Taxpayers Union slams council for $5m playround

The $5 million cost of Tauranga’s new waterfront destination playground is an example of local councils “treating ratepayers as a bottomless ATM”, a taxpayer lobby group says.

But Tauranga City Council says the playground is an “investment in our future” and would provide great value for money in its lifetime.

The $5m destination playground opened in December and included an 8m tower, accessible play equipment, a nature trail and a water play zone. It was part of the $92.2m waterfront revitalisation programme which included the new Dive Cres carpark, upgrading the Cargo Shed, redeveloping Masonic Park and a new harbourfront boardwalk.

When the Bay of Plenty Times spoke to locals and tourists visiting the waterfront during summer to gauge their reactions, they overwhelmingly gave the revamped waterfront and playground a big thumbs up.

CBD retailers and hospitality businesses spoken to also said they felt positive about the changes, apart from one retailer who described the spending as a “waste of money”.

Taxpayers’ Union communication officer Alex Emes hit out at the Tauranga City Council in a press release after requesting a breakdown of costs and fees for the playground under the Local Government Official Information and Meeting Act.

Emes said the response revealed $1.67m was spent on play equipment, $1.1m on hard landscaping, nearly $640,000 on consulting, engineering and management costs $361,000 on safety surfacing and another $150,000 on council staff costs.

“Building a park for $5m was one thing but spending nearly $800,000 before a single cent is spent on actual materials, is disgraceful.”

He said the combined cost of more than $1.4m for landscaping and safety surfacing made him wonder if the playground floor was made of “shredded ratepayers’ cash”.

“Not only did Tauranga council blunder millions on the project, including exorbitant council fees, but they had the gall to jack rates 13.1% this year alone.”

Emes said this was another example of local councils treating ratepayers as a “bottomless ATM”.

“Tauranga residents deserved full transparency on where their money is going and why the cost of the playground climbed so much higher than it should have.”

Tauranga City Council general manager of city development and partnerships Gareth Wallis said the waterfront playground had a guaranteed minimum lifespan of 25 years and would provide “great value for money” over its life.

We are beginning to see the positive effect of this investment in our future, and we are heartened by the community response since the waterfront playground opened in December,” he said.

“It’s been great to see this area come alive, with families and people of all ages flocking to the playground and enjoying the magical location Te Awanui Tauranga Harbour provides. Many visitors are also enjoying the wider city centre environment and visiting local retailers, cafes, and restaurants.”

The NZ Taxpayers’ Union website states the union had 200,000 subscribed members and supporters and was an independent and membership-driven activist group “dedicated to being the voice for Kiwi taxpayers in the corridors of power”, with a mission to “lower taxes, reduce waste, and have “more accountability”.

With all the money spent on CBD this is a great asset
Have taken family there kids had a great time including a few bombs manus from jetty and we had lunch at cafes so a win for all

Once again, absolutely no mention of current and predicted maintenance costs.
Don't forget that we have council employees and preferred contractors that are reliant on Council empire building.
I understand that council has been spending millions recently, bringing the mowing contract in-house. I guess that means even more council employees and levels of management.
Are we still expecting to see yet another edifice to council largesse in the form of a new swimming pool..? I haven't seen or heard of any cost saving proposals for that site. So presumably it's just the sports community and Iwi that are included in the consultation process.

With council staff costs $15000 and $640000 on consultants etc before anything material. Why are there staff costs ? Surely we already pay dearly in the millions for the 1148 full time staff .
Another nice to have but in a fairly dead city centre with limited access and parking. Wonder how many actually go to town for a play . Ah well it's there now so hope it lasts in good order until it's paid off with the 12.5 percent predicted rates this year and probably more in the following years

I feel this area is awesome. I have not been up-close to it but any kid would nag to stop there and that brings potential business to our city. Far more than an art gallery and meeting rooms etc will.

Spending rate payers money is never hard for our council. Never forget that this playground is part of their spending plans that will cost rates rises of nearly 13% each year for three years. How can anyone say that this is money well spent, a good investment. I am sure that there will be some who enjoy this facility, but remember that it is us the ratepayers whose money has been taken from us without consultation who have paid, and will continue to pay for it for many years.

Just no surprise, you know thats why rates go up beyond inflation.
How much every year, well 12-15% and apparently they tell us thats doing a good job.
TCC is accountable to no one it seems. A bit like adding voters to every decision that THE TAX payers have ZERO say on.
IT wont stop as they are still spending without accountability. Time to leave it feels.

Putting in the rich always bites everyone. they don’t have a clue about budgeting etc.
Used to spending however and whenever.
It’s even more scaring when yet have the public’s money and don’t care.
I thought Drysdale ran on the platform he would listen to the people.
He does but only to the rich

All TPUs rant proves is they don't understand economics or civil projects. It's reasonable to amortise the cost of an asset over its lifetime, and a children's space has to be bulletproof, safe and appealing to users whuch explains the project costs. Also important to remember that the TPU isn't transparent about their own funding.

The Strand playground was built by PLAYGROUND CENTRE as in the EXCLUSIVE BRETHREN CHURCH GROUP. They have little taxes to pay on the grounds of a religion tax exempt.
Which of course does not seem fair.

According to a recent Sunlive poll, 1.7% of those who responded go to the CBD sometimes/regularly.

Seems a lot of money to spend when but a few go there, most seldom or never.

The simple fact is that what is spent, $5m of hard earned ratepayers monies has little to show for it.

The "cost" is typically completely over the top and eye-wateringly so...

Sadly for TCC ratepayers, this is a typical and common occurrence and results from a number of obvious and simple factors, including: -
1 No accountability
2 No Transparency
3 No public tendering ((TCC policy to do so)
4 TCC run an exclusive and limit list of "preferred" contractors
5 TCC does not have and never has had any commercial savvy for anything
6 TCC "think" (in an extremely limited manner) that the private sector has this limitless massive pile of money (TCC ratepayers) that they alone know how best to spend it.

This is a long term and desired belief to self-justify all.

The council should be looking at projects that create income to help offset the costs for the rate payers. Tourism is a start.
This playground park is great for kids but how much cost is it to maintain. Just relaying on rates is going to be a cost burden.
Many retired people have to work to pay for the cost of living. No such thing as retirement these days.
