Tauranga's paperless parking plan

Council staff are assuring customers the change-over to a paperless parking system during April will not adversely affect customers.

From April 3, customers will be asked to enter their registration plate number when paying at the new parking machines.

The machines will send that information to Tauranga City Council, enabling parking officers to check each vehicle's parking status according to its registration plate. No ticket will be issued by the machine for display.

City council staff say the city's system does not connect with the Ministry of Transport's computers. They cannot tell if the vehicle's warrant of fitness and registration are current.

All the standard payment options remain. Customers can still pay with cash, it's just that the machine no longer give a ticket to display.

That's what's changing. If you've paid and entered your registration number, it'll be in our system.

Shifting to the paperless system will save people the hassle of returning to their vehicle to display a ticket, says city council transportation manager Martin Parkes.

'You will be able to pay and walk away without going back to the car. You will need to know your licence plate number or have it written down. Parking officers will be on hand for the first few weeks to help people get used to the new system.”

The change is happening because the banking industry requires the council to upgrade the credit card function on all parking machines by June this year.

'We're taking the opportunity to future-proof the machines at the same time.”

It will take about a month to change over all the machines to paperless, starting April 3. The outer machine shells will remain, with the internal units being swapped for the pay-by-plate consoles. The total number of parking machines will reduce from 153 to 110.

'People won't have to return to their cars to display tickets, so we can increase the distance between each on-street parking machine,'” says Martin.

"The paperless system will also save the council a lot of maintenance. Most maintenance issues are caused by paper jams in the machines."

Bylaws and Parking team leader, Stuart Goodman says a parking payment app introduced last year has already demonstrated that people can adjust to paying for parking without displaying a ticket.

'PayMyPark is a handy app that lets you manage your parking remotely,” says Stuart. 'More people are using PayMyPark each month. Two hundred new users have signed up since January.

'It can be a bit unsettling the first time you walk away from your car having paid without displaying a ticket. But people get used to it pretty quickly and seem to prefer it.

'Building on the success of PayMyPark, we're looking forward to the whole system going paperless. It will be more efficient for our records and enable us to verify customer queries quickly and accurately.”

No mention of rego and WOF checks

If vehicle registration details are being provided to the City Council then it seems logical that these will also be checked for compliance, as in 'current' at the time of entering the details sending an immediate advise to parking wardens. Of note is that some councils, Rotorua for example, have saved there motorists and ratepayers $millions by retaining coin in the slot and twist the knob meters from yesteryear, the new technology proving extremely expensive to manage, maintain and replace.

Not Broken - Why 'Fix'

Well it will be really 'fixed' now. Thank you 'Caveman' for your information above. What a hell of a rigmarole and at what expense? I thought the move was to dispense with traffic wardens but this appears to be incorrect. Hopefully 3-5pm will be still be free - though probably not!

After seeing what they do in Taupo I was wondering what is wrong with Tauranga. What a brilliant idea. Each carpark has a monitor, similar to the technology used when you enter the Bayfair parking garage. You are allowed an hour free parking. If, after that hour, your car has not been moved, the parking warden will be informed and your car can be expected a visit. Now I know this system does not allow longer term parking, but for that there are parking garages/lots available. At least using this system in some streets like Devonport, Grey, Durham, Elizabeth, Spring and maybe further, will bring back much needed consumers that want to pop in and out of town for some reason, getting some turnover. Some income will still be generated from those that overstay their hour.

Yes it's just another step in the process to control you. Next step after a suitable time will be WOF & Rego check and then ultimately an automatic ticket if you exceed the time allocation. This will soon pay for the new system as they can do away with the wardens

Agree with Murray Guy, they TCC dont care about us, this was PROBABLY signed off by so called out going Mayor, whats going to happen with all the old Meters,it just replaced a few in one of the avenues,my gosh, they will not need meter maids now with this,Probably hire another 6 people to run it, if not more, there will be a lot of big MESS UPS with this,this is absolute rubbish, who is the person that wanted this,someones TCC buddy has probably got the contract,immmmm,this will cost $thousands to bring on line,gosh when they get their new BAUBLES it will all have to be moved to there, NO ONE CARES,my thoughts only,Sunlive you are No1,10-4 out.

If the Council really wanted to get the CBD busy again it would do without meters all together or make it more reasonable to park in town , not penalize the public all the time!
