Underpass project is go

The $70million Hairini Link project is moving forward with the New Zealand Transport Agency applying for funding to begin construction on the roadway.

NZTA Waikato Bay of plenty regional director Harry Wilson updated Tauranga City Council's City Delivery Committee yesterday saying funding has been lodged.

The Hairini Link project is aimed at increasing traffic capacity through Tauranga's central corridor.

The project will separate Welcome Bay commuter traffic from State Highway 29 traffic by an underpass at the Maungatapu roundabout, a raised roadway down into the Kaitemako Valley, and a roundabout and new bridge across the Kaitemako Stream.

It will provide motorists with a direct link from Turret Road at the Hairini causeway to Welcome Bay.

Yesterday's visit follows Monday's full council meeting where some city councillors expressed concerns about the Route K deal.

From 2015 Route K will become a state highway under NZTA but the $62.5 million or so debt will remain with TCC. The agency will pay off the roadway with monthly payments from the tolls revenue.

After explaining why the agency cannot buy an existing road because the cost benefit has already been realised, Harry told councillors the agency is also about to start spending well over the Route K debt on other Tauranga roads.

The $450 million Tauranga Eastern Link project is ahead of schedule and may now be open for traffic in July 2015 – the same date that Route K, with new electronic tolling, becomes part of the State Highways Network.

Some parts of the new highway are being surfaced already, says Harry.

The $120 million or so Bayfair roundabout rebuild project is going through the last of the discussion processes. As with Welcome Bay, it is going to involve grade separation to handle traffic volumes. It is timed from completion after the TEL opening.

The Northern Link project - State Highway 2 through Bethlehem to Katikati - remains on the back burner.

NZTA BOP highways manager, Brett Gliddon, says funding for that project depends on traffic volume trigger points being met.

Meanwhile, the Adern Cottage curves realignment, costing $4.5 million, is nearly finished. The work takes out a couple of curves at the Waihi Beach end of the Athenree Gorge.

A roundabout on the Te Puna/Minden Road intersection is expected to begin construction in the next 18 months, says Brett.

The agency is also spending $40 million over five years for safety, median and side barriers on SH2. The Tauriko upgrade project is in the investigation phase.

Underpass to know where?

Even when completed and without the Turret/15th Ave widening the traffic has no where to go, so the NZTA plan is not a "underpass" but more of a "holding pen" for Welcome Bay traffic because the bottle neck remains from the Causeway through to Fraser/15th Ave intersection. No victory here, in fact a waste of time spending the money until all can be done. TCC cant do it as no money left in the bank, to much debt on "nice to haves" ... so where is TCC going to get $50m from? More rates? Another 5% rates levy for roads? what are rates for anyway?

Yes it is same with when hospital lights went up the 2 lanes now merge into one just passed the hospital and now having queued traffic down line further. Cameron road needs to be 4 lanes full length not have short two lanes then merge to one as some drivers are just 2 arrogant for merging with others.

seriously do the planners actually live in the real world?? Its madness to build all these bits eventually they will do a bypass because Tauranga will have died off with no real public transport and 800 million traffic lights and massive debts

on Turret Road @ rush hour its bad enough as it is - but having another intersection is going to bottle it more? or would this underpass reduce number of cars merging on causeway? but then what happens at turret road? and seriously what is tauranga's obsession with merging and double laning everywhere and merging after 100m yet to approach another double lane and to merge immediately after - its a nightmare...

I always remember the Mayor saying that it was all very well to put in an underpass but that wouldn't solve the bottleneck further up Turret Rd and 15th Ave. Well remember some councillors screaming that they wanted the underpass anyway.

Looks to me that some traffic will not go through the Welcome Bay roundabout but instead use the underpass. In that case the change is minimal, all the traffic still ends up at the Causeway and "bottle-necked" regardless. So absolutely nothing will change for traffic flows at all when peak traffic occurs ... there is no escape from this until the Turret/15th Ave/Causeway 4-laning is also completed. To do that means TCC ratepayers will need to borrow at best $35m but more like $50m to complete this, TCC just does not have that kind of cash available. Only other way is more rates ...

come on people it is really bad congestion here? i mean we have a am/pm peak of 30 min if that..this is normal! but i do agree the underpass is a joke to spend money when other roads could benefit from the money...it politics..blame cllr bill granger for this!

Firstly, I agree with agree. All the Cameron Rd two laning has done is move the merging point 500m south. Secondly, there must be some more corners somewhere in Tauranga to install a set of lights on.

Is this coming from NZTA do you think? I cant actually believe our local authorities would plan do do such a money wasting and mindless project. There isn't much wrong with the way things are at the moment! if people don't want to wait for 5 mins idling past beautiful scenery there is always the option to walk, ride a bike, catch a bus. Money would be far better spent on improving those facilities.

The underpass is all NZTA and singly focused on getting cars off SH29 hence the underpass for Welcome Bay traffic. However the effect of it will be "nil/zip/nothing" and either NZTA will need to 'make' TCC raise the money to pay for the Turret Rd widening or pay themselves. Either way it is going to be some $100-120m all up and TCC share is $50m, $50m they most certainly don't have. I can see another "special rate" coming ... We have rates and special rates can someone tell me the difference?

For 5 years I have put up with the stress of dealing with the NZTA and whomever with this tunnel business and trying to negotiate a price over my home that is going to be bowled for this tunnel....THE GOVT PROMISED TO spend $100million to do BOTH the tunnel and Turret Road.....The Council comes in and trades Turret Road, for Route K and stuffs it up....It will not work without BOTH the tunnel and Turret Road, and quite honestly….at the moment it is not too bad at peak times…..but it has to be done, but DONE PROPERLY.

Just wait and see how long this little tunnel will take. It will not be open in five years time. It will be the usual case of one truck, one digger and 10 supervisors. instead of 10 trucks, 10 diggers and 1 supervisors. AND I totally agree, without Turret Rd / 15th Ave, you are just going to move the problem 500 meters.

Yes, the 500m move here is actually a $70m car parking lot or holding pen for the unsuspecting who think that is better than before, what a load of cobblers!
