Huge bill for athletics track

An independent assessment of The Domain athletics track has revealed accelerating decay to the facility that will now need resurfacing ahead of schedule.

The Cameron Road track cost $1.5 million when it was constructed in 2007/08, with the council contributing $330,000.


The Domain athletics track will only last another three years in its current condition.

It was originally expected to last 15 years, but inspections have revealed it has little more than a three-year lifespan remaining.

Most of the initial money was paid by the Tauranga Millennium Track Trust (TMTT) and the athletics community. The completed track is owned by the city council, but wasn't depreciated.

Authorities and the trust are now facing a replacement bill of $790,300 for work that will have to take place during the 2017/18 financial year. The TMTT, however, has no money.

'It's not quite getting to its life time because of general public use and the UV, but that's okay,” says Mayor Stuart Crosby today.

'We are going to put in our Ten Year Plan - what we believe will be half of its replacement costs. We are going to then fully depreciate it so when it needs to be replaced again, the money will be there.

'Then we are going to have a conversation with the athletic clubs about a contribution for the use of it. That will happen over the next six months. Initially we only made a contribution and a trust raised the balance - well over a million dollars.

'We are going to work with the trust to support them finding the balance of the replacement costs so they are on a more sustainable financial footing.”

The council is agreeing to pay half - $395,150 - subject to the TMTT finding the rest. Joint applications are also likely to be made to external funding agencies.

Opportunities for sponsorship and naming rights of the athletics track could also be explored to assist in securing external funding opportunities.

In future, the council will fully fund future depreciation of the track based on the resurfacing of the sprint track at seven years and full track replacement at 14 years, at a cost of $60,000 each year.

This approach provides more certainty in terms of the continued provision of athletics in Tauranga and recognises council's ownership of the track.

Council staff are also set to develop an appropriate charging regime for inclusion in the Users Fees and Charges schedule of the draft 2015-25 Long Term Plan.

Staff will work with the athletics clubs and key users of the track to develop an appropriate charging regime to recover some of the costs associated with future surface renewal. This will be bought back to council for consideration before the track is resurfaced.

The track is free for public use and is used by about 930 athletes each week for club training.

Around 16 school athletics days take place each season involving about 7000 participants and there are about 19 regional and national events at club each season involving 5000 people.

Why is it in this city the poor old ratepayer ends up coughing for every hobby, sport and interest? How come those responsible for the premature breakdown don't pay? My guess is that the ratepayer will have to pay for most of it one way or another. What about all this fiscal prudence stuff that new councillors seemed to claim?

What that really means is that it is going to be added to annual rates for every ratepayer because the athletics have not put aside a penny towards its replacement in the last 7 years (the first 1/2 of the life span originally estimated. The usual carry on here is to just run to Council to get money users pay nothing for anything and everyone else is asked to pay, how great the handout system works my maties .... PS I bet that TECT and Bay Trust are on the sponge list.

Well lets start the ball rolling on this piece of nonsense.The Track was said to have a life expectancy of 15years yet after 6years it is already sub par and after 8years it will be stuffed.No depreciation has been put aside either by TCC or the Trust there are no funds in the Bank and hence the bleating. Well guys put up with it for another 9years start saving some money and start depreciating right now. And no Mayor Crosby it won't 'be all right on the night' -bloody TCC Ratepayers are sick and tiredof it all. Go chase up the consultants planners and contractors and sue them personally for a product that is clearly not fit for purpose because this track does not get excessive overuse by athletes Please stop exaggerating.

Let's put this into some perspective with other sports. What would be TCC's annual budget for maintaining all the rugby, soccer, cricket grounds within it's catchment? And the annual cost of maintaining the athletics track - almost negligible. Would be interesting to compare the annual cost per person of the track to that of other sports. With 930 uses per week, plus casual runners and one off events, the track is a significant benefit to Tauranga and we should be pleased to have this great facility. Yes, it is disappointing that it has not lasted as long as anticipated yet some of this is from additional use - great! As a rate payer (and non user of the track) I am more than happy for the council to subsidise the cost of replacement.

About time Tauranga people learned to live within their means. Sorry to the athletics community but you'll need to come up with the money. Please leave the ordinary ratepayers of Tauranga, who don't actually ask for much, alone.

Surely they can cope running on a not perfect surface - bet they train on them (roads, grass etc) adapt and over come and start fundraising. Also what about the contractor any liability there ? or anyone else

totally agree, while I am dead against the money spending initiatives of our inane council, you cannot have one sporting sector not being supported when others are, I would like to see all sporting bodies involved in submitting plans on the upkeep of all their facilities, here we have another contractor walking away from a sub standard job at our expense, that needs to change!!!!

There never will be, the officials have already made the decision to add everything to rates, it has simply become public now because the Mayor has been provided with a script to tell him what to say and when.
