Ohauiti drain polluted

Test results from recent water quality samples taken from the open drain located between Rowesdale and Harrisfield Drive have shown high levels of bacteria, following two separate private property cross service connection issues last week. The connection issues were fixed immediately by the property owners, but residual bacteria in the water within the drain means temporary health warning signs will remaining place. Further sampling will be done next week.

Draft Annual Plan Submissions
At the end of last Thursday, 287 submissions had been received. The draft plan is open for public submissions until close of business on Friday, April 23. Copies of the draft plan and submission forms are available at www.tauranga.govt.nz from council's Willow Street Customer Service Centre, the Tauranga, Mount Maunganui, Greerton and Papamoa Libraries or by phoning 07 5777 000.

City Waters
Water Supply:
• The Parton Road watermain upgrade between Tara Road and Bell Road has started. (The Parton Road watermain upgrade between Tara Road and Papamoa Beach Road is now completed)
• The watermain replacement along SH2 at Bethlehem is due for completion at the end of April.
• The replacement of a pressure reducing valve and installation of a bulk water meter is currently underway on Poike Road. This work is due for completion by the end of April.
• The Otumoetai watermain upgrade is now complete.
• The Matua Road watermain work on pipe upgrades is near completion.
• There were no watermain breakages or disruptions to the city's water supply this week.

Drainage:
• Three sewer blockages were reported last week. These were minor situations involving only localised property.
• The following stormwater ponds are scheduled to be cleaned over the next month: Bethlehem area below Castlewold and Sterling Gate; Rowesdale Drive area and Carmichael Road.
• Consultation is continuing with affected parties to carry out drainage maintenance work in the 3rd Avenue West, Burrows Street and Fraser Street areas.
• 17th Avenue stormwater improvement works have begun with the creation of a bund and pond. Piping of the stormwater drain in the area of Clarke Street and 7th Ave will also begin soon.
• Minor stormwater improvements in the Elizabeth Street and Glasgow Street area are underway to help improve some of the overland flow paths.
• There have been no further reports of dead ducks in the Royal Palm Beach Estate stormwater reserve at Papamoa.
• Work began this week to improve the overland flow path capacity at the Harrison Cut outlet from the stormwater ponds adjacent to Kokomo Key and Catalina Key. The excavated sand will be used in the sovereign drain area, and the pipe extended to complete an overland flow path from Gravatt Road.
• Some embankment works to reshape the ground to improve mower access to the Solomon/Carmichael Reserve is underway.
• The Oak Lane stormwater open drain is scheduled to be cleaned following a request from local businesses in the area.
• Digester Two repairs at Chapel Street Wastewater Treatment Plant are now completed.

Stormwater Pollution:
• The "Pollution Prevention Quiz" entries close on Friday, April 16 at 5pm so get your entries in quick. Answer questions about preventing stormwater pollution and be in to win a Marine GPS valued at $850 from Rutherford Marine Electrical. Entries can be made online at http://www.tauranga.govt.nz/survey or by filling in an entry form at the council front desk in Willow Street, the Tauranga Library, Papamoa Library and also at Rutherford Marine Electrical on Mirrielees Road.
• No pollution incidents were reported this week.

Waiari Water Supply Project:
• Two appeals and two interested parties' appeals remain against the resource consents for the construction and operation of a new water intake and treatment plant to serve the Papamoa urban growth area. Tauranga City Council attended an Environment Court mediation on March 16 and signed an agreement in principle with the appellants. Staff are due to meet with the appellants and Environment BOP to revise resource consent conditions on April 15. TCC is due to report back to the Environment Court by April 20.

Bulk Water Meter Installation Project:
• The bulk meter renewal project is expected to be completed by mid-April.

Water Demand Management Project:
• A pressure management project has been implemented in the Maungatapu Pressure Zone to normalise late-night/early morning pressures and hence reduce leakage. The project has not impacted on level of service or fire flow provisions, and flow, leakage and pressure are continuing to be monitored on an ongoing basis.

Southern Pipeline:
• Work is continuing on the new 1300m3 wastewater storage tank and pump station site at Maleme Street with the shell of the tank now completed and all works expected to be completed in June 2010.
• Work is continuing on detailed investigation for the Judea Link emergency management option.

Inflow Reduction Project:
• Council is continuing gully trap inspections in the Beaumaris and Bethlehem Heights area, and is visiting properties in the vicinity of Moffatt Road, Pembroke Drive, Saltwood Lane and Allington Place over the next few weeks. Parks and Leisure
• Arbor Care have a tentative date of April 13 to remove two Jacarandas on Cameron Road between 9th and 10th Avenues. These trees are in very poor health and will be replaced with two Jacarandas on the same day as their removal.
• Planting preparation is nearly completed for this year's revegetation planting at Gordon Carmichael and Ohauiti Reserves.
• Resurfacing of walkways is completed around the Waikareao West/Novella Place walkways.

City Projects
• Mount Drury Reserve – the popular Lunar piece of equipment will be going back in to Mount Drury Reserve Playground this week following repairs that needed to be made.
• The second stage of the Waikareao boardwalk renewal from Montgomery Street to Ngai Tamarawaho Place is complete. Work will continue on the next section north after the Half for Heart half marathon being held April 18.

Transportation
• Golf Road: Work to install traffic signals at the intersection of Oceanbeach Road and Golf Road will continue this week. Work is expected to take about three weeks to complete, depending on weather. The remaining work involves upgraded pedestrian crossing facilities and footpath reconstruction as well as installation of the traffic signals.
• Maunganui Road: Preparatory work at the intersection of Maunganui Road and Concord Avenue is now complete. Major reconstruction work on Maunganui Road between Concord Avenue and the Hewletts Road flyover is expected to start Saturday, April 10 and will take about 8-10 weeks to complete. Traffic management will be in place and motorists should expect delays and use an alternative route if possible. As with all work of this type it is dependant on fine weather. Safety improvements will also be made at the intersections of Maunganui Road and Concord Avenue and Maunganui Road and Spur Avenue.
• Wharf /Willow Streets: Work on upgrading the stormwater system continues. While the work is being done, Wharf Street is reduced to one lane for traffic coming from Cameron Road towards the Strand.
• Kairua Road Reconstruction: Major roadworks are continuing on Kairua Road between number R194 and the intersection with Welcome Bay Road. The work involves some earthworks to improve bends, reconstructing and resurfacing the road, installing new kerb and channelling, and upgrading stormwater and a watermain. Some disruption to traffic can be expected at times and there will be speed restrictions in place. The work is expected to take about another six weeks to complete.
• Beaumaris Boulevard/Sterling Gate Drive/Waihi Road Link: Construction is underway. Work vehicles are accessing the site from Waihi Road. Until the work is completed, the pedestrian access to the storm water reserve at Beaumaris Boulevard is closed. The pedestrian access between Sterling Gate Drive and Waihi Road is closed during working hours. The new road is expected to be opened in July 2010.
• Osprey Drive: Work to remove existing speed humps and replace them with speed cushions is continuing. There is traffic management in place so please take care when driving through the area.
• Watling Street: Work to install an additional speed cushion is underway. There is traffic management in place so please take care when driving through the area.
• Links Ave/Valley Road/Dickson Road: Some of the existing speed cushions are being modified. There is traffic management in place so please take care when driving through these areas.
• Pyes Pa Bypass: Construction on the Pyes Pa Bypass to link SH29 through to SH36 by the Crematorium is underway. Good weather has allowed the preload material to be removed along the northern end of the bypass. Construction has started with the delivery of roading materials, and compaction and shaping of the road surface. Drainage works are also being done at the same time. The new bypass is expected to be open to traffic in 2011.
• Gravatt Road: Work to construct an additional footpath and pedestrian link to Palm Beach Plaza will start shortly.
• Bethlehem Roundabout: Construction of the new roundabout on SH2 at Bethlehem west is continuing. Work is expected to be completed by the end of June. Traffic management and site screens are in place but only minimal delays are expected. Motorists are advised to take care when driving through the work site.
• Parton Road: Work is continuing with footpath construction, kerb and channelling, installation of street lighting and construction of the road surface underway. Work is expected to be completed by late May. Top soil and grass seed is being laid beside the completed sections footpaths. Final asphalt sealing of parts of the road surface is underway.
• Local Road Resealing: The local road resealing programme is expected to be completed around early May. Generally this work involves minimal disruption to traffic.
• Vale Street: Work to reshape Vale Street between Baden Street and Landscape Road to form an overland stormwater flow path during severe storms is continuing. Reconstruction of the road is being done in 80 metre sections. Work on the first section between Baden Street and Hinewa Road is underway. Please pay attention to signs and take care when driving in the area. Work to construct the culvert under Landscape Road is expected to start this week and will take about five days to complete. Landscape Road will be closed to traffic between Vale Street and the Balmoral Terrace intersection during this period. Alternative routes are available. All work is expected to be completed by October 2010.
