Council to refresh master plan for civic precinct

Harrington Street is currently closed to through trafffic and is the site of the haulted carparking building.

Tauranga City Council is refreshing a master plan for some of the city centre's most important spaces.

This is to ensure they best meet the needs of our community, says a statement released from the council today.

The revised master plan will guide the future development of the civic precinct area, providing a blueprint that sets out which spaces will be used for various activities and facilities.

The civic precinct comprises: 21-41 Durham St (also known as the TV3 site), the block between Willow, Hamilton, Durham and Wharf streets, and Masonic Park and adjacent car park, between Willow St and The Strand.

It is possible that 40 Harington St will be added to these spaces.

Yesterday, the mayor and councillors yesterday agreed to set up a structure in which an expert advisory board will provide independent overview, advice and assistance.

A reference group will inform a Council project team about local matters and community perspectives.

The project team will provide information to the advisory board which will test it against the council's strategic direction, provide expertise, and make recommendations.

The role of the mayor and councillors will be to set the strategic direction and make decisions about timing, funding, and the nature of the plan.

Mayor Tenby Powell says the creation of a vibrant civic precinct would stimulate investment and help activate the city centre.

"We have an opportunity to do something really special for Tauranga.

'Our population is growing fast. Together we can create a precinct that meets its potential and makes our city centre a great place to be.

'It's important that we engage with hapū and other members of our community as part of this process.”

Among other benefits, a refreshed plan is expected to help meet an urgent need to rationalise the inefficient and expensive use of three separate city-centre buildings being used for civic administration, at Willow St, Cameron Rd and Spring St.

Earlier, a Technical Advisory Group had been working on a master plan for the civic precinct. Councillor Larry Baldock thanked the group for their hard work.

We had a "Technical Advisory Group" working on the 'master plan' - what happened to it - and how much did that cost?? NOW we are to have an "Expert Advisory Board", a "Council Project Team" and a "Reference Group". What the hell is the matter with this lot? Then they say - quote "The role of the mayor and councillors will be to set the strategic direction and make decisions about timing, funding, and the nature of the plan" Sunlive wouldn't print what I would really like to say!! ANGRY!.

"...best meet the needs of our community," It sounds good, but those needs will be determined by a committee of "experts" under the guidance of a Mayor that the city has no faith in and who has demonstrated his unsuitability for the role. There should be a hold on ALL non-essential new projects until the current problems with Mayor and Council are sorted out. This is just good money after bad.

It is a pity that a majority of the councillors lacked the fortitude to question this monstrous undertaking and that they actually voted for it! This on top of Wharf Street, Durham Street, and Elizabeth Street - not to mention Greerton, Phoenix Park and the Harrington Street debacles! Ratepayers have had enough - you can't get blood out of a stone!!

and for what? Three new 'teams'. What about "Earlier, a Technical Advisory Group had been working on a master plan for the civic precinct."? How many working hours were paid out for that to be flushed down the toilet? And when another bright bunny behind the scenes dreams up another exciting idea, how long before that too gets flushed away, along with the $$ paid for wasting time? Ratepayers have had a gutsful of TCC and the absolute idiocy. Time we stopped paying rates, knowing how much of our precious $$ are being frittered away.
