Preparing for choices over mould

Tauranga City Council is preparing the ground for the eventual repair or replacement of the leaking and mouldy civic campus buildings.

A project steering group is being prepared with three councillors appointed.

It was originally going to be two councillors but another was added after John Robson asked where the council was with the project steering group in terms of responsibility to the community.

'We are in fact the people who represent the community,” says John.

Bill Grainger's suggestion of four councillors wasn't taken up. Councillors Gail McIntosh, Bev Edlin are nominated, with mayor Stuart Crosby as an alternate.

The appointments follow a council decision on June 1 to start a new project using robust business case methodology to assess all the strategic issues and responsibilities associated with the future of the campus buildings.

Reports available to councillors show the city council buildings are bad enough 'to warrant consideration of options other than remediation of existing buildings”.

Stachybotrus mould was discovered in the buildings on December 15, forcing the immediate evacuation of many staff.

Chrysosporium mould was also discovered and now most council staff are located in rented offices.

The council buildings leak and may not be able to be economically repaired. The upper stories were built over leaking lower levels with the hope that would stop leaking. It didn't.

The second floor of Block A was constructed in 2003/4 in an attempt to rectify previous weather tight issues, but the asphalt surface of the carpark deck wasn't sealed before construction of the second floor.

The balcony outside council chambers has numerous cracks allowing water in. Dye testing couldn't trace the water internally, which suggests there is a void between the second floor and the original car park deck which is acting as a reservoir.

Submissions made during the Long Term Plan process made good cases for knocking everything down and starting over with a purposely designed and built city centre and plaza linking with the Masonic Park and waterfront.

The council has set aside $2 million for building contingency issues, but announcing the project steering group means the council is considering all the options.

A PSG is required when the total project value exceeds $5 million, or where the project is a discrete part of a larger project more than $10 million project, where the project involves a significant degree of political or organisational risk, and where the project is subject to significant public interest or scrutiny, and is linked to other significant projects with a high degree of inter-dependence.

Staff advice is the civic precinct project is expected to cost more than $5 million. It will be subject to a high degree of political risk and public scrutiny and is linked to other significant projects that have been approved through the 2015-25 LTP including the proposed car park building and city centre investment.

Staff are in the process of scoping the project brief for the project and developing the project plan and project structure for discussion with the Project Steering Group.

eMove out of the CBD and rent. A small front office in the library complex to pay a bill. The old building comes down, the land sold. This would pay many years of rent. No obligations to the ratepayer to fix issues. Why do they have this idea that we must own?

It's cheaper for ratepayers to own at a local government rate of 4.5% than to lease at between 6-9%

Because councils and governments can access finance cheaper and in larger amounts than than the private sector due to having a guaranteed income. Some large businesses can and do own their premises as the capital uplift is part of their business model. Also government entities can stay in the same place longer and don't need to move due to market forces. E.g. The old town hall was built in 1914 and TCC is still located there uninterrupted today.

Can you convince me that any other commercial operation would have made such a song and dance about what is probably in 80% of our buildings? Its Mould guys clean it regularly and stay on top of it. Would the Port, Trust Power, Balance or any other of our strong solid businesses in Tauranga spend this much time and money P*issing about. They want a new Ivory tower and they will get it

Read Steve's reply properly mate. Businesses obviously can't borrow at 4.5% local govt rates. Hence better sense to buy at cheaper rate.

Stop this misnaming please read the damn dictionary a 'campus' is is the grounds of a college or university and this is City Hall or Council Chambers. By no stretch of the imagination is TCC a place of learning quite the reverse in fact.We were initially told this was a tens or hundreds of thousands $ fix it job now it is touted as terminal and a full rebuild is on the drawing board.This is a travesty and blatantly the early releases were misleading.Lets identify those responsible for this building mess and take it from there.Before we launch off on the building programme lets just check and see if we might not run this outfit better from the Beehive.!!

I think you misread the market, those who are in real business (Not TCCC ever) know that minimizing he costs is best, TCC has the opposite philosophy and are really good at it by the looks. Add to that TCC's avid supporters who want to merge local councils so as to get a higher pay packet for no reason then the reasons to rebuild dissipate completely. It wont be fit for purpose then, I mean any purpose.

So where is this one of a kind one off mould/mush going to end up- probably at the rubbish dump without any accountability or any blame being attributed to any one other than snide sideway glances.Interestingly I see a head poking around a door to an area marked "area sealed no entry"- TCC can't even obey its own rules not that there is any surprise in this.

Evidence is always important, least we forget Kaipara, the rates, the debt and the decisions peddled as good for the community, we just know they need it... so spent it, borrowed it and before you know it the rates doubled again. Didnt someone on here predict this was going to happen. I remember reading that some one predicted total demo and rebuild when the council first looked at cost to fix problem..... No suprises there.

See the dreaded fungis has spread to Food Bank - the reason is pretty obvious looks like no TLC or maintenance done since it was built and cleaning the spoutings and drainpipes would a good start.Try it out may be in for a pleasant surprise.

It is not about fixing it, it is not about wanting to have a nice pretty new building. Even though only a few years old (some of it) they will and will always create a way to have what want regardless of being the best decision or not. The word is that the scheming and planning is well under way to fully demo and rebuild. Guess that the public will be advised about it all in good time, after they all have decided to spend what ever they want to "nice to have" wish list.
