Councillors keep job title, but lose all pay

Embattled Tauranga City councillors will be able to keep calling themselves that by name, but they have been prevented from performing any official duties or receiving any salary, the Department of Internal Affairs says.

It has been a confusing time for Tauranga City councillors after they ran afoul of Minister of Local Government Nanaia Mahuta who opted to install a commission after wide-spread dysfunction and childish antics marred the council's reputation.

Despite the commission being in place, councillors have been able to retain their elected member status in the off-chance the commission is no longer deemed necessary. If that were to occur, councillors would be able to return to their roles.

Briefing papers, released under the Official Information Act, show Mahuta wants the commissioners to fulfil three objectives including providing an example of what good governance looks like, have strong community engagement and has a clear exit strategy to allow the democratic process to resume.

The documents also show how councillors' pleas to stave off the installation of a commission fell flat.

The behaviour of the councillors, coupled with an apparent unwillingness to change, and a lack of faith elected members could agree to a 'robust and credible” long term plan were part of her rationale.

The ministerial intervention comes after councillor Jako Abrie and Mayor Tenby Powell resigned in late 2020 with both calling for Commissions to be appointed as they exited.

It has been a confusing time for remaining councillors trying to figure out where they fit in, if at all, when the commission is installed.

Some spent the past few weeks looking at job vacancies while another, who officially resigned, simply 'went to the beach and forgot about it all”.

Acting mayor Tina Salisbury says she was upset that she could no longer do the job she loves, but said she'd continue to serve the community until her time officially ticked over.

'I'll try and make a difference where I can,” she says.

The turbulent year in politics has not dissuaded her from considering a future career in public office.

She says she stayed out of the fights and felt it was unfair everyone was tarred with the same brush.

'I want to return to politics.”

Kelvin Clout says he was 'looking around for options” and was not in a rush to going back to being an employee has been self-employed for 17 years.

Larry Baldock says there are provisions for Commissioners to allow elected members to play a role in committees, and he would like to be involved should the opportunity arrive.

'I'd like to be involved going forwards and there is some provision under legislation for elected members to play a role but it's all a bit of wait and see,” he says.

He does not think any legal challenge to Mahuta's decision, should one arise, have any chance of success.

”It would be like Trump trying to overturn the election results,” he says.

”Doesn't have a dog show.”

Councillor Heidi Hughes, who resigned last year to prevent a by-election needing to be held says she has moved on with life.

'I went to the beach and forgot about it all,” she says.

Tauranga faces a challenging time ahead with large rate rises of more than 18 per cent reported to be needed year-on-year to cover an infrastructure shortfall

Chief executive Marty Grenfell says staff are preparing documentation and briefing papers for the Commissioners to enable them to hit the ground running.

Larry is like a dog with a bone. Very resistant to any attempt to take the 'prize' away. Fancy thinking he could play a part in future committees when a lot of the council problems had him at their foundation.

They had it coming, a totally inept mob and WHY should they keep their totally EXCESSIVE salaries when they are doing NOTHING. Remember the COUNCIL will be paying the total "Govt Commissioners" costs !! Look at the MESS that they have made of numerous stuff ups that they have "approved" around Tauranga - actually too many to list here !!

Can the commission reverse this ludicrous and Draconian imposition ?? Being forced to have a QUARTER of my AVAILABLE, but not always used capacity, Big bin WEEKLY to SMALL bin FORTNIGHTLY, does not automaticly stop 3/4 of the waste from coming into my house. However I still have the big recyclable every week, can anyone guess where the waste excess will go ??

Our City has been shamed and it reflects on all of us. When elected representatives are in it for the wrong reasons, there can only be a bad outcome. Tina says she stayed out of the fights but got tarred with the same brush. Why didn't she remind the elected members that there was a standard of behavior required (and fighting and abusing each other was not part of it) and that their PRIMARY responsibility was to the City of Tauranga and its people? Don't "stay out of the fighting", STOP the fighting... There was an obvious wave of self-interest from too many Councillors, whether it was pursuing power, or money, or plain old ego... a lack of transparency with too many decisions made by cliques behind closed doors, total lack of responsibility in some cases, no honor, no integrity, no simple, plain decency. Deserved result.

Infrastructure

I Did't miss the 18 % rate rise year on year comment to cover infrastructure repair and improvements. The city has grown immensely but always in debt from borrowing. Tenby was unpopular with a business background to remind us of this that we were near insolvent and rates needed a substantial rise. Again the message was lost but not going away. Of course I am not happy with council on wasting money on Bella Vista debacle, Greerton traffic fail, and parking building cock up to mention just a few. Yet our infastructure is in trouble from lack of consistent investment. Unchecked growth has been welcomed but this growth brought big problems. More income but not enough it seems and make the waste unforgiven. Rubbish collection proposal of one size fits all is not a good idea either. RATES WILL RISE substantially. government investment is needed ASAP too

Since our councillors aren't receiving a salary, and done nothing but run Tauranga into the ground, made one poor decision after another, naturally at the ratepayers expense, what are we actually paying for? We should be entitled to a rates rebate.

What has me worried is the thought of the council staff preparing a report for the incoming commissioner, they a partial responsible for the shambles, and I just hope the incoming people can cut through the BS.

Rates will be going up did you miss the bit about the estimated 18% per year on year . Tenby tried to tell us Tauranga is broke everything costs more and lots needs fixing. A recent article on Auckland water talks about the price of water doubling in ten years so guess what ours will do too. There was a saying about $10 Tauranga , seems that mentality continues . Seems that everything is always too dear. We are just not catching up, something has to give . Rate rebate , you must be joking!

Take their titles as well. The entire TGA constituent have our own titles which we have given unto them. In fact they should pay back some of their salaries to the council fund based on their detestable performances. We don't pay them to do what they were doing. If they were contractors paid to do a job, they would lose their contract and not get paid. Simple.

Please do the city a favour and leave. You are way out of touch as well as trying to bully. You tried to bully the museum with lots of underhanded goings on. You should never have been elected. Those who vote for you should be ashamed
