Building / Heavy Construction, Industrial Relations
and Retail.
I currently operate an on-line music shop and a building maintenance
and painting and decorating business.
Over the last decade I have become particularly concerned at the
direction the city's parking has taken, and the damage it has done to the
retail sector.
I believe considerable change to city parking policy must be introduced
immediately.

Born in Dunedin, educated at St.Hilda's Collegiate and
Otago University College of Education, I have raised
my family, taught and been involved with many
sporting and cultural groups in Tauranga area.
Now at retirement age, I currently work in Real Estate,
am actively involved with Village Radio as a Board
member and volunteer, and on the Friends of
Baycourt committee.
Apart from teaching at Secondary Schools and Polytechnic, I have past
experience as Coordinator for KiwiHost, managing a TAB, owning and
operating several successful businesses and one unsuccessfully, which
taught me the most! From washing dishes and nurse aiding as a student,
to editing magazines, direct marketing , selling, retailing and organising
events such as NZ Women's Golf Championships, Gown of the Year, Miss
Tauranga Pageants, Tauranga Citrus Festival, refereeing and coaching
Basketball and Athletics ,and enjoying the growth of my seven

I and my wife Cynthia, a local school teacher, have
resided in Mount Maunganui for 33 years. We raised
four children while I served in the NZ Police during
that time, then as a Mount Ward Councillor for 6
years. I am currently employed by the Port of
Tauranga. In my involvement with community service
organisations, I found the Mount College and
Intermediate School Boards and being President of the NZ Battle of Crete
Veterans Association particularly rewarding. Founding the Bayfair
Triathlon enabled significant financial contributions to local causes. As a

appointment, boardwalk development and installation of Crime
Prevention cameras.

I grew up in Papamoa and am now raising my own
family here, working and holding a variety of
leadership positions in our community including
serving as a Trustee of the $130m Bay Trust.
I'm focused on a number of issues including working
with police against violence and anti-social
behaviour, effective and sensible decision making, as
well as managing rates and debt smarter.
Our city is growing fast. Continuing to provide the level of service that
ratepayers demand and managing debt is going to cost. However,
balanced with improvements to tender processes, clear identification of
priority spends and strong financial discipline we can eliminate waste and
curb unnecessary financial burden on current ratepayers and future
generations.
Last year Audit NZ described council's ten year plan as unsustainable. The
council must live within its means, focusing on affordable, quality
services.

Common Sense Approach
TCC is trying to deliver too many projects at a time
when we should be prioritising.
Like the community, we must cut our cloth
accordingly.
I have not supported some capital expenditure
projects during the last three years because I don't
believe it is financially prudent to do so many projects
at once.
Priority must be given to looking after what we have and catching up
with essential infrastructure such as stormwater.
There are opportunities to get better value through improved
procurement and projects that meet the needs of our community
without being gold-plated and overpriced.
I have spoken out and supported the aims and objectives that I said I
would at the last election.
I will continue to promote an independent internal review to seek better
efficiencies.

I grew up in Tauranga, have been married to Barbara
for 33 years with 3 children and 5 grandchildren. I
previously served on our City Council here in 2001 and
Parliament 2002-05.
I believe passionately in the importance of families,
local community and democracy and am committed to
represent your voice. That's why I organised the
nationwide petition for the anti-smacking referendum.
I want to see more democracy and less bureaucracy in a Council that
understands that the welfare of its citizens comes before senseless rules,
ever increasing fees and compliance costs. I strongly believe you should
be able to participate more directly in some of the major decisions you
are expected to pay for.

I'm 56, married to Judith with two great children
Jamie and Frankie.
Being Ward Councillor for Welcome Bay/Te Papa for
the last three years has been a learning curve. I am
proud my campaigning resulted in relief of traffic
congestion and now concentrating on National's
promise re the four lanes at 15th Ave/Hairini underpass.
I am open minded, act with respect, and engage in meaningful
consultations to support the community. I embrace real democracy.
Holding a tight reign on controlling expenditure and strategies to reduce
our debt is critical. Maintenance and improvement of our basic
infrastructure is a key priority.
As a Councillor, I am an employee of the Tauranga community. Over the

The Ratepayers Watchdog
I am not called the Ratepayers Watchdog without
good reason. Over the years, my letters to the editor,
active monitoring, participation in council issues and
going into bat on your behalf bear testimony as to
how dedicated and serious I am. Given the
opportunity, my aim on Council would be to listen,
respect, value and understand the needs of the
Community. Of deep concern is Council's excessive rate increases &
excessive debt levels. When considering projects, I would take into
account the Ratepayers ability to pay. Council must learn to live within
it's means by careful budgeting, spending wisely and getting value for
money. Too much money is being squandered at present. I believe in
transparency, openness, a high degree of integrity and Community
involvement in major decision making. I do not want to see Ratepayers
and their families committed to a lifetime of debt because of luxuries.

Tauranga has an exciting future with some big
challenges - and I would like to continue to be part of
it.
My experience as Chairman of the Greerton Village
Redevelopment Committee and past City Councilor
demonstrate my commitment to, and involvement in
our community. I learned a lot from these roles.
My background is farming, horticulture, company management and
property development. I have been president of Tauranga Fruit Growers,
and am a member of Greerton Lions Club with a long involvement in
Tauranga sport. My wife Robyn and I have two children and three
grandchildren. I am a third generation Tauranga man and have lived
here most of my life.
I am conservative with a strong sense of social responsibility and I am
determined to work with the business community to keep our city
moving forward.

Michael Charles MORRIS
Integrity, Intelligence, Information
I aim to ensure a voice for conservationist interests on
the council. Our harbour, beaches, dunelands and our
iconic Maunga are worth far more in their splendid
natural state than choked with sea lettuce, ringed
with concrete or pockmarked with high rises. I will
also rein in grandiose big spending projects in favour
of small scale basic infrastructure that will protect our
environment.
My other platforms are more open government and promoting
sustainable local industries that can give jobs to local people. Tauranga
and its beautiful environment should be handed back to its people, not
greedy developers.
I teach Marine and Environmental Management at the Bay of Plenty
Polytechnic. When I am not teaching or campaigning, I enjoy tramping,
singing, acting and SCUBA diving.
Matua PARKINSON
Matua Parkinson, aged 35, has balanced professional
rugby with business interests, education and family.
His playing career includes selection for New Zealand
Maori, World Champion New Zealand Sevens team
captain, playing for Auckland Blues, North Harbour,
Sanix in Japan, and the Steamers. He also played in
the NRL for Canterbury Bulldogs.
Matua has lived in Tauranga for 17 years, is married to Cheri and has
three sons. He's fully involved with their sporting and educational
interests.
He coaches rugby and surfing, belongs to Rangataua rugby club and
coaches the women's rugby team.
Matua is a keen outdoorsman; hunting, fishing and diving locally.
For five years he has co-presented the award-winning television sports
show 'CODE' alongside Tawera Nikau, Ruben Wiki and cousin Glen
Osborne.
For six years he owned and operated Creme Bar in Mount Maunganui.
Matua believes he can serve his community at another level.

People over 60 ( They have had their turn) Fat People They are a bad example And business people who have gone broke and not cleaned up the mess .
Evans hard questions

Cr Hayden Evans says he's always asking the hard questions. I see on another story he's finally answered a hard question - about his rates. I think town hall can do better than a convicted drink driver as a councillor.
