Tropical house poised to go

The closure of the Tropical Display House in Robbins Park continues to look imminent unless a volunteer community group comes forward to look after the attraction.

Tauranga City Council's $100,000 cost-cutting exercise was among the hotly contested topics that stood out from the public's Long Term Plan submissions earlier this month.

In the near future, council will begin their three-day Long Term Plan deliberation process, as they consider some 654 submissions and petitions. The deliberations are the next step before the LTP is finalised on June 30.

The display house has been a prominent feature in Robbins Park since 1954 when it opened as ‘Begonia House'. Prior to this it was the borough glasshouse.

Council outlined that the tropical display house would close next year unless people were prepared to step up and take over the management of the 60-year-old building.

They believe the facility is underutilised compared to other facilities operated by Parks and Recreation.

Options to reduce the tropical plant display hours were first considered in the draft 2014/15 annual plan, but a decision was deferred because councillors said at that time that it hadn't been highlighted in the consultation process.

In total, 73 submissions were received, with 28 supporting council's stance while 37, plus a 543 signature petition from the Tauranga South Garden Club, opposed the closure.

According to a council report, it is recommended that the display house closes once its contract expires on June 30, 2016.

This will save $70,000 in the first year (after demolition costs) and $100,000 annually from then on - an average saving of $1.80 per ratepayer.

However, council have admitted they would consider keeping the display house open if a volunteer community group took over maintenance and operations. This would require community funding for plants, operating and any additional costs.

There would also be health and safety considerations for volunteers.

The third option is to leave the Tropical Display House operating as the status quo. This would cost council nothing in 2016, $69,350 in 2017 and $96,350 each year from 2018, as well as an estimated $100,000 to upgrade the building.

Tauranga Mayor Stuart Crosby says at this point in time, the display house's closure is the recommended option, but the question could also be asked whether Cliff Road is the most appropriate location.

The Tropical Display House will be discussed at 1pm next Wednesday.

This is absolute nonsense and clearly a smoke screen for an agenda yet to be officially disclosed. The costs allocated are ridiculous to the extreme and insignificant compared to the constant stream of ratepayer dollars feeding consultants and dust gathering reports in response to staff and elected members being unwilling and unable to carry out their own research. Further evidence of their on-going waste/extravagance is the $30,000 cost to demolish. Sickening!

The Tropical house has been their for years, not sure when it was built but well before 1962. Councils are charged to keep and look after assets and places like parks. Not just this Council but previous as well have done nothing really to keep this building in its former displays up to scratch. I suspect when park control etc became a contract the downward slide happened. Believe Central Government pushed for Contracting out work. I look at the parks and Gardens of Kawerau and knowing the Council workers keep them up to scratch. Time for scrapping contracts and taking true ownership back. No more investigations and wasted money like shall we have Plastic Waka but preserve what we have. Restore the beautiful Gardens that the Strand use to have. Shame on all city fathers who let things get tio this stage.

Well said Kurgan. Murray when you were a Councillor-what did you do to minimize the use of Consultants, reports among Council staff.What recommendations did you suggest to remedy the extravagance etc.Its all very well to condemn when not a Councillor.

I still think this would be a good site for perhaps... The Tauranga Museum. I wouldn't mind if it got torn down for a good cause, but it doesn't look like there's one so fix it up and keep it going.

council stop making mistakes and having the cost of fixing problems then there would be enough, like the other day a new island on the corner by the Papamoa college where a van was parked and the hopper bus could not get past which had to drive on the other side of the island to get past

I visited the Begonia house a couple of weeks ago on a Saturday.....around 3.30pm....13 people had signed the book and possibly twice as many had not. I visit regularly and see many elderly folk obviously being taken out of rest homes for a Sunday outing, visiting this treasure...Matt Cowley stated that Garden Centres had taken the place of these sorts of displays...Well Matt I never take my camera into garden centres and take photos....the day I took these another photographer spent a long time in there....61 years and they can dispense with a treasure, that these Councillors do not give a flying fig about....Since when do volunteers have to look after what we have already paid rates for https://www.facebook.com/kiaora2u/media_set?set=a.10152960256838720.1073741989.573963719&type=3

That about sums things up. Council should cut expenditure on anything I don't have an interest in but increase funding to things I like. So please keep pouring money into Baypark, Baycourt, the Art Gallery because I go there??? I'm being sarcastic in case anyone doesn't get it.

The parking wardens issue tickets to parking transgressors until 3pm and then from 3pm to 5pm they could attend to the plants in the Tropical House.

By overit: Murray when you were a Councillor-what did you do to minimize the use of Consultants, reports among Council staff. A constant push for cost effective procurement and governance monitoring. The down side of a democracy is if, as I was, you have a minority point of view, a Mayor and staff that manipulate processes (EG: now mostly in secret) it is nigh on impossible to effect meaningful change. By overit, you must be a newby in town.

When i was a kid, my dad used to take me up there to play at the redoubt, look at the aviary when it was there and take me through the greenhouse and teach me about the plants. Its a fond memory for me and when i walk my dog up there i enjoy revisiting those memories,...surely something can be done.
