Concern over Hewletts Rd lights

The New Zealand Transport Agency have admitted to altering traffic light phasing on Hewletts Road in Mount Maunganui following reports that traffic is waiting longer than usual for a green light on Jean Batten Drive and Aerodrome Road.

And one caller to SunLive has owned up to being so frustrated by the wait, he purposely runs red lights in order to avoid delays at the busy intersection.

'We have been working with Tauranga City Council to improve the flow-efficiency along this major arterial during peak periods by giving Hewletts Road more priority ‘green' time,” says Transport Agency Journey Manager Nigel D'Ath.

'It means vehicles on some of the side roads will have a longer wait to get onto Hewletts Road, but once on the main road travel times should be improved across the board.

'The recent changes are being closely monitored and data collected in order to assess their effect in due course.”

The Transport Agency has been aware for some time that peak traffic volume on Hewletts Road is starting to impact the efficiency of the road, says Nigel. He says Hewletts Road is part of the ‘nationally important' road network.

Ross Darrall works in the affected area, and says it's only streets on the south side of Hewletts Road that are affected.

According to Ross, traffic turning right out of Jean Batten Drive only gets to move only every second phase. Around six vehicles currently make it across before the lights change – provided there isn't a truck and trailer or a tanker in the queue.

Airport traffic going into town has a left turn arrow which operates during every phase.

And at Aerodrome Road on the airport side, about 13 cars get out on every second phase, says Ross.

But it's a different story on the other side of the road, he insists. Traffic leaving Maru Street gets the green light on every phase and there's time for up to 15 vehicles to enter Hewletts Road.

It's the same on the north side of Aerodrome Road. Vehicles can exit on every phase, and some are also short-cutting through Pitt Stop and avoiding the lights altogether.

So far Ross has complained to the mayor and city councillors.

In one of his emails to city hall, Ross says: 'Maybe the council should publicise the change in traffic lights phasing so that residents and commuters can see the council is so good at causing more traffic congestion than there really needs to be.

'If council staff and councillors had to travel out of these roads regularly then I am sure they would be as frustrated as everyone else who uses this intersection.”

Another driver who contacted SunLive, who wishes to remain anonymous, says his frustration has reached the point where if there's nothing coming, he will now jump the red light.

He also says it encourages taking the left turn at Hewletts Road and U-turning at Waimarie Street.

Questions to council's transportation manager, Martin Parkes, were referred to the NZ Transport Agency, who look after the road.

But in an email to Ross he says allocation of green time is based on maximising throughput of traffic for each phase of the lights.

A recent review of the Hewlett's Road corridor highlighted inefficiencies, including too much time being allocated to side roads at certain times of the day.

'Hewlett's Road is one of the most strategically important parts of the city's roading network,” he told Ross, 'and will always receive the highest priority for the most ‘green time'.

'Unfortunately for some drivers, this will be at the expense of side road traffic.

'The recent changes are being closely monitored and data collected via our Traffic Control Centre. Once this information has been analysed, there may be tweaks made to the current signal timings. In the meantime, thanks for contacting us.”

In the council newsletter this week the city council advises:

'Traffic light signalling along Hewletts Road has been adjusted to keep traffic flowing more smoothly during peak hours.

'The new timing only applies from 7am–9am and 4pm–5.45pm when traffic is at its heaviest.

'The trade-off for giving Hewletts Road more ‘green light' time during that period is a longer wait for vehicles that are on the side streets. Council and NZ Transport Agency are monitoring the timing changes and may make further adjustments as needed.”

Questions to NZTA about the resulting unsafe driver behaviour remain unanswered at this stage.

There has also been no response to Ross' question about why it appears only the south side of Hewletts Road has suffered delays.

The transport agency can not organise a fight out of a paper bag. I regularly come over the up up and over and down onto Hewlellets by aerodrome road early hours of the morning only to find red lights on Hewletts and no one coming out of sidestreets. In fact no one else around. I also see blatent red light runners who one day will kill someone.

Pillor me if you wish, but I see the two bus lanes as a waste of valuable road lanes. I have seen many times no buses using either lanes along Hewlett's road. Of course the bussing folk will disagree, but opening these lanes up to all would make a huge difference.

Currently there is tailback passed the classic flyers car park waiting to get out by Bunnings(10.55am Monday)I know this because work down jean batten drive and I agree it is very bad and you can see people losing their tempers on a daily basis.


Bus Lanes

I am one of those adversely affected by the changes to the lights and have been in contact with the council. Personally I believe the biggest gain to be had is the review the inefficient bus lanes on both sides of Hewletts Road. There is no need for them to be 24/7 - even the inclusion of a T2 (2 or more passengers per vehicle) would alleviate congestion.

...there is the wonderful phasing at the Hairini and Welcome Bay roundabouts/intersections where the day phasing still operates at midnight! Lovely sitting there with no traffic coming but you have a full phase red light!

If you want to see lights working day phasing at night try the Brookfield debarcle - sorry roundabout, Elizabeth St and Cameron Rd,11th Ave and Cameron Rd, Marsh St/Chapel St and Waihi Rd and Birch Ave lights. These are all so bad that I wonder if the so called traffic engineers employed by this council and others ever leave their offices to actually get out there to see what is happening. or are they to busy sitting there scheming up where to put the next brightly coloured set of traffic delays

been going on over this for years to no avail, Martin needs the boot and so does his side kick, again with Totara st which can be backed up to Hull rd when the Hewletts is not even busy

I've got this on my dashcam, the situation is hazardous. Pulling out of bunnings, then right onto hewletts....the lights are red for nearly 3 minutes, then turn green for 5 seconds. You really have to say idiotic when it is such a shambles!!!

Simple point is, that an arterial road is routed through an industrial area - dumb-as. Allowing free-left turns into the bus lanes would help a bit, the users then obliged to try and merge-right out of the bus lane, otherwise just keep going. Problem created though is that left-lane traffic cannot drift to the left to turn off if the bus lane is full. Stuft! Only step, drop the bus-lane status and allow free left turns onto Hewletts Road; a bit tricky though as off lane bus stops would have to built! Sigh. Now we need an elevated road for through traffic or divert harbour bridge traffic down the airstrip. Solution - we need another harbour bridge; Where's Winston when you need Him - gone up-north for a while to make paper bridges.

I suggest to you frustrated motorists that if you enter the small lane between the car sales on the corner and Green Foods then you exit onto Hewletts rd at Shell or a trucking Company. You then go back to the intersection of Hewletts/Jean Batten Place and Maru St and then do a u-turn which will take you back up to the flyover. This may stuff up traffic leaving Maru st but at least you will get out of Jean Batten place quicker. Likewise leaving Aerodrome Rd, go through Firestone yard onto Hewletts Rd and then do a U-turn at Maru St

Bus lanes remain important especially when you look at the tight time frames the council expect those drivers to keep in order to keep to timetable. People using the buses are the first to complain when they are running late. Without the bus lanes, those buses would never be on time. I'm not a bus person by the way, but I do know how tight those timetables are as they were a constant issue when I was driving them. Council make those rules as well, not the bus company.

Well i find Hewlett's Road drive in to work and home is great now since the "change"...Just think about it...how many cars on the side roads vs cars on Hewlett's? who do you think will get more time? also..side roads are mostly dead ends anyway so they can wait.

Im still finding at 5 in the morning when coming over the flyover from Maunganui road onto Hewletts the traffic lights are always red on Hewletts and nothing there on the side road.

I just called council, they explained its a fault on the side road being fixed. So you think Hewlett's is better now? we cant all have green..lol. if the side raods need time then us on hewletts stops and therefore no one wins. right. Also just call the council, its easy, they were ok and explained things well..its not hard. better than just comments on here.

I also asked them to straighten up the overhanging lights that had been turned by the wind over a month ago. They are all up and down Hewletts.

Yes its the same in aussie. Turn left on red if clear after stopping. Works really well. Clearly we are not world leading....
