Council faces roasting over fees

A group of mobile coffee traders are steaming mad at Tauranga City Council's proposal to hike mobile trader user fees by more than 200 per cent - labelling the move 'unrealistic and unjustified”.

As part of council's 2014/15 draft annual plan councillors are looking to treble annual licence fees from $226 to $750 a year and annual Food Hygiene Regulation registration fees by $5 – a total increase of 233.2 per cent.

There are currently 200 mobile traders city wide generating $45,200 in revenue, with proposed changes set to increase that to $75,000. Council believe this increase, to an overall $1000, will be more in line with other council charges.

'I can live with a small increase because that has been the same since I have been doing it and that's five years,” says The Coffee Guy Tauranga owner operator Michael Baxter.

'I have checked with the Hamilton website and council are saying it's to keep in accordance with other councils and to me that seems cheaper. The Auckland one is $560 every six months but then again I would be happy to pay that if we had a population of three million.”

Instead of a 233.2 per cent licence increase, council should stagger the increases to give traders time to adjust to a more 'justified and realistic” licensing fee, says Michael.

Tauranga City councillor John Robson says the key principle is ensuring costs involved in providing the service from a council perspective are recovered by the city, for the city.

'Sometimes these costs are a little bit indirect; if you have a situation with mobile traders where they are performing quite well but other people are asking questions around ‘how come that mobile trader is trading there' and ‘how come I can't get parking',” says John.

'In effect these are all spill over costs that mobile traders are affecting us on and we have this conversation regularly. So this is our best estimate by this council of what the real costs for this council are for that opportunity that we provide but we do invite feedback. ”

John, Finance and Risk Committee chairman, says council's current state of finances shows they are not 'exactly the flushest” amongst other councils and they are looking at reasonable ways to improve this situation across the board.

'We know that our council is one of the more indebted in the country. We know that rates have been rising three times faster than inflation in the last decade. We know that the community want us to address costs.

'We have looked at what needs to be done and what's reasonable. And while one can look at percentage one must look at nominals; and in the context of a commercial trading operation I would hate to think $500 across a season or a licence year is a tipping point.”

The Coffee Guy Greerton owner-operator Gavin Brown says it is a bizarre approach from council and traders are bewildered.

Parking near Templeton Park on Fraser Street every morning, Gavin is still struggling to break even eight months after joining the franchise – let alone establish and grow his business.

The extra $500 annually means Gavin and Michael would have to make and sell an extra 111 coffees on average to recuperate increased costs.

'At the moment I am working seven days a week basically and I got into this as a lifestyle business and it's far from that at this stage,” says Gavin.

'Some people will look at it and go it is only $1200, but when you put yourself in my shoes it's a lot of money. I am having to travel to Matamata and further out of town to try and pick up jobs and it all adds up.”

Realistic view

With rises of fees charged by Council there should be a phase in period so traders can plan how they cover the charges, not hone huge jump to cope with. These traders create character in our community but they also are competing with fixed site business that pay rates, provide toilet facilities for themselves and staff, and do not operate in public spaces that we all pay for. The charges are not so unreasonable but the jump is.

what a pack of greedy money hungry lot the Tauranga City council are!!! if they are so much in debt how about a wage cut for each and every one of them including the mayor and deputy. taking it out on the mobile venders is deplorable they have enough to pay in overheads etc with out the the greedy council himing fees etc. come on Tauranga council give these folk a break they are trying to make a living as each and every one of us are!!! they tried it on (Tga city council) with the $150.00 instant fine for bald tyres to make money and the public won that war greAt stuff. these days I have no or very little respect for councillors, one of the reasons why I didn't vote in the last byelection.

This is completely unreasonable. Perhaps it wouldnt be so bad if they equal parking opportunities to ther traders, but even their locations are severely limited by the council. This (and other increases) strikes me as the council getting others to pay for their mismanagment of our money, and instead of learning to live within a budget (like the rest of us have to), they are expecting us to bail them out!!! Again!!!(ratepayers)

This council have never changed their policies towards businesses in Tauranga, I am sure that their policy has an agenda not only to bugger up local businesses that serve our community, but they also wont be happy until the town centers are a graveyard for businesses. Hike up business rates so they cant afford to make a decent living, hike up car parking, so no one wants to shop in the area or cant park to go out to a restaurant and now they have ruined that, lets take our attention to these mobile guys who only occupy a parking spot that a normal car would do. About time the people of Tauranga got a council that backs business like other city's do.

All the mobile traders should REFUSE to pay these extortionate fees in a stand of civil disobedience. Remember the TV licence? - That is how that got abolished. I am not a mobile trader, but this is shameful. Who cares what other councils do? Does that mean all the other councils should repeat the stupid things OUR council do? No wonder this city is SOUL-LESS - thank your council for that

Did someone buy a business thats not viable? Often happens with franchises. Does the council regularly police all the other stalls that pop up on the side of the road selling fruit and veges?

Council do not worry about productivity improvements they have a cost plus mentality.They don't understand work study motion and time study let alone the even know about it.Look at the C B D what Council policy has done for them.They will put those guys out of business

What a load of bollocks John. The cost recovery policy hasn't changed and neither have the direct costs associated with the activity. Rip off revenue collecting minus integrity, confirmed by the Deputy Mayor when he said you made comparisons to other cities. No different to your increasing charges to responsible dog owners, employing more street wardens to prey on motorists, your increase in pool fees and reduced hours. There are indirect costs associated with most services and activities!

A great deal of this year's indirect (!) cost would be down to their own mismanagement and poor communication of rule changes affecting vendors. They have made a total hash of it and caused themselves work. A few vendors haven't helped the situation either, but most of the "noise" is directly attributable to the council themselves. This fee increase is just icing on the cake for those that have been part of the circus. A few years' ago there wasn't so much drama. What's changed??
