Commissioners earnings: $1.1m in a year

Tauranga's four commissioners have earned more than $1.1 million in the year they have been leading the council.

Their total remuneration is similar to that if a mayor and 10 councillors were in charge, only split between four people.

In February last year, Local Government Minister Nanaia Mahuta appointed the crown commission in place of the city's elected members.

The acting mayor and councillors were sacked in December 2020 because of the findings of an independent review and 'significant governance problems among elected representatives”.

Commission chair Anne Tolley and along with fellow commissioners Stephen Selwood, Shadrach Rolleston and Bill Wasley, were given the council's governance responsibilities.

Mahuta set remuneration at $1800 a day for the commission chair and $1500 for commissioners.

According to the council's remuneration figures, Tolley was paid $358,200 for 200 days work between February 2021 and February 2022.

Selwood earnt $261,000 for 174 days, Rolleston worked 174.5 days and was paid $261,750 and Wasley earnt $275,250 for 183.5 days work.

Tauranga City Council democracy services manager Coral Hair says the reason for the difference in the days worked by the commissioners is because of their different duties and responsibilities.

These include appointments to regional joint committees and they may also be asked to attend different events or meetings on the commission's behalf, says Hair.

For comparison, former mayor Tenby Powell had an annual salary of $158,175 before he resigned in November 2020. This was lowered from $166,500 a year in July 2020 in response to Covid-19.

The deputy mayor's annual salary was $121,472, councillors were paid between $105,628 and $114,078 depending on their extra responsibilities. These figures were also reduced in July 2020 because of Covid.

The commissioners have also amassed more than $71,000 in expenses as well.

Tolley, who normally resides in Ōhope, is paid $750 a week toward permanent accommodation costs in Tauranga. Her expenses total $35,565.

Rolleston resident, Sellwood's expenses were $34,337. He is paid a maximum of $750 a week for travel and accommodation costs.

Hair says $750 is the maximum that could be claimed even if the expenses are more than that.

'This is a financially neutral position for the council.”

Commissioners Wasley and Rolleston reside in Tauranga and are entitled to expenses if travelling out of Tauranga for business

Wasley's expenses were $1436 for the year and Rolleston has not claimed any.

The council are responsible for paying the commissioners remuneration and it is paid from the same pool set by the Remuneration Authority for elected members.

Withholding tax is deducted from the remuneration and expense figures exclude GST.

In response to why the commissioners are paid more than previous elected members Mahuta told Local Democracy reporting: 'It is worth noting that the four commissioners appointed to the council have taken on the roles of a mayor and ten councillors”.

'As ministerial appointments, the Commission's fees are set at a higher rate than the prescribed framework fees for a Group 4 Level 2 body due to the significant time commitment and the high level of skills and expertise required for the role,” she says.

The fees framework the Minister is referring to is for members appointed to bodies in which the crown has an interest.

Fees for a Group 4 Level 2 body are set at $390 to $885 a day for a chair and $290 - $560 for members.

'Commissioners are entitled to receive fees determined by section 258V of the Local Government Act 2002.”

Mahuta says the Commission's Chair is responsible for ensuring that any expenses claimed are reasonable and necessary.

Mahuta claims significant governance issues were at the heart of her decision to sack the Council. I believe that there's significant governance issues with this Labour Government and it is they who should be sacked. Let's wait and see how Mahuta will interfere with the Tauranga by-election to ensure another of her stooges is put in place or even cancels the by-election fullstop. It's a ridiculous amount of money these Commisioners are earning. No wonder they want to stay on.

We tax payers will bear the enormous cost and lose our precious democratic right while these commissioners do their job. My question is there any way to find out what is really going on. It seems there is a bloc of some sort where one group of elected Councillors seem to be able to stymie any unified processes in doing our local business. If so, are we the ratepayers able to hear who are these individuals, I have heard a couple of names but want to know the actual truth. I suppose any names mentioned could sue for defamation. Anyone any ideas? This situation is also happening in other democracies world-wide. Help here. Adrian Muller

So it was too expensive to run a $100k bi-election but no problem paying millions to get exactly what the council CEO and Labour wanted spent. Only 17% increase in rates and how much is the increase for a museum that nobody wants ?

Because the Commissioners are deemed to have only earned as much as a Mayor and Councillors, still does not make this whole process alright. What happened to democracy? Makes no mention that this is very much Government controlled and any free will the Tauranga Ratepayers have has been taken away. I guess it plays right into Nanaia Mahuta's hands in regards to the Three Waters. What can we, as Tauranga Residents, do about this?

I don't really care how much this has cost, it should never have happened in the first place. Arrogance has been shown far too many times, not just by the former councillors, but then by a minister of the Crown. Denying democracy is unforgivable and the country should ashamed of having allowed dictatorship to raise its ugly head.

Obscene amount of pay for people that are not even elected by a democracy. Are they abstaining from any 3 waters discussion and decisions. They are employed by Mahuta and it is so authoritarian that Mahuta has decided not to hold local body elections this year.

Why are we paying for this lots accommodation?? If they live to far away, they should move, or pay their own way (which they can afford on those part time salaries) I think we have identified another reason why they wanted to stay on for another 2 years. Would like to see how they are clocking up such huge expense bills, they clearly have no regard for the ratepayers pocket......

Had an overseas friend ask in a derisive way why democracy was under threat in NZ in Tauranga. our City being the only place in the country that the government thinks it can get away with replacing the council. Seems Mahuta and Labour have become a joke across the Tasman and maybe an inspiration in Russia and China.

Please put your statement regarding the Government (which is spot-on, BTW) into practise, come general election time. The situation we have currently is immoral, and only "legal" because this government can make Laws that make it so. I don't care whether the Commissioners are doing a good or bad job, they have no moral right to be there. Do you think if Tauranga was a Labour seat, we would be getting this kind of aggravation? Mahuta is having a great time and enjoying every minute. Demolish Democracy and show them who's in charge. Take a look at tribal tikanga; if you don't vote carefully you'll be living under it for some time to come.

Take four people earning the average wage of $27.32 an hour a combined 19 plus years to earn the 1.1 million dollars the commissioners earn in under five weeks at 40 hours a week which is the time most people spend at work. Then they get an accommodation and expense allowance over and above their working payment. They have had no prior skills at running a Council and if they were to find themselves unemployed they would find that they would be at the lower end of the pay scale because of their shortage of skills for the work they lead us to believe they are doing. Then we must ask the question of what have they actually done when we all know that the run in time for almost every Council project is counted in years. A lot of hot air supporting the developers demands is obvious.
