Chip seal the most dangerous method of roading

So council wants to stop using hot mix and change to chip and seal.
From what I understand NZ is just about the last developed country to still use the most dangerous method of sealing known to man. Too many people have been killed driving on chip and seal in wet weather it is time such a practice is banned totally.
If the council wants to save money then they should stop wasting money. Applying hot mix to a road surface is not a waste of money it is an investment in saving lives. I am not going to list the many ways the TCC council wastes money most of them are known to most of us.
The only people rubbing their hands with joy at such a change will be the windscreen replacement industry and the panel beaters. Now the comment that hot mix has a ten year lifespan on a low traffic density road is ridiculous it will last much longer than that on a low traffic density road. If it does have a ten year life span why the hell does council have roads like a section of Moffat road resurfaced twice in a two year period?
