New council management team

Three new senior managers will take up positions in Tauranga City Council's new senior management team announced today.

Chief executive Garry Poole confirmed the appointment of four senior managers today – with only one of the previous team – former city directions manager Christine Jones – keeping her job.

Tauranga City Council chief executive Garry Poole has announced the changes to the senior management team.

The other new additions coming to Tauranga from other cities are Jaine Lovell-Gadd, General Manager Organisational Services; Ian Gooden, General Manager Infrastructure Services; Louise Miller, General Manager Community and Environmental Services.

Christine Jones is now General Manager Strategy Group.

The successful candidates were chosen for the range of skills and experience they will bring to the team in order to lead the council as it moves forward, says Garry.

'The nature of Tauranga as a desirable place to live and work meant that we had an extremely strong group of candidates for these positions.

'Each of these four individuals is outstanding in their field and I am looking forward to bringing them together to complete the organisation review implementation process and to begin working to achieve the outcomes for this city that its residents desire.”

The four management groups are responsible for the following services and activities:

• Organisational Services: customer services; finance; property services; information management and technology; Tauranga Airport.

• Infrastructure Services: transportation; waste; open space; waters activities; infrastructure planning; asset management and delivery.

• Community and Environmental Services: libraries; building services; environmental compliance; environmental planning; cultural heritage; Baycourt.

• Strategy Group: Council strategy and policies; legal, risk and internal audit; city planning; economic development; Council Controlled Organisation governance and Tangata Whenua liaison.

Existing City Services Group Manager, Ian McDonald and Customer and Environmental Services Group Manager Peter Frawley are finishing at TCC today.

The two senior managers have provided great service to their community and should be proud of their achievements - and particularly their professionalism throughout the organisation review process, says Garry.

Jaine Lovell-Gadd is Auckland City Council's Manager for Council Controlled Organisation Governance and Partnerships. Jaine has undertaken a variety of roles for Auckland council entities including: Corporate and Business Services Director for Waitakere City Council; Business Director and Acting Finance Director for Auckland Regional Council; Property Group Manager for Auckland City Council and Finance Manager for the Regional Parks Service of Auckland Regional Council.

Jaine is a member of The Institute of Chartered Accountants and has sat on a number of boards, including the Auckland War Memorial Museum and New Zealand Green Building Council. She was a founding board member of Leadership NZ.

Ian Gooden is a chartered professional engineer with an MBA from Waikato University. Garry says he brings a wealth of experience from both private enterprise and the local government environments.

He was previously the General Manager of Roading and Projects with Waikato District Council and has also been the organisation's Acting Chief Executive. Ian has previously held senior infrastructure roles at Otorohonga District Council and Hamilton City Council. These positions have been interspersed with roles at Opus International Consultants, Brian Perry Ltd and overseas experience.

Ian was a member of Local Government NZ Transport Reference Group, which was involved with providing advice to the NZ Transport Agency Establishment Board and the Ministry of Transport on proposed legislative changes and the updated NZ Transport Strategy.

Louise Miller is a Corporate Director at Dacorum Borough Council in Hertforshire in the UK. In this role she led a number of customer and community services and health and wellbeing initiatives. She has an MBA from the University of Leicester.

Louise was previously employed as a Performance Specialist for the UK's Audit Commission where she was responsible for ‘value for money' and ‘improvement' assessments for a number of local authorities. As a consultant, Louise managed performance improvement projects for high risk local authorities, including the Metropolitan Police Authority.

She has also worked on an associate basis for the Civil Service College (now National School of Government) leading their change programmes and speaking at National Excellence Conferences.

Christine joined TCC in 2001 as Group Manager of City Directions. She was the Acting Chief Executive from October 2010 to July 2011. Before that she was deputy CEO.

In her current role, Christine has the lead management responsibility for the SmartGrowth strategy and a number of strategic and corporate planning processes such as the ten year plan and annual plans. Christine also oversees the city's economic development strategy and the Council's other various strategies, policies and bylaws.

The City Directions Group has responsibility for Tangata Whenua relationships, communications, democracy, arts and heritage. Christine is a former Audit Director with Audit NZ and is a member of Institute of Chartered Accountants of NZ.

Ian Gooden will be starting at TCC on Monday May 6. Jaine Lovell-Gadd starts in mid-June and Louise Miller will be starting in August.

but how does saving money equate to 2 x senior staff going, and 3 x senior staff starting?, were we paying the 2 way to much(shock horror), and are now getting 3 for 2?, that I can understand.

Is this better or worse and wonder why these people would want jobs in little old Tauranga surely they were better off potentially where they were.Also see a reference to tangata whenua so I guess iwi played a part in the selection process and that should make everyone very very apprehensive. Clearly new CEO Poole should have wiped the slate clean but hasn't grasped that nettle and Tauranga will be the loser. RIP

May be the 3.5 mil. saved from last year will pay their salary. Within a couple of years water and waste will be major issues (they already are) and we have a roading engineer in charge - should be good PR spin coming out of this !!

That is a lot of words to try and justify how good these senior managers are. How about the poor mugs actually doing the work. It reminds me of a cartoon I once saw with about a dozen supervisors and managers, with hard hats, standing and watching one poor sod digging a hole.

I can see a new building costing lots and lots of money that tcc has in its back pocket, or maybe they can share an office in the new centre for the mount!!!
