New housing for Papamoa and Ohauiti

Two new special housing areas are set to be recommended for housing minister Nick Smith's approval by Tauranga City Council.

The sites in question are off Adler Road in Ohauiti and on the corner of Domain Road and Papamoa Beach Road.


A special housing area is approved for land off the bottom of Adler Drive.

However, both developments have been opposed by neighbouring residents because of traffic issues.

Concerns at Adler Road stem from the intersection with Ohauiti Road, while the Papamoa development, known as Sunshine Paradise, concerns Percy Road locals due to the possible impact on local traffic.

About 180 houses are expected to be built on close to 14.7Ha of land off the end of Adler Drive in the form of a new residential sub division, with an average section size of around 500m2.

Sunshine Paradise is a multi-storey apartment and townhouse development on 7,356m2 of bare land.

There will be 36 dwellings comprising of 12 townhouses and 24 apartments. The townhouses are to be no taller than three storeys, with the road-facing apartment levels no greater than four.

The Sunshine Paradise apartment building also includes ground floor retail and office space.

It is thought the Adler Road traffic concerns can be dealt with by upgrading the intersection with Ohauiti Road, to include a turning bay, pedestrian refuge and marking yellow lines to stop parking in sightlines for vehicles turning out of Adler Road.

The alterations will cost $20,000-to-$30,000 and will be paid for by the developer. The speed limit on Ohauiti Road in the vicinity of the Adler Road/Boscabel intersection is currently under review.

Similar works will be undertaken at the Percy Road/Domain Road intersection, says city transportation manager Martin Parkes.

The special housing areas are the result of the accord Tauranga City Council signed with the government in August 2014 to fast-track housing construction as a means of lowering prices.

So far, the government has established seven special housing areas in Tauranga, with the capacity to deliver around 180 new homes.

For the Adler Road development, approval as a special housing area will speed up rezoning of the rural part of the land which has until now deterred developers.

Under the regional policy statement, the rural-zoned part of the land would not be able to be developed until 2026 under the Regional Policy Statement.

RE; Adler Drive further subdivision -So the council think a few yellow lines on the road are going to solve the foresable roading problems. They haven't even given a thought to the traffic impact further down Ohauiti Road, on Poike Road and at the Ohauiti/Welcome Bay lights either. Short sightedness again. Clearly they do not live in the area and travel at peak times

For housing development at the Domain / Papamoa Beach Rd intersection. There is so much land available elsewhere in Papamoa for housing. This corner section area would be ideal for new & larger fully operational 24Hr Police Station. The Papamoa area is expanding daily (along with the crime rate) and the need for a purpose built Police Station is well overdue. This would be the perfect central location to work from. The Government advisors obviously had their heads in the Papamoa Beach sand when they made this stupid decision. Maybe the ulterior motive was to ensure the Govt. had beachfront property to sell off in a decade or so's time???

Can someone please explain how building townhouses and apartments on prime real estate within walking distance of all shops and amenities and only a stone's throw from one of the most beautiful beaches in NZ, is going to lower house prices?

Not to mention the reduction in house values! Adler estate probably has an average value of $450 -500k Don't think 140 medium density properties accessing via the established residences will improve this much.

Dear Editor, I am delighted to read that The Council has finally given approval for a development on the corner of Papamoa Beach Road and Domain Road. This site has been crying out for years for the development of cafes and shops, similar to those facilities being provided at The Mount. Well done Tauranga City Council and Sunshine Paradise Ltd.... No traffic problem Percy Road site

Traffic problems will be trivial to non-existent at Percy Road/Domain Road/Papamoa Beach Road due to the new development. With only 36 dwellings, that would be at most 30 cars an hour leaving at rush hour. One every 2 minutes. That's not even a queue. With a few commercial businesses at ground floor, that would add hardly anything. Similarly in the evening. During the day, traffic movements would be almost nothing. The Percy Road people just like having a big, free, open park there, leaving their views of the sky unimpeded. Nimby.

With only 36 dwellings planned for Percy/Domain/Papamoa Beach site, there would be hardly any car movements even in rush hour. Certainly not enough to significantly affect the existing traffic at the corner. If they all drove out over a period of an hour that would be 1 car per minute even if there were 2 cars per dwelling and they all left. 1 per minute would make no difference to speak of as there can be 100 per minute on a busy single lane road. Objections look like a case of NIMBY and wanting to keep a free, open, park just across the road for Percy Road house owner. The development will help Papamoa businesses and therefore home owners who need scale for business to succeed.


Sunshine Stolen

Issues with the Sunshine Paradise development are not just around the engineers estimated 1700+ cars per day. Development to exceed the City Plan maximum building height limit of 9m. Proposal is for the development to be 14m high. This is more than a 50% increase. Plans submitted show sun shadow effects at 9am, no earlier - council has ignored our request to see sun lost at 7am. It seems council is prioritising the developers profit over locals right to sunlight. Papamoa needs affordable housing, not $800k apartments and more empty shops (look at Fashion Island with vacant shops). We would love to see terraced homes that meet the communities needs. This development is a serious deviation from the underlying City Plan zone which is Suburban Residential. Council have been inept and short-sighted in rushing this through and have paid no regard to residents concerns and requests for more consultation.

Time to celebrate, well done local and central government, fresh healthy safe housing for all. Can only mean the timely removal of the objectionable hovels some people have to rent. Out of the dark ages comes the Bay of Plenty, growth, prosperity and a few more cars............maybe the wingers should catch a bus.

Havent lived long in ohauiti almost opposite poike road ohauiti road intersection and the traffic now is chaotic(worse than I thought)and it will be a complete nightmare once new homes are built in alder road.
