Two hours free ‘disappointing’

News Tauranga City Council will look at a plan to provide two hours free parking in the central city is not enough for parking advocate Bill Campbell.

The central city retailer has been calling for free parking for several years, and even organised a petition of customers that returned results overwhelmingly in favour of free parking, results later discounted by council staff.

A new proposal, developed by Mainstreet and Tuskany Agency, for a three month trial of two hours free parking in the downtown area, will be put to councillors next Wednesday.

'It's a step in the right direction and I'm mildly excited,” says Bill.

'But it's not over yet. There's still a long way to go. There are no guarantees.”

He's disappointed it's only two hours of free parking and only a three month trial.

'Three months to me is setting it up to fail,” says Bill.

'It needs to be a trial that covers at least three seasons anyway. Winter is always reasonably quiet. They need to cover winter, spring and summer really. That would give us a good look at how it's all going to pan out.

'We haven't had any consultation from Mainstreet. We knew something was up, but they haven't consulted with the members about it, at all. So I don't know how the rest of the members will feel about a three month trial.

'It's disappointing really. Something as important as this - it should have gone to all the members. It's a big ask for the board to take this on.”

In advertising it takes at least three months to get a message across to the public, says Bill, and he believes it's almost impossible to set up systems to monitor its success in this time.

'People aren't just going to jump in their cars and come to the CBD just because they have got free parking,” says Bill.

'They are going to have to have a reason to come as well.”

The proposal is modelled on the two hour free parking system in Rotorua.

Both Rotorua and Taupo have invested in parking discs - wireless in-ground sensors that monitor the two-hour free spaces and alert parking wardens of overstayers. Rotorua installed about 1500 discs in inner city parking spaces.

The Rotorua parking system is run by Smart Parking, an international company that has already put in parking systems in Taupo, Hamilton and New Plymouth.

Smart parking has offered to trial its discs over 50 Tauranga bays, says NZ sales manager Jake Bizant.

Bill thinks the main obstacle to free parking is Tauranga City Council staff. He thinks free parking will go the same way as free parking on Saturday - a parking venture he says was removed as soon as it was shown to be successful.

Any free parking will largely be taken by the workers then there'll be very little of anything for the shoppers.....

'Three months to me is setting it up to fail,” says Bill. This is totally consistent with the contribution by staff and Mainstreet to date, for reasons they refuse to disclose. I am yet to hear any valid reason why the CBD should be treated any differently in regards on street parking, than any other shopping / business precinct. A city wide commercial target rate to cover enhanced cycle, pedestrian and parking infrastructure is the way to go!

You should be very happy Bill, given this huge donation to your business by the rate payers, remember, there is no such thing as free parking, it's just that YOU aren't paying, whereas you should be.

"Two hours free" is, I believe, a huge step in the right direction. "Disappointing" is an appropriate generalisation that can be applied to current Councils performance to date.

Frankly, the shops in the CBD aren't that great anyway. So, 2 hours is plenty of time.

This generosity from council will not stop demise. Why would I go into the CBD when I can shop in air conditioned comfort, with no traffic hassles, sheltered, a choice of food outlets in one place, children's entertainment etc etc? Shift the library to the mall and I would never go to town.


self-destruction and downtown

Seems to me that the constant moaning about parking has a lot to do with putting us off from going downtown for our shopping. I don't like the malls but at least retailers there have got their act together and pay for our parking through their rents. To stop the constant bleating, council should just rip out the meters, not enforce parking rules, and wait for a new "Bill" to emerge and demand meters and monitoring again???

I have been pushing for three hours monitored free parking for a number of years but am prepared to give two hours monitored free parking a trial. My biggest concern is that the Mainstreets offer of a three months trial is setting the whole thing up to fail especially in the middle of winter.We need at least nine months to be able to accurately assess the trial. Murray Guys Comments are on the button but I don't understand where ipodo is coming from when he/she says I should pay.We collectively pay more rates than The Mount and Greerton and because of Councils valuations we pay far more in rent than them as well. The Council will still collect money from expired meters,non payers,no rego or WOFs,leased parking,bus lane infringements,and all the other usual ways they collect money from us. The other option is to meter parking throughout the city.

How come people dont use the FREE Parking in the two Car Park buildings on Saturdays. You always see people driving around looking for a space on the street and then have to pay.
