Council's $900K computer deal

Tauranga City Council staff have obtained permission to make a $900,000 computer deal, without going through normal purchasing channels.

Council granted the exemption to its normal open procurement rules before Christmas, so staff could take advantage of a $900,000 bargain on computer system upgrades.

In the report to council, chief information officer Grant Strang says both Spark and Dimension Data submitted a solution and a plan, when approached, and both included prices and a price breakdown, even though the price was not requested by council staff.

Staff took the issue to council because the lower price is unlikely to be repeated.

In the information and communication technology world, when a large complex solution is requested a vendor will approach their preferred manufacturer and register the opportunity to secure the manufacturers support price for the project, says Grant Strang's report.

'Once the price is registered no other vendor in NZ will be offered a better price from that manufacturer for that registered opportunity.

'We are trying to be prudent. We didn't make a mistake, but we are in this positon where we do have pricing we would like to move on.”

To obtain the ‘just under $900,000' price the order had to be in before Christmas. The price would also be going up at least 20 per cent in the New Year, council staff were told.

The price increases will also impact the final pricing solution of the VDI solution council requires by about $150,000 + GST due to adjustments to reflect current exchange rates with USD. Globally the majority of the ICT infrastructure equipment is based on USD.

The council's virtual database infrastructure is the physical information communications and technology providing city council contractors and staff with access to the council's VDI environment.

The VDI procurement is required to add capability to manage forecasted growth in council ICT environments. The council now requires 64 bit processing to meet the needs of business.

It's currently using 32bit technology which is no longer fit for purpose.

The 32bit computing cannot support the ICT systems that council business units now require to deliver services and drive the digital platform strategy, says Grant's report.

The buy will allow staff and contractors remote access, hot-desking, open plan workspaces and skype type conference calling.

The upgrade to council computers is budgeted for in the council's Long Term Plan.

when all TCC needs is staff, from what we are seeing more of in recent times. 'without going through normal purchasing channels' because they fell for the 'price won't last/will go up' line. Come on, Spark et al are always up for more business, and can be pushed for best price any time. Not denying a possible need for upgrade of bit technology, but what happened to good old fashioned bargaining, at the right time?

It just proves once again that council staff don't have the business acumen or to deal with these matters or the wherewithal make these decisions... Hardware prices ALWAYS go DOWN in the new year, not up...andthe rest of the package is not going to change either..once they have it in hand what would make the price rise..they WANT to sell what they have already worked on. Which idiot fell for the salesman's price pitch? When are we going to see proper oversight from this council?...I guess when we get rid of the incumbent "yes man".

Wise words nerak! The same principle could be applied to any purchases where a "bargain" is offered. Just because Christmas was looming does not give licence to bend the rules. If the company really wanted the nearly $1m deal, it could have been put on hold. I'm sure that would have been possible. They would likely have been very accommodating in order to clinch the deal and allow council to stay within its policy. One is led to treat such arrangements with some circumspection...

Having worked in the datacom industry back in the UK I find this story to be unbelievable. Fact, there is next to no margin in hardware sales these days, the margin is all in training, implementation and tech support. Government procurement has very regimented procedures and those that are involved in these procedures have to be trained and show that the procedures are run by the book. This is to stop any issues of cronyism or indeed fraud coming into the business deal. For TCC to forgo these strict and very important procedures is insane because the first thing anyone should be asking is who were the individuals responsible for this decision and what right did they think they has to make these buying decisions outside the loop? So Sunlive, please follow this up, I personally would like names.

After working in Tauranga City Council IT department for several years - what is being said here makes no sense. Only one price. A price not asked for but offered and then accepted - under a time pressure - using the guise off normal in the IT world. Looks very very wrong.

Yes Overit, you got it right, from memory it was done secretly a week before the 2013 elections and kept a secret until halfway through 2014. AND it was nearly $1.5 mil. In fact a whole new computer system was purchased because the salesman convinced the communications manager that the current operating system (XP)would be compromised when Microsoft stopped supporting it the following April.(2014) The "new " system had the Windows 7 operating system.... remember this was October 7 2013... on October 17, yes ten days later Microsoft released Windows 8.1 for distribution. However it had already been released to manufacturers in August 2013. If the council's IT department was up with the play, and had waited 10 days for 8.1, they could have upgraded to Windows 10 in 2015 for free, as everybody else did.

as reported by Cr Bill Faulkner on 28-3-2013 Six monthly report from Council's shared services company BOPLASS. This initiative is saving its nine members councils a lot of dollars we were told. For example TCC saved $1,102 million in contract savings last year. This has the potential in years to come to rationalise many council services giving measurable savings that amalgamations of councils could only dream of. It will take time, but for example if all member councils gradually change to the same computer systems there will be savings in bulk-buying.Unlike Auckland which is leaching millions in computer systems alone because some cities within the city had incompatible systems. Does BOPLASS still exist?

Hmmm...lets look at some facts. Back in Oct 2013 a secret deal to upgrade to Win 7 from Win XP was publicised (http://www.sunlive.co.nz/news/75539-hidden-13m-it-deal-surfaces.html). This was for 1.35 million of unexpected confidential upgrade just before new councillors were elected. The upgrade was stated as being for improved backup capacity, improved security, WinXP->Win7, to future proof for further business according to Frank Begley. The move to Win 7 64 bit does not itself need more memory compared to Win7 32 bit. The mention of virtual database infrastructure is probably meaning virtual desktop infrastructure (VDI) so this relates to the OS (Windows 7) which was already upgraded in Oct 2013 !! The remote access, hot desking, open workspaces and skype don't require themselves more memory compared to a Win 7 32 bit desktop. The only thing common between the Oct2013 and this spend is the "new management" of Grant Strang & GarryPoole.

There is something REALLY WRONG with what is happening here. We have not had these "unexpected" spends of this magnitude before 2013 in IT. One has to ask where is the cost saving with what is happening. There are about 500 staff at TCC and the $900,000 would get you a new computer & monitor for everyone !! VDI is supposed to work out cheaper than physical desktops but we appear to need $900,000 just for "expansion" not a complete replacement of desktops. There are some very dodgy things happening at TCC and while the 1.35 million in Oct 2013 never mentioned the supplier I wonder if, out of the two suppliers mentioned in this article, if it is once again possible both have been to SPARK. If so that is two "special & confidential" spends to the one entity.

Just in response to the query by nerak as mentioned in the article this is a VDI structure. All the desktops are virtual and users connect using special $600 units that don't run a normal OS - just provide a network connection to a desktop. Standard VMware offering. As such there are no PCs being replaced. It just an upgrade to the virtual desktop infrastructure that was "future proofed" with the Oct 2013 purchase. Hence my comparison of what this is costing to the cost of buying PCs. Sounds like we are spending enough to replace all the PCs but that it is probably to provide VDI desktops to a few users (maybe 100?). That's only $9000 per desktop (excl licencing for OS/Office etc). If the same provider is engaged as with the oct 2013 I really do believe kickbacks are part of the formula for the "new management".


Win10 Upgrade & BOPLASS

Just in response to CC8 about the windows 10 upgrade if you are win7, win8, win8.1 you are eligible for upgrade for home users. This is different for big companies which typically have "software assurance" so already have this entitlement. It is essentially a Microsoft Enterprise feature. BOPLASS still exists but does not appear to have one much over the last year. So, what is the step we as ratepayers need to take to demand, and get, satisfactory answers as to why such spending has yet again happened without correct procedure? Now you have two tasks left, First: On this deal(s) they have spend $2.25m in two or so years, how much over spent is that?. Second: Now apply that to the rest of TCC and you will find that you then have a small hint of the huge amount of waste, overstaffed and so on that is really TCC. PS TCC staff numbers are way more than "500 odd".

Yes my point exactly ,a 7 year old with a home computer knows all this,but do the TCC staff have the wherewithal to make sure the council actually has software assurance, AND if the council does indeed have it does the staff know what it means , or do they just want new hardware...maybe touch screens or something??? As far as windows 7 OS goes , that is what the communications manager presented to the council at the time....if his advisers and suppliers were being straight-up and/or he had any nous, then he would have been talking about 8.1, regardless of the software assurance or any other matter. It remains a fact that the council has been led by the ears ...twice. I bet the sales rep is coming back to work with a big fat commission cheque for the first month of 2016.

The reason why companies will keep knocking on the door of Grant Strang and Garry Poole is that they keep getting large amounts of money. Its the rule that states "A fool and his money will soon be parted.". I would prefer to call it the law of the LOWEST COMMON DENOMINATOR. Whereever the lowest level of intelligence is the contractors will keep coming back to if they keep getting money handouts. Only difference here is that these fools are getting paid about $347,000 (Garry Poole) and I imagine around $180,000 (Grant Strang) to make these informed decisions for the community. You have to wonder how many further iterations of special grants we have to go before we are business ready ?

Do TCC still employ contractors from Spark to make recommendations that they don't trust their own staff to make? Do those contractors often recommend equipment that can only be supplied by Spark? Do those contractors receive a commision on these sales? Does TCC still consider this to be an acceptable practice?

Hi Confused. If what you are saying is true I believe the IT department has descended into a sorry state. Contractors are not some special god that know all the answers. Often inhouse staff will know more about the balancing act needed with spends. If what is say about Spark making the recommendations, getting the monies and getting a commission as well I think that is disgusting. I cant see how that is inline with any council process with regard to prudent, transparent and fair process. I don't consider it acceptable at all. I think members of the public need to contact their councillors and ask some questions about what the hell is going on.

Yes five of our so called representatives, NONE of them answered their phone. Only one returned my call...He was out of the country on private business, but I have an appointment with him when he returns. I recommend calling some Councillors . It won't waste much of your time because you are unlikely to get a reply..just leave a bunch of messages...the contact numbers are all on the TCC website.
