Call for urban space ideas

Five $100 Mainstreet shopping vouchers are on offer for people who submit ideas on the future look of an urban space, to replace the Phoenix Carpark in downtown Mount Maunganui.

Everyone who submits ideas throughout the process will go into the draw to win one of the vouchers, says Tauranga City Council team leader strategic and corporate planning Cheryl Steiner.

'We are keen to hear from you about what you would like this space to look like and how it can be used in the future, in particular the types of activities that this area could accommodate,” says Cheryl.

'We want to hear your ideas and comments, and see photos of spaces you like in other cities. Council will look at all the ideas we get and create a plan for public consultation.”

Cities worldwide are creating urban spaces on the highest value land in the centre of commercial areas, says Cheryl.

'Research on the contribution these spaces make has consistently shown that more people use the space, and they tend to spend more time and dollars in the area while they're there.

'The success of these areas depends on location and quality. Phoenix carpark has a fantastic central location – and we're now looking at the potential to create a quality urban space that is attractive, safe and interesting.”

An original plan by the council to turn the carpark into a shopping hub was challenged last August by Mount Maunganui residents, led by developer Bain McDonald and architect Graham Price, who suggest an urban space should take voer the site instead.

'This proposal is not a playground, it is a place to relax, a place for activities; markets, concerts, outdoor movies and so on – a space for workers as well as vacationers and because of this it can add to the experience of being in the mount,” says Bain.

The project was adopted for public consultation after Bain told the council it was sitting on $3.8 million in development contributions for reserve land in the Mount infill area.

This enables the reserves arm of TCC to buy the carpark off the transport section, opening the way for the urban space to be redeveloped in the 2014/2015 financial year.

Council staff and elected members will be available to discuss the proposal at the Phoenix carpark on the following dates and times:

  • Wednesday, February 12, 2014, from 3pm-7pm.
  • Sunday, February 16, 2014, from 9am-1pm.
  • Sunday, March 2, 2014, from 1pm-5pm.

Why not make it a carpark?

If it was made a car park area it would service the shopping area, and encourage people to shop there. Tga city is encouraging people to shop there by killing the cbd through lack of car parking. Maybe the money saved could be used to reduce the rates increase that will come, or help pay off council debt.


Parking, what is wrong with it?

There seems to be an all out to stop parking in the TCC areas. Either charge and do away with free parking seems hell for leather here. The main CBD is not what it use to be and do away with parking at the Mount, what is going to happen, more trade for Bayfair and the way they have introduced green lights above empty parking spaces is great. I can see their development taking off as well as Palm Beach because of the free parking and ease of shopping. Someone is getting paid money for dreaming and if it is from Ratepayers rates it has to stop. Get the debt down and then start dreaming. Each dreamt project is increasing our debt and as I said once before would the last person leaving Tauranga turn off the lights.

I was beginning to wonder what car parks looked like. Why not just make the whole place car free then we could put all the retailers out of their misery in one fell swoop. But wait, heres a novel idea - LEAVE THE FEW PARKING SPACES AVAILABLE ALONE

A Car Park Building?

Turning Maunganui Road into a pedestrian mall between Banks and Pacific Avenues is the only way to go. A multi-level parking building on the Phoenix footprint would compensate for lost street parking, retailers would still have access via existing service lanes and pedestrians might just get back the space (and more) now taken over by tables and chairs from the many cafes.

They removed many car parks from pilot bay.... Also, the council replaced a bunch of carparks on marine parade with 'berms' and allocated a bunch of others to commercial vendors.

This site needs a multi storey development incorporating ground level retail and arcade, several parking levels above and a casino on the top levels with views over both the ocean and harbour. The casino development should include a terminus for a cable car running north along the main street and up the mount. Might be a few spare seats on those tour buses taking cruise shippers to Rotorua.

'Tauranga City Council wants the public to submit ideas for an urban space, to replace the Phoenix Car park.' This clearly demonstrates the predetermined mind-set of the City Council. Council invited and received interest in developing the site, to include a multi level car park and new shopping development. The palms were to remain, the invited private developers spent $50,000 and presented Council with a 'no ratepayer capital cost' proposal that ticked all the boxes, except apparently a few only the staff knew about - staff unknown to Councillors, invited developer Bain McDonald to submit thoughts re a 'green space'. Mr Bain advised that the lost parking would be replaced with a new car park alongside the Port at the rear of Coronation Park. Word is the locals didn't want the competition of new modern shopping. We know the Mount peninsula has an excess of accessible under-utilised green space!

Im all for limiting car usage- perhaps the council are trying to discourage car use? BUT- they need to provide for other means of transport- more buses, more information about buses, more off road cycle and walkways. The mount doesnt need a casino.

If you want to limit car use then simply ban them, toll them or something like that. But when you do replace it with a simple efficient cost effective public transport. RBOP have not yet done that of course.

The best yet is to empty out city hall, but don't let them take up residence anywhere else either. make sure they keep moving in fact onward to Auckland, they can have a reunion with their old mate in the big "TOWN".

Looks to be some spare money in the Auckland Accommodation budget since Len Brown's activities have been curbed a bit. So on that there is some spare dosh to pay for the one way trip of city hall occupants .... bye bye ....
