Grumbling bellies and bylaws

Seeing children, including her own son, go to school without lunch has prompted a Tauranga woman to act.

Despite curveballs being thrown at her in every which way, Sheree Gundersen has found a backer her ‘el cheapo' lunch boxes.


Sheree Gundersen wants to help families who are struggling to provide school lunches for their children.

For just $2 a day, Sheree will provide a vegemite sandwich, an apple and orange, some carrot sticks, a roasted nut bar, a couple of rice crackers and a small bag of crisps.

Sheree, who lives hand to mouth and has had to send her son to school with no lunch because she had no money, came up with the idea after a friend set up a similar initiative in Huntly.

'She doing 80 lunches a day so there's obviously a need.” The friend adds a homemade muffin. 'I'm going healthy.”

However, the simple idea hit a speed bump early on when Sheree was told she needed a registered approved kitchen to prepare the lunches.

'I simply want to make a vegemite sandwich for some hungry kids. It's a blimmin' sandwich and I can't understand why it's such a big deal for everyone.”

Sheree says Tauranga City Council have put up barriers left, right and centre.

She needed a place to construct the lunches and did the responsible thing by calling the council about food safety and the bylaws.

'A nice lady named Rose understood it was a not for profit project and wrote me with forms for a fundraising food stall permit. The annual licence was $120.

'She also said she would be keen to hear how my project progressed. She was lovely and helpful.”

But the tone changed when Sheree sought council clarification on a couple of issues.

'A man told me to forget whatever anyone else from the council had told me. Even if it was ‘not for profit', I would still need a registered approved kitchen.”

Sheree says she is not cooking food, she's not handling raw meat.

'I am buttering two bits of bread. I just want to make some hungry school kids a vegemite sandwich. Fill some empty tummies, not go into business.”

Sheree was told "no" because the national Food Hygiene Regulations requires all food prepared for sale must be made on premises registered under these regulations.

Not-for-profit charitable organisations can provide food for donation in a non-registered area such as a domestic kitchen on payment of $120 for a fundraising food stall permit.

The $2 is the crux. It constitutes ‘selling' and so Sheree's school lunches fall under the regulations for commercially prepared food. So her lunches have to be prepared in a registered kitchen.

The Tauranga City Council insists its advice to Sheree on the strength of one phone conversation was correct.

Frustrating, because the rules don't take into account the circumstances and the intent – but the advice was correct nonetheless.

But not all is lost.

'Hell of a Hangi”, a popular takeout and catering company, opened its premises and kitchen to Sheree.

'They are wonderful, good hearted people who are giving something back.”

Sheree says they have a full commercial kitchen and food handling certificates.

'They have everything that is required by law.”

So she says she might have circumvented the council requirements and expensive permits.

'The kids are getting heaps of help, heaps of supports from heaps of people and I am thrilled.”

Like the person who has set up an automatic payment for $10 a week so one child will have a school lunch every day – every day!!

Sheree says a graphic artist has created some 'awesome Facebook posters - one saying coming soon, one saying order now”.

Another person has offered to sign write her car – she doesn't own one.

'And I don't drink or smoke either – can't afford to.”

However, she says is disappointed the council didn't cut her some slack.

'This didn't need to happen.”

cant get my head around families who cant afford food for their children. Im a single mum who only works part time, owns car that is always has a current w.o.f and rego and theres never a week I cant afford food!! maybe the fact I don't drink alcohol, do drugs or smoke cigarettes helps.....

Go for it Sheree. After reading of your frustration with TCC (Yes, they do specialize in putting up barriers rather than assist open a gate) and the support coming from Hell of a Hangi at Greerton on Cameron Rd, I popped down to pass on my appreciation and purchase a 'hangi'. Incredible feed BUT wasn't expecting enough to feed the Hapu ... still bloated 12 hours later!

They don't even enforce the health policy they have. Ive been at a restaurant recently the kitchen was a disgrace, it had mice running around, mice droppings everywhere a hand basin that was blocked food exposed and food containers covered in droppings and pee and there was the certificate from TCC saying its passed health requirements. How about enforcing existing rules before picking on a person whose trying to make a difference for those in need.

"Loaves and Fishes" supported by St. Vincent De Paul already provide school lunches to anyone who wants and KidsCan provide fruit and nut bars and free milk and fruit is available to kids in low decile school so there is already a heap of support out there to parents who cant cope. Even New World Gate Pa provides a choice of 5 items for $5. Maybe cheaper to buy a loaf of bread for $1 and make your own. Good to see that someone is trying to help but parents already don't need to take much responsibility for their kids.

Kudos to "Hell of a Hangi" I'll be going there to express support (and I LOVE hangis...). TCC are such an easy target I'll make no comment, except to say that we need the protection of hygiene Laws and it is a shame when they block a worthwhile cause like this. I was sickened by what sheild reported; hope the appropriate authorities were notified. I can't understand WHY anyone would go into the food business and NOT observe strict cleanliness... doesn't that go with the territory? If you're a lazy uncaring slob, don't sell food to others. All of the decent establishments will now suffer because we don't know who sheild was talking about, and we can't know if the situation was resolved. Good luck and "well done!" to Sheree.

Good story but Sheree why the small bag of chippies? There is already a muesli bar full of sugar and it looks like a couple of rice crackers which are full of flavour enhancers. Chippies are not healthy and very addictive to kids.

It is such a lovely thought, from a kind heart BUT even making vegemite sandwiches is a business and IF 'something' did happen to one of those children, the parent paying $2 would be the first to sue. Parents are the ones who need educating on budgeting and meal planning. Making your own food is much cheaper and healthier than buying takeaways. As Angel74 says it is possible to feed your children, if priorities are right. Food stamps would solve the problem of the benefit paying for luxuries over essentials. If essentials like alcohol, drugs,take-aways and softdrinks and the latest mobile phone are required, they must be budgeted for, that may need waiting until they can be purchased. Food for children is essential!!! Responsibility lies with the parents. Respect and responsibility would be handy attributes too. It is not council/government's job to feed and raise your kids.

If kids are going to school hungry, there should be an investigation into the household to find out why. Is everyone in the family going hungry or do the kids wake up too late to eat a breakfast? Sick of sob stories without all the facts

The question is how do we help the needy without supporting the greedy? How can we offer help without it being abused by people who are simply lazy, selfish and greedy? The answer is, that we can't. Food and clothing for children SHOULD be the top priorities for anyone who is responsible for them. If self-indulgence, laziness, and the chance of a free handout are more important then you should not have kids. Sheree has seen a need and others have stepped up to help her meet it. It is commendable, but the real problem is parents who won't take responsibility and are happy to rely on the goodwill of others. Until THAT problem is addressed, we will see deprived children and generations who EXPECT others to look after them. The world does not owe you a living; earn it, then help others to earn it.

But where is the $2 coming from- if parents don't do lunches now hardly likely to give the kids $2 each for a lunch every day.Kids will soon get sick of Vegemite sandwiches every day and don't think small bag of chips is good value, a good look nor nutritious.One thing for sure TCC are something else again.!!!!!!Good luck with your efforts.


Try a club

No, not that sort of club to hit TCC around the ears, although they deserve it, but if a School Lunch Club was started which provided FREE school lunches and had a membership fee of $2 per day, then Sheree wouldn't be selling anything except memberships, and last I checked you don't need a registered kitchen to sell memberships to a club.
