If you live in the Western Bay of Plenty, chances are you're paying the most expensive rates in the country.
A new report from the Taxpayers' Union has found the average residential rates of Western Bay of Plenty District Council are the highest in New Zealand.
At $3234 per year, Western Bay of Plenty ratepayers pay on average nearly a thousand dollars more than the national average of $2251 per year.
The amount is almost double that of New Zealand's least expensive, Mackenzie District Council in the South Island.
WBOPDC Mayor Garry Webber says the district has experienced ‘significant' population growth in the last 10-15 years, and the council has invested heavily in infrastructure to meet the needs of new residents.
'When undertaking a comparative analysis of council rate levels, it is best to consider where an individual council is on its Asset Replacement Cycle and not take a one day snapshot as pointed out in the Office of the Auditor General's report published late last year,” says Garry.
'Geography and variable topography also plays its part due to the Western Bay being a large, mainly rural and thinly populated district. Providing infrastructure is more difficult and expensive in rural over urban areas. For example, we have five discrete wastewater plants to Tauranga city's two. We're also maintaining a complex road network and have a number of significant stormwater improvements planned to reduce the risk of properties flooding.”
Taxpayers' Union executive director Jordan Williams says only two councils in the Bay of Plenty charge an average residential rates bill below the national average – Opotiki District and Kawerau District.
'However, according to the council's financial statements, staff costs per ratepayer in Opotiki are the highest in the region, at $1473.
'Tauranga City Council has the lowest staff costs per ratepayer in the region at $895, even though its councillors receive on average almost $15,000 more than the Kawerau District mayor.”
He says when compared to other metropolitan councils, Tauranga City Council's below average assets and higher than average debts are a ‘concern'.
"Tauranga City Council refused to respond when our researcher asked if any lawyers or accountants sit on its Audit and Risk Committee. It said that 'this is not information that the Council holds'. If a council doesn't know something as fundamental as the composition of its own audit committee, how can ratepayers be assured decisions to spend their hard-earned money are subject to proper oversight?”
However, when SunLive made enquiries, the council had ‘no issues' answering that question.
'The Audit Finance and Risk Committee is chaired by a qualified accountant (Councillor Gail McIntosh) and the rest of the membership is all elected members,” says chief financial officer Paul Davidson.
According to the report, the average residential rates in Tauranga are $2489, while 13 per cent of Tauranga City Council staff earn $100,000 or more a year.

He says that they have to have high rates because of population growth. But surely, those new residents will be paying rates themselves, which in turn negates the need to raise rates!!
Western Bay Rates

The problem with that comment by Mayor of Western BOP COuncil is simpley that he has taken that view, a one-day look, however the reality is that WBOP debt and rates have been seriously out f control and totally mismanaged for years. The population growth myth is just that, Funny thing is the Mckenzie Council (the lowest) is sparsely spread and no major urban area also. So what si the excuse going to be next?
Just a idea

The Regional Council owns half the Port of Tauranga. Maybe it could use those profits more wisely? (And I dont mean on high salaries)
just maybe,

That si a good idea except that paying more money into "other" councils does nto fix anything, in fact becasaue bailed out more likely encourages all to get worse if anything.
Taxpayers Union ans community misled by TCC?

WBOPDC Mayor Garry Webber says the district has experienced significant' population growth in the last 10-15 years, and the council has invested heavily in infrastructure to meet the needs of new residents .... So, Mayor Webber is identifying a critical policy statement, 1) That existing residents are heavily subsidizing growth. In the WBOPDC growth does NOT provide ANY trickle down benefits. Same applies to Tauranga City. I suspect this assertion is false, 'Tauranga City Council has the lowest staff costs per ratepayer in the region at $895", and that when asked staff numbers TCC have deliberately chosen not to include our CCO staff (Bay Venues, aquatics, Baypark, TECT Arena etc) which would double the figure quoted. Sunlive, please request and advise readers staff numbers employed by TCC directly AND by our CCOs.
wrong council, old trucker.

Most recently its the Library we dont want, the fancy Cycle bridge we dont need, the Museum we never wanted, The list goes on Gary, all we want is to live in an area that we can afford! You cannot keep up this wanton and unnecessary spending. It Simply must stop.
Utter Crap!!

What a load of rubbish Gary. Sounds like Council are trying to make valid justifications here and failing miserably - rates payers are not dumb!! As Jed states, surely if more people are moving to our region then the there must be more money coming into the pot? Like you, I live in Omokoroa and can't believe how much they are spoiling the peninsula - most of us don't want that growth on our doorstep but I bet we will end up paying for the extended sewerage system like we are already doing so. There needs to be a system in place whereby the people who are buying newly built houses in newly built developments have to pay more to pay for the extra services required - increase the building permit/resource fee to $10,000 or $15,000 to help fund the extra strain on infrastructure.
Get Tough Gary

You're a weak Mayor Gary - get tough and start bringing things under control in our region!!!
High Rates not Justified by Performance
Posted on 24-08-2017 14:44 | By Floyd
Performance of Australian listed Infrastructure Company is below par and this has been well documented. A consultant is used to isolate the WBOPDC from responsibility all at considerable extra cost (Apparently this is a saving. Smoke and mirrors).A number of recent incidents with water supply also highlight performance in this area.Council is headquartered in Tauranga on an expensive plot near Barkes Corner why not in Te Puke or KatiKati?Has anyone got the courage to perform a time and motion study on council employees and make cuts where necessary?Rates can be cut, it just takes decisive action, not something elected members are renowned for!
