Bringing people into town

Councillor Matt Cowley wants to apply elements of shopping mall design to the Tauranga CBD to make it more people friendly.

He's started the process by posting a suggested layout or traffic flow proposal on the ‘Matt Cowley for Tauranga' Facebook page seeking feedback.

The aim is to make the CBD more people friendly, easier to drive through and an easier place to find a park.

Feedback so far has been light, but no one's found any fatal flaws with the proposal yet, says Matt.

'It's around creating an environment that works really well like a mall, a shopping mall.

'It revolves around the people, rather than the cars. The cars are parked in close proximity to the road but all the shops are put together so people can walk through. There's pedestrian free flow throughout the centre and I suppose I wanted to take things that worked really well in shopping malls and apply that to the CBD,” says Matt.

'The whole perspective of it is to make the CBD people friendly again, it's part of what brings people in, whether it's Trustpower or the tertiary institute.”

The previous council changed planning restrictions to make it easier for a wider range of people to live in the city, in close proximity to the amenities of the CBD.

'We obviously need to engage the regional council on the bus routes, that bus station, that transfer station as well as the coach lines. There's a bit of uncertainty there.”

Matt also wants to keep it practical. The recent long Term Plan process identified Durham Street, Hamilton Street and Harrington Street as top priorities for getting streetscapes done.

'It's really about keeping things affordable, keeping things practical and keeping consistent with what we have developed in the long term plan,” says Matt.

He says on The Strand the diners could got out further into the roadway, so the public could walk under the verandas.

'The biggest issue with that of course is liquor licencing rules.”

There's a lot of cogs involved, says Matt, and some of the ideas might prove practically unworkable, but he still wants to have the discussion.

'I'm definitely open to all ideas.”

great idea Matt ,lets go a step further ,ban all cars from CDB ,use parking buildings ,provide bus service from there at a nominal fee around CBD every 15 mins back to building maybe stopping at strategic places ??

Classic example of the constant negativity displayed by the permanently aggrieved. Open to all ideas? He doesn't have a clue. Presents ideas? He is autocratic/has ivory tower mentality/out of touch with what people want. Turn that frown upside down eh.

Perhaps the reason for the very slight negative element by Capt_kave-mun is solidly based in fact. The reality is that: Public Consultation means that TCC wastes time implementing what has already been decided and more often than not already done, spent, finished. That any good ideas are white washed by TCC staff behind closed doors so as the predetermined decision (preferred option) are all that is considered.

Firstly they make red square supposedly the heart of the city and nice outdoor Dining, then take away nearly all the parking along the strand and strand reclamation,now want to make Wharf street outdoor Dining, who is going to town to shop, NOW YOU TALKING CLOSING OFF THE STRAND,WAKE UP COUNCILLORS! ONE BIG PARTY PLACE IS ALL YOU ARE CREATING AND KILLING DOWN TOWN SHOPPING!

Couldn't agree more. Devonport Road from Elizabeth Street to the Strand would make a great pedestrian only plaza. Put a roof over it and you'd have a great space for dining etc. This is the sort of thinking we need if we're going to revitalise the CBD

is not new, only wish less thinking and more doing was happening, good press exposure though Matt, now we can have both you and Steve driving the CBD turn around, we live in hope!!!!, if only now someone has the sense to run a free bus service from the "Burbs" to the inner city for the event at the domain, not likely when because of reduced bus patronage the fares are being put up, go figure.

I am recently retired here from Christchurch and the same scenarios seem to apply. Councils want residents to come into the city to shop, yet don't recognize the fact that malls such as Bayfair cater to shoppers needs completely i.e. Parking, undercover, warm and cosy, range of shops . In Christchurch they tried all sorts of initiatives long before the earthquakes to tempt people into the city and now they are doing the same again. All are doomed to failure. Even the major retailer down there has said progress will be slow unless more parking buildings are provided. I know the matter of bars, restaurants and entertainment requires serious discussion but from a purely shopping prospective councils need to listen to the shoppers themselves.

While it is good to see that TCC Councillors are actually thinking and articulating their thoughts -just remember talk is cheap, doing is very expensive and risky while failure is usually pretty well permanent.Examples : Red Square is at most times open wasteland and a narrow central traffic lane should be reinstalled that could be closed off for events etc. as need arose and the Wharf St cafe zone initiative is an absolute no brainer. There are plenty of other examples too Grey St and Devonport Rd are disaster zones.TCC need to keep away from being involved in this sort of "touchy feely" stuff.Concentrate on core activities, essential services and the basics and get them up to scratch. Tip if you can't sleep at night then go read a book or count sheep but don't dream up new ways to lose ratepayers money on whims/fuzzy logic/lemons.

All very well spending ratepayers money on the CBD but until the shopkeepers work together and stay open longer hours. Then things won't improve. Most of the local malls will tell you their quiet time is between 9 & 3. The reason they do so well is because they stay open all weekend and till 6pm during the week. Sure it's their business and they can work the hours they want. But shoppers are used to 7 day shopping now and there is no way businesses will survive unless they change with the times.

regional council should have coupons on back of bus tickets for say coffee in city cafe or something, on slower days like Sunday/Monday run free bus from time to time. need to promote all services already available by council. ratepayers already covering downfall from buses. mkae more from what we have in place.

When are we going to stop pretending that the CBD is going to cater to the entire population of the greater Tauranga? There's absolutely no reason for people in Bethlehem, Greerton, The Lakes, Papamoa etc to be there - they can do everything they need locally. Stop trying to budget for the CBD based on those numbers and instead focus on the things that people can't get elsewhere... like Centralized Business. Selectively subsidize commercial space to motivate that kind of use of space, and only THEN will you start generating organic traffic, and that's when the shopping and cafes start becoming useful again. Most cities have supermarkets or equivalent in their CBDs but no-one even bothered here because why would you? The lower avenues attracted commercial users and now they are being enticed out to Pukehina and other areas. This isn't something that you fix in a year.

Haven't we got expensive planners/consultants working for TCC, surely they have the answers.I thought people shopped, and worked and socialised where they live (within reason)so if eveyone is living in the suburbs thats where the shopping and socialising is. If TCC want to revitalise the city centre they should encourage people to live there - free parking and longer opening hours won't work if no one is there in the first place.

Oh man...the pedestrian mall rears it's head once again. Time and time again, study after study, expert after expert, has shown that these 'malls' do not work. Cowley needs to to stick to selling off our assets and not pretend to urban design greatness. Retail in the CBD is dead and council planning rules have allowed the 'business' part of the cbd to bleed out to the periphery (Cameron rd anyone?)so now there are feedback loops killing it off. 'Investing' $29 mill in parking building (Trustpower says thanks btw)and closing the roads ain't the solution. Cowleys plan will turn the 'CBD' into a nightime alcohol fuelled party/violence zone that reeks of piss, vomit during daylight hours. The CBD is dead, long live the CBD. If you think this is negative look at masonic 'park' for TCC urban design. 2 BBQ tables, a prefab shitter, a carpark and bus stop.Clueless

I think you highlight the prime issue here, the Tauranga lot think that they are embarking on something never done before and are unable to see anything else. There in resides the problem as history repeats all over for these bureaucratic Muppets. They think that they alone in the world have seen all, know all and so all they do is new, special and wonderful. The results of course will magically resolving everything ... sadly not and the excuses will roll out.

I realise parents are working all sorts of hours and are happy collapsing at home at the end of the day . I was going to suggest late night shopping on Friday nights, like in the old days in the CBD, and have some free activity for the kids on the Waterfront as well.The families would be gone before the party animal s come out at 10pm. Shopping Complexes and our hours/style of shopping don't help. The CBD is going to have to be very innovative to get folks from the outer 'burbs' to come IN.

BEARBOY>You are not going to get any meaningful answers from TCC Council and I see Cr.Morris hasn't come back with any instances where TCC has hit the bullseye in recent years. From that it is fair to assume there ain't too many success stories floating around quite the reverse actually .Local politicians when first elected are bushy tailed and bright eyed and think they can make a meaningful difference with a gung ho approach. They soon realise that the TCC bureaucrats won't allow that to happen and invariably they fall into line and begin to accept as gospel everything the pointy heads tell them. Excuses flow thick and fast and soon everyone is on the same page again -amen.Cr.Morris's main brief as a Mount /PapamoaWardCouncillor would have been practical tsunami sirens Papamoa roading and escape routes and Lim reports on properties not CBD parking.So what's the litmus test verdict then.

Visitors just luv' to visit museums kenny it gives them an overview of local history and history in general. Rotorua museum costs $20 a head plus lots of things to buy. We haven't got any visitors and we haven't got any Museum (thank goodness for that ...) and the chances are indeed slim as we don't have a runway at the Tauranga International for the A380's. Anyway all that tourists wont have time for Robin and his mates they will all be flocking down to the concrete beach front at the Strand to see the world astounding Hairy McFairy collection
