Housing NZ order upsets paraplegic

A spat, involving allegations of the manufacture of methamphetamine, has broken out between Housing New Zealand and a paraplegic Mount Maunganui woman.

Karla Webster, who lost the use of her legs in a car accident that also killed her friend in 1998, has until July 10 to vacate her specially modified property in Mount Maunganui.

'The house that I'm in, they re-gutted the kitchen for me and put in a kitchen bench on hydraulics that goes up and down and they put in a wall oven and converted the bathroom and toilet for me and put in ramps – they've done a good $20,000 worth of work to the house,” she says.

Since the accident Karla has spent time in Otara Spinal Unit, Althorpe Private Hospital, with her brother before moving into the current Patterson Street flat four years ago.

She received a letter from Housing New Zealand in early April advising her she had three months to vacate the flat.

A Tenancy Tribunal ruling a week ago went against her, and now she must leave the premises by July 10.

'I'm pretty gutted – it's perfect for me. They haven't even relocated me – I can apply for another house.

'I lost because like every other landlord apparently, they've got every right to give me a 90 day notice – they don't have to give me a reason if they want the house back.”

Tenancy service general manager Kay Read says Housing New Zealand does not tolerate tenants using its properties for unlawful activity.

'In this case, the tenant breached her tenancy agreement by using her property for possession and supply of cannabis.”

'Tests carried out by the New Zealand Drug Detection Agency also confirmed a positive result for methamphetamine, at levels indicating the property had been used to manufacture the drug.

'As with any chemically contaminated property, it is not safe for the tenant to remain at the property.

'Ms Webster has been advised of this both verbally and in writing, but has chosen to remain at the property.

'We have offered to refer Ms Webster to agencies that can help her find new accommodation, but she has declined.”

Karla says she was convicted on a technicality, and that the cannabis found in the flat was for personal use.

She also denies any knowledge of methamphetamine production and did not know the tests had even taken place.

Karla says there was no mention of methamphetamine production in the Tenancy Tribunal hearing.

Kay says forensic and industrial science specialists will determine whether the property needs to be decontaminated once Karla has left.

Depending on the level of contamination, this can range from industrial cleaning through to having the property demolished.

Between 2006-2011, 26 Housing New Zealand properties, out of a total of 69,000, tested positive for methamphetamine.

In 2009, the corporation won a test case seeking more than $180,000 in damages from tenants who manufactured methamphetamine in a Napier state house. The house was demolished in 2004.

Karla doesn't know what purpose the house will serve once she leaves, and due to a number of complicating factors – including her specially trained dog, her wheelchair and the fact she needs a five year lease on any new flat before ACC will consider modifying it – will be forced to move into a basement apartment.

What proof does HNZ have that this actually happened while Karla was in the house and not before as P contamination can stay around for 10 years or more after its manufacturing

Thumbs up Housing New Zealand. Drugs are a major problem in NZ, who cares if it was for "personal use". Yes they spent $20.000 on upgrades how about showing some respect for what they have done, I'm more than sure they will find needy tenants to take over the place. NZ is far to PC ,tests don't lie. Next time you maybe more grateful for what you are GIVEN.

Re Proof Please, I think you missed some of the report. I deal with similar people every day, this is the tip of the iceberg. The use of drugs and unauthorised pets in HNZ properties is just the start, plus the tax payer wears the cost of refurbishment when properties are mistreated. I also know of HNZ clients who are in 'new' homes, a privilege most hard working people never have. Good on you HNZ about time you got tough.

Ask any agency that have been in there and yes they will tell you that drugs are in their with the sitting tenant.

I am all for my taxes asisting people who are unable to help themselves- HOWEVER when that assistance is abused thats it!!! Good on HNZ- I am sure you will find a more worthy tenant quite easily. Drugs are poisoning the very fabric of our society Dont Tolerate it.

People have been abusing our welfare and good hearts for years sadly this has to come to an end and the government cant pay or fix everything in our lives its just not possible. If this lady has been making drugs she has also endangered her assistance dog something alot of people are waiting to get If she didnt do what has been suggested shouldnt she be happy to get out before her health is damaged??

you need to know the whole truth before opening your mouth HNZ has no proof whatsoever that Karla was Producing Meth Its pure hearsay from HNZ and the Media its all Pure speculation get your facts straight
