A group of men were at the park using the swing when it snapped as a 27-year-old man swung out over the water, says Sergeant Craig Madden, of Western Bay of Plenty police Search and Rescue.

He fell in and couldn't swim.

His friend, who Craig says had limited swimming ability, went in after him but also got into trouble and the pair disappeared.

The 25-year-old's body was later found downstream.

"A tragic event has occurred here," says Craig at Lake McLaren.

"One of the men swung on a rope that is suspended on a branch of a tree out onto the lake. Unfortunately the rope broke and the man ended up in the water.

"One of the other parties who we believe had some swimming capability tried to facilitate a rescue but unfortunately he also succumbed to the water and he was located deceased last night."

A member of the public ran to a nearby cafe and raised the alarm with the park ranger, whose wife called emergency services.

A search was launched and the man's body was found further down stream.

Shoreline searches were carried out and police were sure no one had made it out of the water.

Craig understands there is a deep hole between 4-6 metres under the water where the swing was.

The other men in the group as well as the partner and family of one of the men, who lived in Tauranga, were being supported, says Craig.

"People needed to be wary when using rope swings and test the waters beforehand.

"You are not going to stop it and it is really unfortunate this has happened. If you are going to use something you don't know you need to test it and look and see what the dangers might be - a log or a piece of wood."

Police would be concentrating on the area surrounding one of the rope swings.

Tauranga City Council parks and recreation manager Mark Smith says park staff could not say how long the rope had been there for, but they were cut down and replaced a few times a year.

"We have never seen it as a problem before. People come down regularly and play on the ropes - it is just a tragic incident.

"This part has been perfectly safe for decades. We have never had any incidents before."

The park ranger lives on site and monitors the swings.

"The visitors often tied ropes up to play with their families."

The council would be looking at putting up warning signs.

"I was extremely surprised and our thoughts are with all of the families involved."

He says council would be cutting down the ropes more often and looking at safer initiatives.
