Easy fines to save lives

How bizarre for the police to place speed cameras on passing-lane straights, and then claim that it is not revenue-collecting?
Prompted now by the proud announcement of the several hundred speedsters who have been nabbed speeding past schools, I ask the question “should pedestrians be fined so as to help save their lives?
Eg: there have been literally dozens of times recently where I have seen pedestrians wearing MP3 headphones, who have blindly stepped off footpaths into the path of moving vehicles, because they were “out of this world” deeply engrossed in their music, and many of them school kids?
Yes, the same goes for drivers, who have been “out of this world” while driving with their headphones on. They do not choose to “share” their music like those we hear with their boom box stereos, however, be aware that those little headphones are so efficient now, that they are producing the same volumes as car speakers. The stats show that a high percentage of young drivers killed by trains at crossings have either loud stereos or headphones on at the time.!
Lastly, be well aware that in a court, it is the poor car driver who not only has to live with the memory of someone dying under their wheels, but also that there tends to be a form of blame on the driver?
Should fines apply to headphone-wearers to encourage them to live longer? Difficult one aye?

Most speed tickets (hundreds) issued at Mount College ( a dodgy TCC bylaw -probably invalid ) and at Greenpark Primary. In both cases speed should have been left at 70kph. FITH.
