Under fund those three areas alone and a surplus would be inevitable, but it's just a Walter Mitty surplus really.

West Auckland Police, for example, are staffed with the same number of police and run the same number of cars they had 25 years ago. Now there's a classic example of under-funding considering the crime statistics and population growth in that area.
